Welcome by <strong>UIPM</strong> President Klaus Schormann<br />
President Dr. h.c. Klaus Schormann opened the congress and welcomed all the delegates and thanked all for<br />
attending. Mr. Schormann conveyed the apologies of the EB members Juan Antonio Samaranch, John Helmick,<br />
Pernille Svarre, Fabio Pigozzi, Zhang Bin, the Assistant to the President Shiny Fang and General Secretary Joël<br />
Bouzou who was injured. The President also conveyed a special greeting from IOC President Jacque Rogge,<br />
<strong>UIPM</strong> Patron King Constantine, <strong>UIPM</strong> Honorary President Prince Albert II, IOC Solidarity Director Mr. Pere Miro,<br />
IOC Executive Director Gilbert Felli, IOC Sports Director Christophe Dubi, the NOCs and Honorary Member’s<br />
Jan Novotny and Gösta Gardin who were all unable to attend the congress this year.<br />
1. Roll call of the Members<br />
President Schormann made the roll call and nations present were 40. However, for the purpose of the eligibility<br />
of the voting numbers for the motions later, the figures are as follows (including the additional vote of the<br />
Representative of the Athletes).<br />

4. Approval of the minutes of the 2009 <strong>Congress</strong> in Copenhagen<br />
<strong>Minutes</strong> approved by consensus.<br />
5. Report of the President on the activities of the Executive Board<br />
The President started his report mentioning that 2009 and <strong>2010</strong> have been difficult years for the Nations and for<br />
the organisers but all competitions went well through good cooperation and big efforts.<br />
He mentioned that since the nations are informed every month through the pentathlon newsletter of his<br />
schedule, his visits and meetings and get detailed report on <strong>UIPM</strong> competitions he will only single out a few<br />
points:<br />
YOG – The YOG are a new competition in the Olympic movement and the 1 st YOG in Singapore was a big<br />
success. Georgina Harland was also there as a Role Model and she promoted MP. The YOG is a milestone for<br />
the development of each sport, therefore using the laser was a big success. Many important people from the<br />
IOC and the Olympic movement visited the MP competition and also tried the laser pistols. The Modern<br />
Pentathlon was addressed as the “flexible sport” and “the sport of new technology”.<br />
<strong>2010</strong> World Championships Chengdu, China – China did an investment of 88.000.000€ for building a great<br />
MP Centre. This centre was named “Pierre de Coubertin MP Centre of Chengdu”. China supports MP a lot.<br />
TV – The President thanked Slava Malishev for his work to have live coverage of the WC in Budapest and the<br />
WCF in Moscow in other countries. Thus, a new door opened for MP and MP has got better media statistics.<br />
The President thanked the organising committees for helping and supporting this action.<br />
World Cups – The WC in Medway provided in addition to a top sport event an excellent Culture and Education<br />
programme. The President thanked the organisers, volunteers and Technical Delegates for their efforts and<br />
contribution.<br />
Support – The President reported that <strong>UIPM</strong> is trying to support the Nations with independent projects and<br />
projects through the Confederations. He added that the EB discussed and is preparing a plan to support the<br />
nations. In the following two years, according to the President, the <strong>UIPM</strong> will have to invest additionally in order<br />
to remain in the Olympic movement. 2011 and 20<strong>12</strong> are very important years because in 2013 one sport will be<br />
removed from the Olympic programme by a vote of the IOC Executive Board and IOC President Jacques Rogge.<br />
He asked the Nations to work together for remaining in the Olympics.<br />
WADA – The President emphasized that the <strong>UIPM</strong> wants to educate athletes, young athletes and coaches.<br />
Nations should consider educating their athletes and coaches on health and doping.<br />
MASTERS – The President requested the NFs to support the Masters movement and encourage veterans to<br />
become members and participate.<br />
BIATHLE – The President also asked the NFs to organise Biathle competitions and use it as the basis for<br />
pentathlon. The Biathle World Championships in Dubai were organised to an excellent standard by Mihail<br />
Kousev, a former Bulgarian pentathlete.<br />
SCHOOL BIATHLON: The President requested the NFs to cooperate with the Ministries of Education of their<br />
countries in order to promote and apply the School Biathlon in their Schools.<br />
LOCOG – The President informed the <strong>Congress</strong> that the MP equestrian and combined event will be located in<br />
Greenwich Park at an excellent location. LOCOG and the local community are waiting for the decisions of this<br />
congress to continue planning. Peter Hart will be the new Competition Manager from 1 December <strong>2010</strong><br />
replacing John Woodbridge.<br />
The President wished the members a good <strong>Congress</strong> and announced the New Balance awards to the following<br />
Organisers:<br />

The President asked all delegates to stand in commemoration of colleagues and friends in sport who have<br />
regrettably passed away this year.<br />

The President asked the members to taka a minute of silence for:<br />
INTERNATIONAL SPORT<br />
10 April <strong>2010</strong>: Polish Olympic Committee President Mr Piotr Nurowski. Nurowski lived a life of Sport Politics<br />
slowly moving up the ranks since the early 1980’s until he was elected president of the Polish Olympic<br />
Committee in February 2005.<br />
21 April <strong>2010</strong>: Former IOC President (IOC Member since 1966) Mr Juan Antonio Samaranch. Samaranch<br />
served second longest term as the head of the IOC, the longest being that of Modern Pentathlon’s creator Pierre<br />
de Coubertin (29 years). Samaranch, the father of <strong>UIPM</strong>’s Vice President Juan Antonio Samaranch, was a<br />
particular friend of the <strong>UIPM</strong> and will be missed by every member of the <strong>UIPM</strong> family.<br />
23 June <strong>2010</strong>: IOC Member (since 1965) in Tunisia Mr Mohamed Mzali. Mr Mzali was a former Prime Minister<br />
or Tunisia and was a great force in the sport political scene until his passing away.<br />
28 August <strong>2010</strong>: IOC Member (since 1987) in the Netherlands Mr Anton Geesink. Mr Geesink was a threetime<br />
World Judo Champion (1961, 1964 and 1965) and Olympic Gold Medallist (1964). In 1987, he became a<br />
member of the board of the Dutch National Olympic Committee and a member of the IOC.<br />
5 i) Report of the Secretary General, Mr. Joël Bouzou (JB)<br />
The President referred to the written report of the General Secretary Mr. Joel Bouzou (pp. 50-53), since Joel<br />
Bouzou could not be present. He wished the Secretary General to recover as soon as possible from his<br />
accident.<br />
The President asked if there were any comments to the above two reports. There were no comments from the<br />
delegates.<br />
The Report of the President and the Report of the Secretary General were both accepted by consensus.<br />
6. Report of the Treasurer, Gyula Bretz<br />
<strong>UIPM</strong> Treasurer Mr. Gyula Bretz referred to his written report in the <strong>Congress</strong> Book (pp. 54-61) and emphasized<br />
that due to the current worldwide economical situation the financial environment is now unpredictable. This goes,<br />
in particular for the interests to achieve on the market.The Treasurer also pointed at the efforts done by the<br />
<strong>UIPM</strong> in order to increase the development costs.<br />
The President asked, if there were any comments to the Treasurer’s report. There were no comments.<br />

7. Report of the Honorary Auditors, Mr. Alexander Peirits and Mr. Helio Mereilles Cardoso<br />
The Honorary Auditors Mr. Alexander Peirits and Mr. Helio Mereilles Cardoso referred to their written report in<br />
the <strong>Congress</strong> Book (pp. 92-94), read it and added the following comments.<br />
The Auditors referred to the Monaco audit that took place in July <strong>2010</strong> were Mr. Mereilles, Mr. Bretz, the<br />
assistant to the General Secretary, Coralie Kreidel, the President and the General Secretary were present. They<br />
gave special thank to Miss Kreidel for the book keeping and her excellent work.<br />
The President asked, if there were any comments to the Auditors’ report. There were no comments.<br />

8. Financial Statement as at 31.<strong>12</strong>.2009<br />
The Treasurer referred to the financial statements submitted in the <strong>Congress</strong> Book (pp. 95-102).<br />

9. Adoption of the budget plan <strong>2010</strong> and approval of the budget<br />
<strong>UIPM</strong> Treasurer Gyula Bretz presented the proposed budget written in the <strong>Congress</strong> book (pp. 60-61)<br />
The President asked, if there were any comments to the proposed budget. There were no comments.<br />
Budget plan approved by consensus.<br />
10. Decision concerning the annual membership fee<br />
The Executive Board proposed to maintain the existing annual membership fee.<br />
No comments were added and proposal accepted.<br />
11. Reports of representatives of other <strong>UIPM</strong> bodies<br />
11 i) Vice President Mr. Ivar Sisniega<br />
Vice President Mr. Ivar Sisniega referred to his written report in the <strong>Congress</strong> book (pp. 65). He added the<br />
following comments:<br />
PANAMERICAN GAMES 2011: Vice President Sisniega mentioned that next year there will be the Pan-<br />
American Games in Guadalajara, Mexico, of which he is member of the Organising Committee. In 2 weeks there<br />
will be the Pan-American Championships in Rio which will be the qualification competition for the Pan-American<br />
Games.<br />
SCHOOL BIATHLE: Vice President Sisniega asked the NFs who have participated in this project to send in any<br />
format the results to the headquarters and mentioned that the deadline was extended to the end of the year. Pr.<br />
Lara is the coordinator of this project. Modern Pentathlon needs to increase the number of clubs and number of<br />
athletes and this aspect of development of the sport can be achieved through this project.<br />
COACHING CERTIFICATION PROGRAMME: In order to develop the sport, more coaches are needed,<br />
therefore the Executive Board approved the curriculum and the budget of the proposal made by Jan Bartu for a<br />
Coaches’ Education programme.<br />
Vice President Sisniega added that he attended the ANOC meeting in Acapulco and received many positive<br />
comments regarding the changes in the sport the Combined Event and the introduction of laser shooting.<br />

The Sport Director Jose Santos referred to his written report in the <strong>Congress</strong> book (pp.66-69) and added the<br />

The Sport Director Jose Santos thanked the Executive Board, the NFs and the organisers, as well as the<br />
Technical Delegates for their contribution and hard work. He mentioned that all are working for introduction of<br />
new models and rules in 20<strong>12</strong>.<br />

Election of Executive Board Member of Sport:<br />
The President presented the candidature of Mr. Jose Santos and thanked him for accepting the proposal of the<br />
Executive Board to become the Sport Director. He thanked his predecessor Mr. Mauro Tirinnanzi for his<br />
contribution to the sport.<br />

Pernille Svarre, Media (pp. 73-76)), the President announced that he with the help of the Treasurer had<br />
managed to conclude two new sponsorship contracts.<br />
Media:<br />
Mr. Mathew Pound <strong>UIPM</strong> Communications Manager had elaborated and presented the Media Report.<br />
Marketing:<br />
Mr. Janis Liepins (JL) (marketing) commented briefly on his written report in the <strong>Congress</strong> book (pp. 77 – 78)<br />
and asked if there were any comments to the report. No comments were given.<br />

11 iv) Member for Development<br />
The President referred to Mr. Zhang Bin’s written report in the <strong>Congress</strong> book (pp. 79-81) and asked if there<br />

11 v) Chairwoman of the Athletes' Committee, Georgina Harland (GH)<br />
Ms. Georgina Harland referred to her written report in the <strong>Congress</strong> book (pp. 82-85) and added the following<br />
comments:<br />
ATHLETES’ COMMITTEE: Many athletes participated in the Athletes Meeting this year. The Athletes’<br />
Committee had meetings with athletes that are in the WADA testing pool. This was to ensure that the athletes<br />
understand the importance of this responsibility. The Athletes Committee also asked the NFs to support and<br />
educate them on fulfilling this obligation.<br />
RIDING CAMPS: The 2009 Riding Camps were successful. 90 % of the athletes felt very pleased with them. Ms.<br />
Georgina Harland read a supportive email by IOC Sport Director Christophe Dubi about the riding camps. This<br />
year the Riding Camps were organised again. For 2011 there will be different criteria because of the Olympic<br />
Games. Ms. Georgina Harland thanked the <strong>UIPM</strong> Competitions Manager Iris Vlahoutsikou for her excellent work<br />
and support.<br />
LASER: The Athletes Committee was represented at all laser tests. The General Secretary presented the new<br />
laser system to the athletes at the <strong>UIPM</strong> World Championships. According to Ms. Georgina Harland the athletes<br />
acknowledge the desire of the IOC to implement the laser and support the <strong>UIPM</strong> strategy to use this new<br />
technology for the future of modern pentathlon, but find that the Union must commit in developing the system<br />
<strong>2010</strong> <strong>UIPM</strong> <strong>Congress</strong> Page 6
further. Ms. Georgina Harland referred to examples of feedback, knowledge of the system and availability.<br />
Priority has to be to develope and finalise the system first before implementation. Ms. Georgina Harland also<br />
stated that the <strong>Congress</strong> must recognise its responsibilities to ensure that the athletes are at the heart of all<br />
decisions made<br />

13. Decisions on motions submitted<br />
Before starting the voting procedure GBR raised the question, which majority was needed for the motions to<br />
pass. Mr. Michael Geistlinger, <strong>UIPM</strong> Legal Advisor, stated that the motions needed a 2/3 majority according to<br />
the <strong>UIPM</strong> constitution rules. GBR asked for a secret vote on motion 4 as well as for the elections. This was duly<br />
organised.<br />

A) Motions on Amendments of the <strong>UIPM</strong> Rules on the Internal Organisation<br />
MOTION 1:<br />
Article 5.8 of <strong>UIPM</strong> Rules on Internal Organisation:<br />
Reasons: After one year experience, the EB thinks that it is better to include both the Member for Marketing and<br />
the Member for Media in the Business Affairs Committee.<br />
Art 5.8 shall read:<br />
The Business Affairs Committee is composed of the Vice President of Business Affairs as chair, the Member of<br />
Marketing, the member for Media, and four members elected acting as Business Affairs Delegates.<br />

Reason: By assigning the right to vote to the Chairperson of the <strong>UIPM</strong> Medical Committee, the <strong>UIPM</strong> would like<br />
to emphasize the importance of medical issues for the sports of Modern Pentathlon and Biathle.“<br />

B) Motions on Amendments of the <strong>UIPM</strong> Competition Rules<br />
MOTION 3:<br />
Rule 1.21.Criteria for the Ranking<br />
Reason: It is an ORIS requirement, important for the media, as a sport like Marathon Modern Pentathlon<br />
deserves to have World Records.<br />
1.21.4. Modern Pentathlon World Records<br />
• Fencing – The record amount of victories and defeats AND the Pentathlon Points. .<br />
• Swimming – The fastest time AND the Pentathlon Points. A different record will be kept for 25m and<br />
50m pool.<br />
• Riding – No data.<br />
• Combined Event – The fastest time on any course AND the Pentathlon points.<br />
• Combined Event Shooting – The fastest time for one session of five shots. Also for the fastest time for<br />
the three shooting sessions (15 Shots).<br />
• Combined Event Running – The fastest running time on any course.<br />
• Overall Points – The most Pentathlon points overall in a competition.<br />
The Modern Pentathlon World Records can only be achieved in category A’ competitions.<br />

MOTION 4:<br />
Rule B.5.21 Laser System<br />
Reason: This practice shall assure that all qualification competitions for the London Olympic Games 20<strong>12</strong> will<br />
use the laser system and, thus, fair and equal conditions will be provided for all athletes. At the same time it will<br />
be given the chance for the member federations and their clubs to continue official <strong>UIPM</strong> competitions of<br />
category C and national competitions by using airpistol shooting until they can afford to move to an all embracing<br />
use of the laser system."<br />
B.5.21 Laser system<br />
i)The combined event may take place using the laser system. The laser system shall be used at all official <strong>UIPM</strong><br />
competitions of category A and category B.<br />
ii)The laser pistol – only single shot pistols are allowed.<br />

The motions update the rules of the Combined Event and also help organisers with the Competitions<br />

As accepted at the 2008 <strong>UIPM</strong> <strong>Congress</strong> the Executive Board submitted motions to allow further<br />
changes due to the impact of the Combined Event on the overall competition as described in STATUTES<br />
rule 6.1: Within the competences of the General Assembly as defined by Art 14 and 17 of the Statutes of<br />
the <strong>UIPM</strong> lie in particular: k) to decide on Competition Rules in the year of the Olympic Games, in other<br />
years only in cases of force majeure; several motions are proposed because of force majeure.<br />

Riding<br />
MOTION 10:<br />
Rule 4.5 The draw<br />
Reason: ORIS requirement in order to precise the drawing and starting procedure. Also to speed up the draw<br />
of the riding event and provide a seeding of the horse’s groups for the riding discipline.<br />
4.5.2 Before the draw, the horses are paraded from the left in front of the pentathletes and in numerical order<br />
(wearing the same number for all the riding events at any <strong>UIPM</strong> Competition since the Jumping Test), one<br />
groom for each horse. The horses are prepared with equipment and in the arena ready to trot when<br />
announced. The distance between pentathletes and horses must be approximately 50m.<br />
4.5.5 With a competition of 2 rounds the top 50% pentathletes after two events will ride on the second round,<br />
with 3 rounds the top 33% in the third round, with 4 rounds the top 25% in the fourth round. In case of an<br />
uneven number of athletes or teams registered, for example 35 athletes, the first series will be with more<br />
athletes or teams. as stated in the old rules (see 1.19.4 ii)<br />
4.5.6 After Fencing and Swimming pentathlete N°1 (see 1.20.2 Ties), the leader after two<br />
events will draw their horse. On the basis of this draw all the horses (that have been previously<br />
numbered) will be automatically distributed to all the other pentathletes. (For example, the leading<br />
pentathlete draws horse number 6 and so the second ranked pentathlete will ride horse number 7 and<br />
so on.<br />
Using this system it will be possible to start the competition with the last placed pentathlete and finish the<br />
riding competition with the pentathlete in first place after two events.<br />
Instead of the complete drawing in the riding arena there will be a presentation to the spectators of the<br />
pentathletes and horses,<br />
As soon the first pair has been presented (for example pentathletes number 36 and 18) and they have<br />
seen their horse, the athlete in last place (first athlete to the start) goes immediately to the warming up<br />
arena for the 20 minutes warming up.<br />
In the meantime the presentation of the pentathletes and horses continues (maximum time 25 minutes)<br />
and as soon as the presentation of all the pentathletes and the horses is finished the first rider is ready<br />
to start the riding course.)<br />
4.5.11 In Relay for the draw, the horses are divided into 3 groups according to the best results from the<br />
Individual competition or from the testing of the horses if there was no Individual competition.<br />
4.5.11 For each different Relay, the horses are classified according to the average of their previous<br />
performances (Jumping Test, Individual Competitions, Relay Competitions) and then, using this “quality”<br />
numeration, grouped as follows:<br />

5.7.1 Warming up, Zeroing and Preparation Time<br />
i) Pentathletes have 20 minutes for the Combined Event warm up. After the Shooting Director gives<br />
permission to go to the shooting position, the athletes are allowed to go there and prepare all the<br />
material, but they are not allowed to take the pistol out of the box.<br />
Pistols can only be taken out of their box after the Command - “20 minutes warming-up - Start”. If the<br />
zeroing targets are placed on the real target the 20 minute warm up must be divided into two sessions:<br />
5 minutes on the zeroing/paper targets, 1’ minute break to change the targets, 15’ minutes on the<br />
normal target.<br />
5.7.2 xii) When the pentathlete is lapped by the competition leader, their combined event is terminated. In this<br />
case they will be ranked in the last position. In case more than one pentathlete is lapped, the first<br />
pentathlete lapped will be placed last and the second pentathlete lapped will be placed in the<br />
penultimate place and so on. This rule is not applicable in Individual Competitions which involve a<br />
Team Event at the same time.<br />
xiii) In case the points are more than those of a pentathlete, or pentathletes, who were not lapped, there<br />
will be an adjustment to the points.<br />
(xiv) becomes xii and xv)becomes xiii and xvi) becomes xiv)<br />
5.7.3 iii) Pentathletes with a handicap after the previous events of more than 2 minutes 30 seconds will start<br />
in a pack start. However, in the final lap they are required to stop at the “last penalty area” for the<br />

vii) The Announcer will announce “10 minutes” and “5 minutes” left of the warming up of the combined<br />

5.14.1 A pentathlete is penalized by a time penalty of Ten Seconds for each of the following offences:<br />

1.22.Obligations of Pentathletes, Officials, NFs and Their Members and Members of LOCs<br />
1.22.2 Clothing<br />
Pentathletes must wear clothing and equipment as specified in the Rules for each event. Start numbers must be<br />
visibly worn in the Combined event according to the Rules for Combined Event and in the other events as far as<br />
provided by the LOC. Officials must be dressed properly, at a minimum by the National Federation’s tracksuit.<br />
The members of a team in the Relay must be dressed similarly with regard to form the shape and colour of the<br />
clothes of clothing, except the shape of the swimwear in Swimming . No pentathlete is allowed to compete with<br />
dirty clothing or with an identical mark, flag, emblem, country or city name that belongs to another NF.<br />
Pentathletes or officials who are dressed incorrectly undergo a penalty or disciplinary measure. In Fencing and<br />
Riding no jewellery, or any visible body piercing are permitted. Athletes must remove or cover these in a safe<br />
way. In Fencing, hair must be secured in a way, so as not to cover the name printed on the Fencing jacket<br />
4.3 Inspection of course and horses<br />

Before closing the congress, the President asked the Vice President of the Latvian Federation Fe to receive a<br />
plaque in recognition of the excellent organisation of the <strong>2010</strong> <strong>UIPM</strong> <strong>Congress</strong>.<br />
The President extensively commemorated two extraordinary persons that passed away in the last year having<br />
been key figures of the the sport of Modern Pentathlon:<br />

The President President regretted regretted deeply deeply the the passing away away of the <strong>UIPM</strong> Honorary Member Emile Jarrot on 09 June <strong>2010</strong>,<br />
