Methodology<br />

The LGPMS conceptual framework comprises five<br />

performance theme areas 17 service areas, and 111<br />

indica<strong>to</strong>rs (see Table 35). Indica<strong>to</strong>rs are divided in<br />

performance measures for inputs, outputs and<br />

outcomes:<br />

• Inputs or performance indica<strong>to</strong>rs refer <strong>to</strong> the<br />

underlying capacity of a local government.This<br />

capacity is assessed in terms of structures,<br />

policies, guidelines, administrative systems,<br />

managerial and technical competencies, <strong>to</strong>ols,<br />

facilities, equipment, and financial resources.<br />

They mainly originate from the LPPMS.<br />

• Outputs or productivity indica<strong>to</strong>rs refer <strong>to</strong> the<br />

availability and quality of basic services<br />

delivered by a local government. They<br />

originate from both the LPPMS and the CSIS.<br />

• Outcomes or state of development indica<strong>to</strong>rs<br />

refer <strong>to</strong> the socio-economic and environmental<br />

conditions in a locality.The state of development<br />

shows the results of actions or lack of action of<br />

government and other stakeholders, sec<strong>to</strong>rs<br />

and individuals, deliberately or unintentionally.<br />

They derive from the <strong>Local</strong> Development<br />

Watch initiative.<br />

After the collection of these indica<strong>to</strong>rs, the local<br />

government units should upload the data in<strong>to</strong> the<br />

web-based LGPMS database. The results of LGPMS<br />

indica<strong>to</strong>rs are converted by the software in<strong>to</strong> performance<br />

levels ranging from 1 <strong>to</strong> 5. The highest<br />

performance level is set at 5 while the lowest is at<br />

1 and the benchmark is set at 3. After that, the system<br />

processes data inputs and produces tabular<br />

and graphical reports, for purposes of information,<br />

analysis, and managing <strong>Local</strong> Government Units’<br />

performance, service delivery and development<br />

conditions.<br />

Key ac<strong>to</strong>rs/stakeholders<br />

<strong>Local</strong> government elected officers and officials<br />

represent the primary stakeholders. Through the<br />

LGPMS, these stakeholders are provided with<br />
