Minutes of the District Level Grievance Committee Meeting
held on 06.06.2013 At Electrical Circle Kottayam
The meeting commenced at 12.00 pm after a silent
prayer with Deputy Chief Engineer, Sri. G. Mohanantha
Panicker in the chair. All the participants were warmly
welcomes and self introduction was done by the
participants. The minutes of previous meeting was
reviewed.
In his introductory speech, the Chair informed that
the supply interruption caused during the previous
month was due to the pre monsoon maintenance work
at both the Transmission and Distribution wings and
also due to natural calamities
The Executive Engineer, Electrical Division, Vaikom
informed that the AB switches were installed at
Industrial Estate, Vaikom.
The Chair informed that the Railway authorities
convinced to provide facility to draw power cable
through the railway over bridge at Kumaranalloor
which is under construction so that the interruption
at Kumaranelloor Industrial Estate will be reduced.
The Executive Engineer, Electrical Division, Vaikom
informed that at the time of Railway doubling works
the existing cable will be replaced along with drawing
of new cable.
The Chair enquired about he status of proposal of
installation of new 110/11kV transformer at
Poovanthirithu substation meant for feeding the
Industrial Estate. The representative of the KSSI,
Kottayam informed that the file is moved upto the
Finance Department for approval.
The Chair informed that the TOD meterng will be
implemented only from 01.09.2013 onwards.
The Chair seeks about the rectification of faults at
the DP structure near Malayala Manorama. The
Executive Engineer, Electrical Division, Pallom inforned
that the maintenance was done on the structure and
the AB had not replaced due to its shortage. The
representatived suggested for carrying out the
maintenance work on Sundays. The Executive
Engineer, Electrical Division, Pallom informed that the
other consumers except Industrial consumers are not
entertained by the suggestion since being a holiday
electric supply is essential for them.
The representative of Mini Industrial Estate, T.V.
Puram stated that the voltage fluctuation is more in
T.V. Puram and the KSE Board staff did not intimate
the date of maintenance works. He also suggested for
carrying out the scheduled works on Mondays after
prior intimation to them. The intermittent supply
interruption causes much loss to both the firm and
KSE Board. The Chair directed the Executive Engineers
to intimate the Assistant Engineers under their
jurisdiction to carry out the maintenace wrok of
Industrial Estate on first Monday of each month after
prior intimation to the representatives of the SSI unit
at that area. Also the maintenance work of the 11kV
feeders to the Industrial Estate shall be done on the
same day so as minimize the interruption.
The representative of the Industrial Estate T.V. Puram
complained against the frequent supply interruption
due to other service connections from the transformer
installed under minimum guarantee scheme. The
Executive Engineer Electrical Division, Vaikom informed
that necessary action for reducing the supply
interruption tot he extent possible will be taken.

interruption. The chair informed that in rural areas the
lines passes through plantation and in rainy season
the tree trunks fall over the lines and causes
interruption..
The representatives of Mini Industrial Estate T.V.
Puram enquired about the feasibility of new feeder.
The chair informed that it is possible if the cost for
realization of the same is afforded by the firm. Tje
re[resentative also informed that the news regarding
the interruption got from the news papers were not
correct. The Executive Engineer, Electrical Division,
Pallom informed that it is because of the back feeding
of the feeders up to the area where the maintenance
is carried out. This will avoid unnecessary interruption
to the other consumers. The Chair explained about
the revised tariff and re-categorization of the tariff with
effect from 01.05.213
