Upon the finalization of an assessment, a concrete<br />
and widely shared reform agenda should be based<br />
on a consensus of all those involved and broadly<br />
promoted in the local community. At the same<br />
time, information on the results of the assessment<br />
and the proposal for a follow-up should be<br />
disseminated <strong>to</strong> the largest number of stakeholders.<br />
