7.8 Bagjola, Kestopur and SWF channels would finally affect the storm water disposal of the smaller drainage channels and the storm water sewers of the city of Kolkata, Bidhan nagar township and the upcoming Rajarhat township. The recommendations for improving the various segments of storm water conveyance for the city of Kolkata and its surrounding urbanised areas are provided in the following sections. 7.4.1. Dredging of River Kultigong The river bed of Kultigong, as has been discussed, needs to be kept low and its cross section areas maintained at least as the maximum that once was (Table 3-3). River Kultigong be dredged regularly each year to check further siltation. Considering the difference in cross sections, it is estimated that maintenance dredging would require an amount of around Rs. 50 Crores initially. In order to keep the river from further deteriorating, and additional amount of Rs. 10 Crore has to be spent annually for maintenance dredging. 7.4.2. Dredging of SWF channel As may be ssen from the cross section of the SWF channel at various places, the present section is markedly different from the design section. The length of the SWF channel is around 35 kms and considering the average of Rs. 1 Crore per km (as estimated from the difference in cross section), an amount of Rs. 35 Crores is required. 7.4.3. Dredging of Bagjola canal There are two sections of the Bagjola canal, of which the upper section (of length 9 kms) needs urgent attention. Amongst the drainage area of this canal, there is a large area that drains out from private dairies. This inducts huge amount of solid waste into the canal. Considering the average of Rs. 1 Crore per km required for excavation of the canal, it is estimated that Rs. 9 Crores is required. The lower Bagjola canal is proposed to drain a large section of the upcoming megacity of Rajarhat. The agricultural land that the area is today does not contribute much runoff to this canal. But the future urbanisation is definitely going to increase the runoff to this channel. It is thus necessary to increase the section of this channel in order to increase its storm water
7.9 carrying capacity. It has been estimated that increasing the section may be difficult since large chunks of area on both sides of the canal has to be aquired. Instead, if the channel is made lined with vertical walls, then it would not involve land acquisition. However, the cost of doing such would incur an estimated cost of around Rs. 2 Crore per km. Considering a length of around 20 km for the canal that would require lining and construction of vertical side walls, an amount of Rs. 40 Crore needs to be invested. 7.4.3. Dredging of Kestopur canal This canal drains a part of the Bidhan Nagar Township, as well as Kolkata. The present sections show that this also requires excavation up to its design shape. It is estimated that around Rs. 0.5 Crores (Rs. 50,00,000) may be needed per km for doing this. Considering a length of 20 km that needs to be excavated for dredging the Kestopur canal, an amount of Rs. 10 Crore is required to be set aside for the work.
