His<strong>to</strong>ry<br />

The LGPMS follows on from several previous<br />

initiatives in the Philippines aimed at measuring<br />

and evaluating local development (the <strong>Local</strong><br />

Productivity and Performance Measurement<br />

System (LPPMS – 1982), the Citizens’ Satisfaction<br />

Index System (CSIS – 2000) and the <strong>Local</strong><br />

Development Watch (DevWatch – 2001). The<br />

LGPMS tries <strong>to</strong> address two specific shortcomings<br />

of these previous initiatives. First, information was<br />

basically limited <strong>to</strong> service delivery capabilities<br />

and limitations, without providing information<br />

on overall administrative capabilities and<br />

development conditions obtained in a local<br />

government. Second, they did not address<br />

the imperatives of effectively managing the<br />

information for development and change at the<br />

local level. Considering the lessons learned, and<br />

aware of the evolving notion of governance, the<br />

<strong>Local</strong> <strong>Governance</strong> Performance Management<br />

System was developed.<br />

Objectives<br />

The LGPMS is a self-assessment, management and<br />

development <strong>to</strong>ol that enables provincial, city<br />

and municipal governments <strong>to</strong> determine their<br />

capabilities and limitations in the delivery of<br />

essential public services. The LGPMS serves three<br />

primary purposes:<br />

• Supporting the development of a local<br />

government through the improved use of<br />

financial and human resources;<br />

• Benchmarking local government performance<br />

against established standards; and<br />

• Informing national policy-makers on the state<br />

of development in local governments.<br />

Applicability<br />

LGPMS results can be applied at both the national<br />

and local levels. At the national level, they can be<br />

used in a capacity-building perspective, as a base<br />

for the delivery of recognitions, awards and<br />

strategic funding <strong>to</strong> local governments, <strong>to</strong> identify<br />

best practices, <strong>to</strong> re-classify local governments, <strong>to</strong><br />

develop a forum concerning local governance<br />

amongst stakeholders.<br />

At the local level, LGPMS results can help <strong>to</strong><br />

identify priority performance areas, determining<br />

priority service areas and taking action.<br />

Types and sources of data used<br />

There are two sets of Data Capture Forms (DCF),<br />

one for the provincial government and another<br />

one for the municipal government. Both forms<br />

collect two types of information. The first part of<br />

these forms is related <strong>to</strong> general Information about<br />

the local government, its major income source(s),<br />

income and applicable service areas, as well as<br />

other basic data. The second part concerns LGPMS<br />

indica<strong>to</strong>rs and their corresponding performance<br />

elements.There are four types of indica<strong>to</strong>rs, namely<br />

• List indica<strong>to</strong>rs: descriptive attributes; data is<br />

provided simply by making a check mark ( ̌ )<br />

• Percentage indica<strong>to</strong>rs: two numeric values, one<br />

serving as numera<strong>to</strong>r and the other as<br />

denomina<strong>to</strong>r. The formula <strong>to</strong> compute the<br />

percentage is provided, the result of which<br />

becomes the basis for the LGU performance<br />

level for that indica<strong>to</strong>r.<br />

• Value indica<strong>to</strong>rs: exact numeric values as data<br />

input<br />

• Exclusive List indica<strong>to</strong>rs: descriptive attributes<br />

that are mutually exclusive, i.e., only one of the<br />

attributes can be true for a local government at<br />

any given time<br />
