Box 1: The use of <strong>Local</strong> <strong>Governance</strong> Barometer in two regions of Madagascar<br />

“In 2004, 22 regions were established in Madagascar with the goal of decentralizing public services, administrative<br />

power, and resource management. Reinforcement of governance at the regional level is of the highest priority <strong>to</strong> the<br />

Malagasy government and the donor community. For this reason, there is an urgent need for <strong>to</strong>ols able <strong>to</strong> objectively<br />

assess and compare Regional governance performances in order <strong>to</strong> determine the level of capacity building efforts.<br />

The objective of this case study is <strong>to</strong> measure the quality of governance at the level of two regions, while<br />

simultaneously identifying capacity reinforcement needs <strong>to</strong> improve regional governance.”<br />
