Command Management System CMS HIQ PMO: Wright-Patterson AFB Status/ACAT: Sustainment The Command Management System (CMS) provides a web-based decision support tool for the Headquarters Air Force Materiel Command (HQ AFMC) staff offices and the AFMC Product and Logistics Centers’ end users. It is designed to improve the allocation of resources to meet strategic objectives and streamline the preparation of the Program Objective Memorandum (POM) and the Execution Plan. CMS will perform the actions associated with: The capability to permit anticipated funding to be allocated against each requirement/record for all Fiscal Years The capability of converting requirements and funding data from constant-year to then-year dollars using Office Secretary of Defense (OSD) inflation factors Using automated CMS data to prepare the POM, APOM and Execution Plan Panels and centers enter their funding requirements by fiscal year. Headquarters AFMC, the panels, and the centers, allocate the available funding to create budgets and plans along the various phases of the funding process. More specifically, CMS allows users to define resource requirements, determine funding needed to provide a standard level of performance, allocate funding to Pay and Non-pay requirements, and streamline preparation for funding exercise deliverables. Outputs support AFMC’s Execution Plan and POM/APOM submissions to Air Staff. Commanders' Resource Integration System CRIS HIQ PMO: Wright-Patterson AFB Status/ACAT: Sustainment The CRIS facilitates decision making within the Air Force by providing visibility into worldwide supply and financial execution (to the individual transaction level) on a near real-time basis. CRIS is hosted in a cross-functional relational data warehouse and focuses on Secretary of the Air Force (SAF), Headquarters Air Force (HAF), command-level and baselevel Financial Management (FM), Directorate of Operations (DO), and Directorate of Logistics (A4) reporting functions. A system configuration has been established that integrates Commercial Off-the-Shelf (COTS) software components (e.g., Microsoft SQL Server) with custom applications. The CRIS production hardware is located at the DISA DECC, Ogden, Utah, and is populated by standard legacy systems, to include: Standard Base-level Supply System (SBSS), Fuels Enterprise System (FES), General Accounting and Finance System Base Level and Rehost (GAFS-BL and GAFS-R), Automated Funds Management (AFM), Program and Budget Accounting System (PBAS), Reliability and Maintainability Information System (REMIS), Civilian Pay, Civilian Personnel, and Reserve Pay. Near real-time information stored in the data warehouse includes: fuel issues, flying sortie data, repairable item transactions, flying supplies consumption, flying hours, civilian and reserve personnel and pay. CRIS provides a suite of flexible analysis tools allowing the customer to decide how they would like to query and view their data.
