(FM Chidambaram’s <strong>2013</strong> budget promise is going to be materialized) This bank will have primarily a rural connect. Planning Commission will soon approve a provision of Rs.1000 Crore under plan fund during <strong>2013</strong>-14. However this bank will not offer any concessional rates to women, though. It will be a commercial bank, which will follow “ALL WOMEN BANK FOR INDIA” A COFFEE STORY the guidelines stipulated by the Reserve Bank of India. This bank is to empower women in the country and bring banking services at their door step. The bank will take initiatives to open accounts of women not only through its branches but by organizing camps all across the country. ............................................................................................................................................ hyhkmb\mZw Right to Work - Right to information and now Right to Food Important elements of the Food Security Law. 1.In a household the eldest women (at least 18 years old) will be regarded as head of the house hold for issue of ration card. 2.If no women head ,then the eldest man will be getting the ration card. 3.Pregnant women and laxating mothers besides will be entitled to nutritious meals.will also receive maternity benefit at least of Rs.6000/- 4.Childern in the age group of 6 months to 14 years will be entitled to take home ration or not cooked food as per prescribed nutritional norms. How will the benificiaries be choosen?.States and UTS can frame their own criteria or use social, economic and caste census data What is Food Security Bill all about Govt. has by an ordinance decided to implement food security by Law. This Law ensures affordable food grains to two thirds of the population. Govt will supply rice at Rs.3 kg,Wheat at Rs.2 and coarse grain for Rs.1 per kg for upto 75% of the rural population. People will be entitled to 5Kg of subsidized grain every month.Poorest house holds will however continue to recive 35 kg.Food grains per household per month under the Antyoday Anna yojana. How much food? Govt requires 612.3 lakh tones of food grains a year the subsidy amount is precisely 1,24,747 crores but excluding the money welfare schemes already in place,the additional subsidy would be about 2.3800 crores What are the concerns? There are many concerns! 1.Private traders may be squeezed out from the grain market, giving state agencies like FCI total dominance in the trade. 2.Small farmers who grow grains for personal consumption may shift to other crops to make more money and buy subsidized grain. This affect food grain out put. 3.The leakages, malpractices and corruption would continue. 4.It may put additional burden on the Govt as huge subsidy, which can derail the fiscal situation. Major Achievements..! This scheme could be the largest food security programme in the whole of world , as,if properly implemented .India become one of the few countries who can praise of this massive programme. After the implementations of a massive democratic election electronically, the Right to information Act, Mahatma Gandhi Rural employment guarantee programme, now the Food Security bill,it is widely regarded as a political strategy to win votes for the UPA in the next general elections. In 2014. Every Keralite should be proud of our Union Food Minister with independent charge Prof: K.V.Thomas for forming this Historic bill and against the opposition from other NDA members, he could implement it as an ordinance.
