Strengths<br />

• This new system of indica<strong>to</strong>rs is considered<br />

by some international experts <strong>to</strong> be the most<br />

extensive effort <strong>to</strong> date for the development of<br />

a fine-grained measure of juridical governance<br />

for Central America and a major contribution<br />

<strong>to</strong> the Central American debate on democracy<br />

and <strong>to</strong> development assistance for straightening<br />

democratic institutions.<br />

• The <strong>to</strong>ol is unique in its three-pronged<br />

assessment focus on substantive rights<br />

(existence of proper legal provision), procedural<br />

rights (existence of effective mechanisms and<br />

procedure <strong>to</strong> implement these rights) and<br />

systemic rights (interactions between legal<br />

provisions and other systemic fac<strong>to</strong>rs – such as<br />

public budgets, proper institutions and public<br />

officials).<br />

Weaknesses<br />

The exclusive reliance on objective data makes<br />

results ‘indisputable’ but falls short of describing<br />

the quality of these mechanisms.<br />
