Special Education Review Committee Provincial SSAAM May, 1995 Preamble SSAAM has determined that a response should be developed in anticipation of the Provincial Special Education Review. The review would focus on the development of a definition of Special Needs students and the elaboration of a position pertaining to the range of services and funding required to meet the needs. Terms of Reference The committee will consist of members of Provincial and Metro SSAAM and will: ** 1. Develop a brief outlining the evolution of special education in Manitoba. 2. Provide a framework for equitable financing in special education. 3. Examine the coordination of interagency services and recommend a ,-, model to facilitate the transfer of funds to most adequately meet the needs of all children. 4. Draft recommended policies and statements as they pertain to special education - definition, placement, programming, consultation/collaboration and parent involvement. 5. Provide a recommendation for developing a more realistic divisional planning process within the context of school action plans as recommended by New Directions. 6. Review the supports required to provide appropriate and minimum levels of support through resource teachers, counsellors, clinicians, medical personnel and all other significant caregivers. 7. Recommend that preservicgjeacher training provide elaboration of approaches to ensure that teachers are able to offer differentiated instruction. 8. Formulate a statement as to fundamental rights of parents and children with special needs.
