The cost of conducting this extensive and complex
exercise is very high. It requires substantial outside
technical support and the availability of either
national capacities to conduct the exercise or
donor funding. In Pakistan, the application of
the tool is based on donor funding through an
international sub-contract with CIET International
Findings are often sensitive and the regional and
sub-regional variations can have strong political
implications. For this reason, the sharing and
dissemination of results can be delayed or
withheld by the government.
