Welcome by UIPM President Klaus Schormann
President Dr. h.c. Klaus Schormann opened the congress and welcomed all the delegates and thanked all for
attending. Mr. Schormann conveyed the apologies of the EB members Juan Antonio Samaranch, John Helmick,
Pernille Svarre, Fabio Pigozzi, Zhang Bin, the Assistant to the President Shiny Fang and General Secretary Joël
Bouzou who was injured. The President also conveyed a special greeting from IOC President Jacque Rogge,
UIPM Patron King Constantine, UIPM Honorary President Prince Albert II, IOC Solidarity Director Mr. Pere Miro,
IOC Executive Director Gilbert Felli, IOC Sports Director Christophe Dubi, the NOCs and Honorary Member’s
Jan Novotny and Gösta Gardin who were all unable to attend the congress this year.
1. Roll call of the Members
President Schormann made the roll call and nations present were 40. However, for the purpose of the eligibility
of the voting numbers for the motions later, the figures are as follows (including the additional vote of the
Representative of the Athletes).

4. Approval of the minutes of the 2009 Congress in Copenhagen
Minutes approved by consensus.
5. Report of the President on the activities of the Executive Board
The President started his report mentioning that 2009 and 2010 have been difficult years for the Nations and for
the organisers but all competitions went well through good cooperation and big efforts.
He mentioned that since the nations are informed every month through the pentathlon newsletter of his
schedule, his visits and meetings and get detailed report on UIPM competitions he will only single out a few
points:
YOG – The YOG are a new competition in the Olympic movement and the 1 st YOG in Singapore was a big
success. Georgina Harland was also there as a Role Model and she promoted MP. The YOG is a milestone for
the development of each sport, therefore using the laser was a big success. Many important people from the
IOC and the Olympic movement visited the MP competition and also tried the laser pistols. The Modern
Pentathlon was addressed as the “flexible sport” and “the sport of new technology”.
2010 World Championships Chengdu, China – China did an investment of 88.000.000€ for building a great
MP Centre. This centre was named “Pierre de Coubertin MP Centre of Chengdu”. China supports MP a lot.
TV – The President thanked Slava Malishev for his work to have live coverage of the WC in Budapest and the
WCF in Moscow in other countries. Thus, a new door opened for MP and MP has got better media statistics.
The President thanked the organising committees for helping and supporting this action.
World Cups – The WC in Medway provided in addition to a top sport event an excellent Culture and Education
programme. The President thanked the organisers, volunteers and Technical Delegates for their efforts and
contribution.
Support – The President reported that UIPM is trying to support the Nations with independent projects and
projects through the Confederations. He added that the EB discussed and is preparing a plan to support the
nations. In the following two years, according to the President, the UIPM will have to invest additionally in order
to remain in the Olympic movement. 2011 and 2012 are very important years because in 2013 one sport will be
removed from the Olympic programme by a vote of the IOC Executive Board and IOC President Jacques Rogge.
He asked the Nations to work together for remaining in the Olympics.
WADA – The President emphasized that the UIPM wants to educate athletes, young athletes and coaches.
Nations should consider educating their athletes and coaches on health and doping.
MASTERS – The President requested the NFs to support the Masters movement and encourage veterans to
become members and participate.
BIATHLE – The President also asked the NFs to organise Biathle competitions and use it as the basis for
pentathlon. The Biathle World Championships in Dubai were organised to an excellent standard by Mihail
Kousev, a former Bulgarian pentathlete.
SCHOOL BIATHLON: The President requested the NFs to cooperate with the Ministries of Education of their
countries in order to promote and apply the School Biathlon in their Schools.
LOCOG – The President informed the Congress that the MP equestrian and combined event will be located in
Greenwich Park at an excellent location. LOCOG and the local community are waiting for the decisions of this
congress to continue planning. Peter Hart will be the new Competition Manager from 1 December 2010
replacing John Woodbridge.
The President wished the members a good Congress and announced the New Balance awards to the following
Organisers:

The President asked all delegates to stand in commemoration of colleagues and friends in sport who have
regrettably passed away this year.
Condolences:
The President asked the members to taka a minute of silence for:
INTERNATIONAL SPORT
10 April 2010: Polish Olympic Committee President Mr Piotr Nurowski. Nurowski lived a life of Sport Politics
slowly moving up the ranks since the early 1980’s until he was elected president of the Polish Olympic
Committee in February 2005.
21 April 2010: Former IOC President (IOC Member since 1966) Mr Juan Antonio Samaranch. Samaranch
served second longest term as the head of the IOC, the longest being that of Modern Pentathlon’s creator Pierre
de Coubertin (29 years). Samaranch, the father of UIPM’s Vice President Juan Antonio Samaranch, was a
particular friend of the UIPM and will be missed by every member of the UIPM family.
23 June 2010: IOC Member (since 1965) in Tunisia Mr Mohamed Mzali. Mr Mzali was a former Prime Minister
or Tunisia and was a great force in the sport political scene until his passing away.
28 August 2010: IOC Member (since 1987) in the Netherlands Mr Anton Geesink. Mr Geesink was a threetime
World Judo Champion (1961, 1964 and 1965) and Olympic Gold Medallist (1964). In 1987, he became a
member of the board of the Dutch National Olympic Committee and a member of the IOC.
5 i) Report of the Secretary General, Mr. Joël Bouzou (JB)
The President referred to the written report of the General Secretary Mr. Joel Bouzou (pp. 50-53), since Joel
Bouzou could not be present. He wished the Secretary General to recover as soon as possible from his
accident.
The President asked if there were any comments to the above two reports. There were no comments from the
delegates.
The Report of the President and the Report of the Secretary General were both accepted by consensus.
6. Report of the Treasurer, Gyula Bretz
UIPM Treasurer Mr. Gyula Bretz referred to his written report in the Congress Book (pp. 54-61) and emphasized
that due to the current worldwide economical situation the financial environment is now unpredictable. This goes,
in particular for the interests to achieve on the market.The Treasurer also pointed at the efforts done by the
UIPM in order to increase the development costs.
The President asked, if there were any comments to the Treasurer’s report. There were no comments.

7. Report of the Honorary Auditors, Mr. Alexander Peirits and Mr. Helio Mereilles Cardoso
The Honorary Auditors Mr. Alexander Peirits and Mr. Helio Mereilles Cardoso referred to their written report in
the Congress Book (pp. 92-94), read it and added the following comments.
The Auditors referred to the Monaco audit that took place in July 2010 were Mr. Mereilles, Mr. Bretz, the
assistant to the General Secretary, Coralie Kreidel, the President and the General Secretary were present. They
gave special thank to Miss Kreidel for the book keeping and her excellent work.
The President asked, if there were any comments to the Auditors’ report. There were no comments.

The Treasurer referred to the financial statements submitted in the Congress Book (pp. 95-102).

9. Adoption of the budget plan 2010 and approval of the budget
UIPM Treasurer Gyula Bretz presented the proposed budget written in the Congress book (pp. 60-61)
The President asked, if there were any comments to the proposed budget. There were no comments.

10. Decision concerning the annual membership fee
The Executive Board proposed to maintain the existing annual membership fee.
No comments were added and proposal accepted.
11. Reports of representatives of other UIPM bodies
11 i) Vice President Mr. Ivar Sisniega
Vice President Mr. Ivar Sisniega referred to his written report in the Congress book (pp. 65). He added the
following comments:
PANAMERICAN GAMES 2011: Vice President Sisniega mentioned that next year there will be the Pan-
American Games in Guadalajara, Mexico, of which he is member of the Organising Committee. In 2 weeks there
will be the Pan-American Championships in Rio which will be the qualification competition for the Pan-American
Games.
SCHOOL BIATHLE: Vice President Sisniega asked the NFs who have participated in this project to send in any
format the results to the headquarters and mentioned that the deadline was extended to the end of the year. Pr.
Lara is the coordinator of this project. Modern Pentathlon needs to increase the number of clubs and number of
athletes and this aspect of development of the sport can be achieved through this project.
COACHING CERTIFICATION PROGRAMME: In order to develop the sport, more coaches are needed,
therefore the Executive Board approved the curriculum and the budget of the proposal made by Jan Bartu for a
Coaches’ Education programme.
Vice President Sisniega added that he attended the ANOC meeting in Acapulco and received many positive
comments regarding the changes in the sport the Combined Event and the introduction of laser shooting.

11 ii) Report of Sport Director Jose Santos (JMS),
The Sport Director Jose Santos referred to his written report in the Congress book (pp.66-69) and added the
following comments:
The Sport Director Jose Santos thanked the Executive Board, the NFs and the organisers, as well as the
Technical Delegates for their contribution and hard work. He mentioned that all are working for introduction of
new models and rules in 2012.

Election of Executive Board Member of Sport:
The President presented the candidature of Mr. Jose Santos and thanked him for accepting the proposal of the
Executive Board to become the Sport Director. He thanked his predecessor Mr. Mauro Tirinnanzi for his
contribution to the sport.

Before referring to the written reports in the Congress book (Mr. John Helmick, Business Affairs (pp. 71-72), Ms.
Pernille Svarre, Media (pp. 73-76)), the President announced that he with the help of the Treasurer had
managed to conclude two new sponsorship contracts.
Media:
Mr. Mathew Pound UIPM Communications Manager had elaborated and presented the Media Report.
Marketing:
Mr. Janis Liepins (JL) (marketing) commented briefly on his written report in the Congress book (pp. 77 – 78)
and asked if there were any comments to the report. No comments were given.

11 iv) Member for Development
The President referred to Mr. Zhang Bin’s written report in the Congress book (pp. 79-81) and asked if there
were any comments to the report. No comments were given.

11 v) Chairwoman of the Athletes' Committee, Georgina Harland (GH)
Ms. Georgina Harland referred to her written report in the Congress book (pp. 82-85) and added the following
comments:
ATHLETES’ COMMITTEE: Many athletes participated in the Athletes Meeting this year. The Athletes’
Committee had meetings with athletes that are in the WADA testing pool. This was to ensure that the athletes
understand the importance of this responsibility. The Athletes Committee also asked the NFs to support and
educate them on fulfilling this obligation.
RIDING CAMPS: The 2009 Riding Camps were successful. 90 % of the athletes felt very pleased with them. Ms.
Georgina Harland read a supportive email by IOC Sport Director Christophe Dubi about the riding camps. This
year the Riding Camps were organised again. For 2011 there will be different criteria because of the Olympic
Games. Ms. Georgina Harland thanked the UIPM Competitions Manager Iris Vlahoutsikou for her excellent work
and support.
LASER: The Athletes Committee was represented at all laser tests. The General Secretary presented the new
laser system to the athletes at the UIPM World Championships. According to Ms. Georgina Harland the athletes
acknowledge the desire of the IOC to implement the laser and support the UIPM strategy to use this new
technology for the future of modern pentathlon, but find that the Union must commit in developing the system

further. Ms. Georgina Harland referred to examples of feedback, knowledge of the system and availability.
Priority has to be to develope and finalise the system first before implementation. Ms. Georgina Harland also
stated that the Congress must recognise its responsibilities to ensure that the athletes are at the heart of all
decisions made

11 vi) Chairman of the Medical Committee, Pr. Fabio Pigozzi (FB)
The President referred to the written report of Prof. Fabio Pigozzi (pp. 86-88) in the Congress book and asked

13. Decisions on motions submitted
Before starting the voting procedure GBR raised the question, which majority was needed for the motions to
pass. Mr. Michael Geistlinger, UIPM Legal Advisor, stated that the motions needed a 2/3 majority according to
the UIPM constitution rules. GBR asked for a secret vote on motion 4 as well as for the elections. This was duly
organised.

A) Motions on Amendments of the UIPM Rules on the Internal Organisation
MOTION 1:
Article 5.8 of UIPM Rules on Internal Organisation:
Reasons: After one year experience, the EB thinks that it is better to include both the Member for Marketing and
the Member for Media in the Business Affairs Committee.
Art 5.8 shall read:
The Business Affairs Committee is composed of the Vice President of Business Affairs as chair, the Member of
Marketing, the member for Media, and four members elected acting as Business Affairs Delegates.

Art 5.1 ,5.2 and 6.2 of UIPM Rules on Internal Organisation:
Reason: By assigning the right to vote to the Chairperson of the UIPM Medical Committee, the UIPM would like
to emphasize the importance of medical issues for the sports of Modern Pentathlon and Biathle.“
Art 5.2 shall read:
5.2 Within the framework defined by Art 8 par 2 of the Statutes of the UIPM the Executive

B) Motions on Amendments of the UIPM Competition Rules
MOTION 3:
Rule 1.21.Criteria for the Ranking
Reason: It is an ORIS requirement, important for the media, as a sport like Marathon Modern Pentathlon
deserves to have World Records.
1.21.4. Modern Pentathlon World Records
• Fencing – The record amount of victories and defeats AND the Pentathlon Points. .
• Swimming – The fastest time AND the Pentathlon Points. A different record will be kept for 25m and
50m pool.
• Riding – No data.
• Combined Event – The fastest time on any course AND the Pentathlon points.
• Combined Event Shooting – The fastest time for one session of five shots. Also for the fastest time for
the three shooting sessions (15 Shots).
• Combined Event Running – The fastest running time on any course.
• Overall Points – The most Pentathlon points overall in a competition.
The Modern Pentathlon World Records can only be achieved in category A’ competitions.

MOTION 4:
Rule B.5.21 Laser System
Reason: This practice shall assure that all qualification competitions for the London Olympic Games 2012 will
use the laser system and, thus, fair and equal conditions will be provided for all athletes. At the same time it will
be given the chance for the member federations and their clubs to continue official UIPM competitions of
category C and national competitions by using airpistol shooting until they can afford to move to an all embracing
use of the laser system."
B.5.21 Laser system
i)The combined event may take place using the laser system. The laser system shall be used at all official UIPM
competitions of category A and category B.
ii)The laser pistol – only single shot pistols are allowed.

As accepted at the 2008 UIPM Congress the Executive Board submitted motions to allow further
changes due to the impact of the Combined Event on the overall competition as described in STATUTES
rule 6.1: Within the competences of the General Assembly as defined by Art 14 and 17 of the Statutes of
the UIPM lie in particular: k) to decide on Competition Rules in the year of the Olympic Games, in other
years only in cases of force majeure; several motions are proposed because of force majeure.
General aspects
MOTION 5:
Rule 1.6.Order of the Events:
Reason: Concerning minimum warm up period affecting the combined event and the other ones
1.6.3 i) The LOC must provide pentathletes with a minimum warm-up period before each event as follows:
Fencing: 30 mins, Swimming: 20 mins, Riding: 20 mins, Combined event: 20 minutes running and
shooting. The warm-up period is considered to be an integral part of the competition. In the
competition Finals, the warm-up areas are only at the disposal of those participants that have qualified
for the Finals.
ii) Coaches can assist the athletes in the warming up periods, but they must leave the FOP directly after
the end of the warm up and before the start of the events and go to the designated areas (in Riding
they can assist until the entrance to the competition arena).

MOTION 6:
Rule 1.20.2 Competition Results:
Reason: Necessity to rule on this matter as it is an ORIS requirement (force majeure)
1.20.2 If there is a tie in the total score or it is impossible to determine who crossed the finish line first, the
winner is the pentathlete or team who has gained more first places in the five events.
If there is still a tie, the pentathletes or team that won the Combined event will be declared the winner.
1.20.2 i) If there is a tie in the total score or it is impossible to determine who crossed the
finish line first, the athlete who is placed higher is the pentathlete or team who has gained more first
places in the five events.
If there is still a tie, the pentathlete or team that was best placed on the Combined event will be placed in
the higher position
ii) If there is a tie between 2 or more athletes after 2 events, and in order to establish
the start order for Riding, the best placed in Fencing will be placed in the higher position; if there is still a
tie,
iii) The athlete with the best Swimming time will be placed higher; if the tie remains, the PWR position
will decide.
1.20.4 Teams with 3 athletes competing in the Final are placed ahead of teams with 2 athletes in the final;
teams with 2 athletes competing in the final are placed before teams with only 1 athlete in the final;
teams with no athletes in final are placed last.
(Old1.20.4 becomes 1.20.5 and old 1.20.5 becomes 1.20.6)

MOTION 7:
Rule 1.21.2 Levels of UIPM competitions
Reason: To make the PWR position clearer when athletes have equal points.
Tie-Breaker Applied to PWR
The UIPM publisheds PWR list at the end of each international competition will normally only break ties of PWR
points for the first 64 positions; however, upon specific request by a National Federation, for valid reason, the
UIPM shall apply the tie-breaker rule for any position held by an pentathlete of that National Federation and
report the results to that National Federation. the updated PWR at the end of each month.
- In the PWR, if two or more pentathletes have accumulated an equal amount of PWR points, the pentathlete
who is placed ahead higher is the one who collected more PWR points in the most recent World
Championships Finals
- If the amount of PWR points still remains equal, the pentathlete who is placed ahead higher
is the one who collected more PWR points in the most recent World Championship
qualification round. Semifinals.
- If the amount of PWR still remains equal (the concerned athletes didn’t participate in the last WCh), the
pentathlete who is placed ahead higher is the one that participated in the highest number of competitions
included in the current ranking PWR.
- If the amount of PWR still remains equal, the pentathlete placed higher is the one with the best result in the
last competition included in the current PWR.

Swimming
MOTION 9:
Rules 3.3 Control of Clothing and equipment: Additional Specification:
Reason: UIPM needs to ensure fairness of competition with regards to the use of appropriate swimwear.
3.8 Swimwear
From 1 January 2010 only swimwear approved by FINA as set out in its published list of approved swimwear may be
worn in a UIPM sanctioned competition.
Remark: At present the FINA Rules read as follow
FINA Rules:
BL 8 SWIMWEAR
BL 8.1 In swimming competitions the competitor must wear only one swimsuit in one-piece man or one or two
pieces Women. No additional items, like arm bands or leg bands shall be regarded as parts of a swimsuit. No
Zipper or others fastening system is allowed
BL 8.3 From January 1, 2010 swimwear for men shall not extend above the navel nor below the knee, and for
women, shall not cover the neck, extend past the shoulder, nor shall extend below knee. All swimsuits shall be
made from textile materials.”
3.3.1 All pentathletes swimwear must be in good condition and non-transparent.
3.3.2 Pentathletes with nonconforming swimwear will not be authorized to compete.
3.3.3 From 1 January 2010 Only swimwear approved by FINA as set out in its published list of approved
swimwear in the year of competition may be worn in a UIPM sanctioned competition.
3.3.4 In swimming competitions the competitor must wear only one swimsuit in one-piece for male and one or
two pieces for female. No additional items, like arm bands or leg bands shall be regarded as parts of a
swimsuit. No Zipper or other fastening system is allowed.
3.3.5 From January 1, 2010 Swimwear for men shall not extend above the navel or below the knee, and for
women, shall not cover the neck, extend past the shoulder, nor shall extend below knee. All swimsuits
shall be made from textile materials
3.3.6 No swimmer shall be permitted to use or wear any device or swimsuit that may aid his/her speed, buoyancy or
endurance during a competition (such as webbed gloves, flippers, fins, etc.). Goggles and caps may be worn.
3.3.7 Any kind of tape on the body is not permitted unless approved by the Competition Jury, or where applicable,
the UIPM Medical Director (in accordance with FINA Rules)

MOTION 10:
Rule 4.5 The draw
Reason: ORIS requirement in order to precise the drawing and starting procedure. Also to speed up the draw
of the riding event and provide a seeding of the horse’s groups for the riding discipline.
4.5.2 Before the draw, the horses are paraded from the left in front of the pentathletes and in numerical order
(wearing the same number for all the riding events at any UIPM Competition since the Jumping Test), one
groom for each horse. The horses are prepared with equipment and in the arena ready to trot when
announced. The distance between pentathletes and horses must be approximately 50m.
4.5.5 With a competition of 2 rounds the top 50% pentathletes after two events will ride on the second round,
with 3 rounds the top 33% in the third round, with 4 rounds the top 25% in the fourth round. In case of an
uneven number of athletes or teams registered, for example 35 athletes, the first series will be with more
athletes or teams. as stated in the old rules (see 1.19.4 ii)
4.5.6 After Fencing and Swimming pentathlete N°1 (see 1.20.2 Ties), the leader after two
events will draw their horse. On the basis of this draw all the horses (that have been previously
numbered) will be automatically distributed to all the other pentathletes. (For example, the leading
pentathlete draws horse number 6 and so the second ranked pentathlete will ride horse number 7 and
so on.
Using this system it will be possible to start the competition with the last placed pentathlete and finish the
riding competition with the pentathlete in first place after two events.
Instead of the complete drawing in the riding arena there will be a presentation to the spectators of the
pentathletes and horses,
As soon the first pair has been presented (for example pentathletes number 36 and 18) and they have
seen their horse, the athlete in last place (first athlete to the start) goes immediately to the warming up
arena for the 20 minutes warming up.
In the meantime the presentation of the pentathletes and horses continues (maximum time 25 minutes)
and as soon as the presentation of all the pentathletes and the horses is finished the first rider is ready
to start the riding course.)
4.5.11 In Relay for the draw, the horses are divided into 3 groups according to the best results from the
Individual competition or from the testing of the horses if there was no Individual competition.
4.5.11 For each different Relay, the horses are classified according to the average of their previous
performances (Jumping Test, Individual Competitions, Relay Competitions) and then, using this “quality”
numeration, grouped as follows:

5.7.1 Warming up, Zeroing and Preparation Time
i) Pentathletes have 20 minutes for the Combined Event warm up. After the Shooting Director gives
permission to go to the shooting position, the athletes are allowed to go there and prepare all the
material, but they are not allowed to take the pistol out of the box.
Pistols can only be taken out of their box after the Command - “20 minutes warming-up - Start”. If the
zeroing targets are placed on the real target the 20 minute warm up must be divided into two sessions:
5 minutes on the zeroing/paper targets, 1’ minute break to change the targets, 15’ minutes on the
normal target.
5.7.2 xii) When the pentathlete is lapped by the competition leader, their combined event is terminated. In this
case they will be ranked in the last position. In case more than one pentathlete is lapped, the first
pentathlete lapped will be placed last and the second pentathlete lapped will be placed in the
penultimate place and so on. This rule is not applicable in Individual Competitions which involve a
Team Event at the same time.
xiii) In case the points are more than those of a pentathlete, or pentathletes, who were not lapped, there
will be an adjustment to the points.

5.7.3 iii) Pentathletes with a handicap after the previous events of more than 2 minutes 30 seconds will start

1.7.1 UIPM Category “A” Competitions:
Reason: To fall in line with the UIPM’s Marketing Strategy in the last two years

Each year 4 – 6 World Cup competitions and a World Cup Final are organised over a period of 4 – 8
months and the whole series is called the World Cup Circuit Series. These competitions are carried
out on different continents if possible. Every NF may organise only one World Cup competition for
men and one for women each year, in addition to the World Cup Final.
1.22.Obligations of Pentathletes, Officials, NFs and Their Members and Members of LOCs
1.22.2 Clothing
Pentathletes must wear clothing and equipment as specified in the Rules for each event. Start numbers must be
visibly worn in the Combined event according to the Rules for Combined Event and in the other events as far as
provided by the LOC. Officials must be dressed properly, at a minimum by the National Federation’s tracksuit.
The members of a team in the Relay must be dressed similarly with regard to form the shape and colour of the
clothes of clothing, except the shape of the swimwear in Swimming . No pentathlete is allowed to compete with
dirty clothing or with an identical mark, flag, emblem, country or city name that belongs to another NF.
Pentathletes or officials who are dressed incorrectly undergo a penalty or disciplinary measure. In Fencing and
Riding no jewellery, or any visible body piercing are permitted. Athletes must remove or cover these in a safe
way. In Fencing, hair must be secured in a way, so as not to cover the name printed on the Fencing jacket

in the Asian Congress on 22 November 2010 during the Asian Games.

Closing of the 2010 Congress
Before closing the congress, the President asked the Vice President of the Latvian Federation Fe to receive a
plaque in recognition of the excellent organisation of the 2010 UIPM Congress.
The President extensively commemorated two extraordinary persons that passed away in the last year having
been key figures of the the sport of Modern Pentathlon:
