stakeholders and the municipality itself, will<br />
implement the second round of assessments.<br />
Results reporting format<br />
The RTA Index is <strong>to</strong> be created at two levels in every municipality:<br />
• a separate RTA Index for the resistance <strong>to</strong> corruption in<br />
specific areas such as urban planning, public<br />
procurement, and financial management.<br />
• An overall RTA Index for the resistance <strong>to</strong> corruption<br />
of the whole municipality, comprising all of the<br />
abovementioned areas. This level would allow<br />
comparison of the level of the resistance <strong>to</strong> corruption<br />
among the different municipalities.<br />
