The LHA had not undertaken a training needs analysis to inform <strong>the</strong>ir staff training<br />

programme.<br />

The LHA did not have a comprehensive staff training programme in place to ensure<br />

<strong>the</strong> ongoing development <strong>of</strong> skills for staff working in <strong>the</strong> service.<br />
