Strengths<br />

Based on the first results from the field test, the<br />

methodology is proving <strong>to</strong> be very practical<br />

and simple <strong>to</strong> implement; it gives objective,<br />

indisputable results.<br />

• Instead of measuring the perceptions or<br />

prevalence of corruption as most corruption<br />

assessment methods do, the Index is<br />

pragmatically oriented <strong>to</strong>wards measuring<br />

resistance <strong>to</strong> corruption. This makes it possible<br />

<strong>to</strong> take in<strong>to</strong> account the sensitivities related <strong>to</strong><br />

combating corruption by not declaring<br />

municipalities as corrupt, but rather measuring<br />

the efforts invested in preventing corruption.<br />

• Innovative use of perceptions in the design of<br />

the methodology: Corruption perceptions<br />

from citizens and local officials, instead of<br />

being used as indica<strong>to</strong>rs, are used <strong>to</strong> design the<br />

methodology, i.e <strong>to</strong> identify corruption hot<br />

spots and appropriate anti-corruption<br />

mechanisms in the local context.This approach<br />

ensures that people’s inputs are sought, while<br />

not compromising the objectivity of all<br />

(fact-based) indica<strong>to</strong>rs.<br />

Not explicit, given that the <strong>to</strong>ol is still in a pilot<br />

phase.<br />
