A Trained and Pr<strong>of</strong>essional Law Enforcement Agency<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> provides proactive, pr<strong>of</strong>essional law enforcement services to the<br />
community in support <strong>of</strong> the <strong>University</strong>’s mission. <strong>The</strong> department strives to be the leading<br />
campus law enforcement agency in the nation.<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> is organized into three divisions: Administration, Field Operations<br />
and Support Services. <strong>The</strong> Administrative Division is comprised <strong>of</strong> the Chief, Assistant<br />
Chief and an Administrative Assistant. <strong>The</strong> Field Operations Division consists <strong>of</strong> a Division<br />
Commander, two Lieutenants, six Sergeants, twelve full-time and five part-time <strong>Police</strong> Officers<br />
in addition to 13 uniformed Security Officers. <strong>The</strong> Support Services Division consists <strong>of</strong> a Division<br />
Commander, one Lieutenant, three Detectives, four Telecommunicators and one Records<br />
position. <strong>The</strong> two latter divisions combine resources to form the <strong>Department</strong>’s Emergency Response<br />
Team.<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> is a full service agency with the capability <strong>of</strong> handling a full range<br />
<strong>of</strong> police matters. Uniformed Officers patrol the campus 24 hours a day, on foot, in patrol cars<br />
and by bicycle. <strong>The</strong> <strong>Police</strong> Officers work closely with Security Officers to patrol the academic<br />
buildings and residence halls.<br />
All <strong>UNCG</strong> <strong>Police</strong> Officers are commissioned under <strong>North</strong> <strong>Carolina</strong> General Statute and have the<br />
full range <strong>of</strong> police authorities granted to municipal law enforcement <strong>of</strong>ficers. <strong>UNCG</strong> <strong>Police</strong> Officers<br />
receive the same level <strong>of</strong> training as county and municipal <strong>of</strong>ficers. As sworn law enforcement<br />
<strong>of</strong>ficers, member <strong>of</strong> the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> are authorized to carry firearms, and<br />
under <strong>North</strong> <strong>Carolina</strong> law, have the power to make arrest and conduct investigation for crimes<br />
that occur on the property owned or under the control <strong>of</strong> the <strong>University</strong>. In addition, a mutual<br />
aid agreement with the City <strong>of</strong> Greensboro gives the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> jurisdiction<br />
throughout the city. <strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> has excellent working relationships with the<br />
surrounding area law enforcement agencies including the Greensboro <strong>Police</strong> <strong>Department</strong>, the<br />
Guilford County Sheriff <strong>Department</strong>, and the <strong>North</strong> <strong>Carolina</strong> State Bureau <strong>of</strong> Investigation<br />
(SBI).<br />

Reporting Crime 34 CFR 668.46(b) (2)<br />
<strong>The</strong> <strong>University</strong> encourages everyone to<br />
report crimes or suspected criminal<br />
activity promptly and fully. All crimes<br />
or emergencies <strong>of</strong> any type that occur<br />
on campus should be reported to the<br />
<strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>. This can be<br />
done by calling 334-4444 or 911. All<br />
emergency calls are routed to the appropriate<br />
public safety agency, including<br />
the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>,<br />
which is located at 1605 Spring Garden<br />
Street.<br />
Emergency Phones<br />
Blue Light Phones are nine feet tall,<br />
ADA compliant, with a blue flashing<br />
strobe that begins when the Emergency<br />
button is pushed. Each phone<br />
has a red emergency button and black<br />
information button that enables a person<br />
to talk directly with the <strong>University</strong><br />
<strong>Police</strong>. A single push <strong>of</strong> a button will<br />
connect you to the <strong>Police</strong> <strong>Department</strong>’s<br />
Communications Center.<br />
Residence Hall Entrance Phones are<br />
also available at the front entrance <strong>of</strong><br />
each residence hall and can be used<br />
for either emergency or nonemergency<br />
calls. <strong>The</strong> phones on campus<br />
provide the <strong>Police</strong> Communication<br />
Center with the location <strong>of</strong> the call. A<br />
police <strong>of</strong>ficer will be dispatched immediately<br />
in the event <strong>of</strong> an emergency.<br />
Elevator Phones are emergency<br />
phones located in the elevators <strong>of</strong> specific<br />
buildings on campus. <strong>The</strong>se<br />
phones are marked “<strong>Police</strong> Emergency”<br />
and operate simply by lifting<br />
the receiver. You are automatically<br />
connected to the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>’s<br />
Communications Center.<br />
Panic Buttons<br />
Panic Buttons are alarms that are located<br />
in some <strong>of</strong> the buildings on campus<br />
(i.e. Recreation Center, New Music<br />
and HHP). When a panic button is<br />
activated, the <strong>Police</strong> <strong>Department</strong> receives<br />
an alarm and responds by<br />
emergency traffic (blue lights and sirens).<br />
Anonymous Reporting<br />
<strong>The</strong> <strong>University</strong> participates in confidential<br />
reporting <strong>of</strong> crimes and/or<br />
criminal activity to campus security<br />
<strong>of</strong>ficials outside <strong>of</strong> the <strong>Police</strong> <strong>Department</strong>.<br />
A “Campus Security Official” is<br />
any person who has the authority and<br />
the duty to take action or respond to<br />
particular issues on behalf <strong>of</strong> the institution.<br />
Campus Security Officials have<br />
a significant responsibility for student<br />
and campus activities, including, but<br />
not limited to, student housing, student<br />
discipline and campus judicial<br />
proceedings. All crimes reported to<br />
campus security <strong>of</strong>ficials should also<br />
be reported to the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>.<br />
Confidential reporting<br />
should not discourage full and prompt<br />
reporting <strong>of</strong> all crimes and criminal<br />
activity to the <strong>UNCG</strong> <strong>Police</strong>. As a matter<br />
<strong>of</strong> policy, pr<strong>of</strong>essional counselors<br />
are encouraged, if and when they<br />
deem it appropriate, to inform persons<br />
being counseled <strong>of</strong> the procedure to<br />
report crimes on a voluntary basis for<br />
inclusion in the annual crime statistics.<br />
On-Line Reports allow you to submit<br />
information about possible illegal activity<br />
anywhere on or near the <strong>UNCG</strong><br />
Campus. You can file an on-line report<br />
from the <strong>Police</strong> <strong>Department</strong>’s webpage<br />
located at http://police.uncg.edu. <strong>The</strong><br />
Anonymous and On-Line Report links<br />
are located under the online services<br />
section. Information entered in this<br />
form is sent via an e-mail message to<br />
the <strong>Police</strong> <strong>Department</strong>. Please do not<br />
use this method to report serious incidents<br />
or crimes in progress.<br />
Campus Crime Stoppers<br />
Campus Crime Stoppers is a unique<br />
program that brings the police and the<br />
community together in an effort to<br />
help solve crimes. Cash rewards <strong>of</strong> up<br />
to $1,000 are given for information<br />
that results in an arrest and indictment<br />
<strong>of</strong> the persons responsible for<br />
crimes that occur at <strong>UNCG</strong>.<br />

Responding to Crime 34 CFR 668.46(b) (2)<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> is committed<br />
to a proactive response against<br />
crime. Part <strong>of</strong> that response includes<br />
increasing the public awareness <strong>of</strong> the<br />
crimes committed in the university<br />
community. By increasing awareness<br />
and combining the cooperation <strong>of</strong> the<br />
community with the efforts <strong>of</strong> the police,<br />
together we are making <strong>UNCG</strong> a<br />
safer place.<br />
Initial Patrol Response<br />
In the event <strong>of</strong> an emergency, priority<br />
response is given to crimes against<br />
persons that involve physical injury.<br />
However, the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong><br />
works closely with the Greensboro<br />
<strong>Police</strong> <strong>Department</strong> to ensure a<br />
complete and timely response for all<br />
incidents that occur on or around campus.<br />
Follow-Up Investigation<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> has<br />
three full-time detectives available to<br />
handle all incidents that require follow<br />
-up investigation. Each case is thoroughly<br />
reviewed and if solvability factors<br />
are present assigned to a detective<br />
for further investigation. Any case<br />
that is deemed inactive will be reactivated<br />
when additional leads become<br />
available. <strong>The</strong> case status <strong>of</strong> any investigation<br />
is available upon request.<br />
Sexual Assault Response Team<br />
<strong>The</strong> Dean <strong>of</strong> Students coordinates a<br />
Sexual Assault Response Team<br />
(SART), which provides support to<br />
survivors <strong>of</strong> sexual assault. At the<br />
point <strong>of</strong> initial contact with a <strong>University</strong><br />
<strong>of</strong>fice, a member <strong>of</strong> the Sexual Assault<br />
Response Team (hereafter referred<br />
to as "advocate") is called and<br />
responds immediately to the student.<br />
<strong>The</strong> advocate will <strong>of</strong>fer overall assistance<br />
and follow-up to the victim/<br />
survivor. His or her role is to be an<br />
advocate for the student and to clarify<br />
for the student options related to sexual<br />
assault reporting. <strong>The</strong> advocate<br />
arranges the appropriate support services/information<br />
for the student including:<br />
• Advising <strong>of</strong>, and securing if<br />
wanted, the assistance <strong>of</strong> Student<br />
Health Services (including the<br />
Counseling and Testing Center)<br />
and/or the 24-hour crisis hotline<br />
operated by Family and Children's<br />
Services for additional support.<br />
• Providing an explanation <strong>of</strong> sexual<br />
assault protocol (and evidence<br />
recovery) if the victim/survivor is<br />
to go to the hospital.<br />
• Clarifying the roles <strong>of</strong> the police; if<br />
the incident occurs on campus,<br />
the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> will<br />
conduct the investigation.<br />
• Notifying Academic Advising if<br />
the student will be absent from<br />
classes. Academic support from<br />
the Office <strong>of</strong> Student Academic<br />
Services may also include assistance<br />
with acquiring notes for<br />
missed classes, assistance in rescheduling<br />
tests or project due<br />
dates, or possible reassignment to<br />
another section <strong>of</strong> a course if<br />
needed.<br />
• Facilitating a change in living<br />
situation with the Office <strong>of</strong> Housing<br />
and Residence Life if needed.<br />
Emergency Response<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> has a<br />
fully functional Emergency Response<br />
Team to handle natural disasters or<br />
special situations that require more<br />
than a traditional response. <strong>The</strong>se <strong>of</strong>ficers<br />
are training and equipped to handle<br />
a variety <strong>of</strong> incidents that exceed<br />
the capabilities <strong>of</strong> the normal patrol<br />
function. <strong>The</strong> <strong>UNCG</strong> Emergency Response<br />
Team has trained with the<br />
Greensboro <strong>Police</strong> and Guilford<br />
County Sheriff <strong>Department</strong> Emergency<br />
Response Teams to help facilitate<br />
the best response possible.<br />
Emphasis on Prevention 34 CFR 668.46(b) (6), (11)<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> <strong>of</strong>fers a<br />
number <strong>of</strong> programs intended to prevent<br />
crime and encourage safety. Presentations<br />
on safety are included in the<br />
orientation <strong>of</strong> incoming students and<br />
are held frequently each semester for<br />
the benefit <strong>of</strong> student, staff, faculty,<br />
and the surrounding community. We<br />
encourage everyone to take an active<br />
role in crime prevention and help us<br />
make <strong>UNCG</strong> a safer place.<br />
Crime Prevention Programs<br />
Partnerships for a Safer Campus - is a<br />
community policing initiative started<br />
by the department aimed at creating<br />
cooperative relationships between the<br />
various shareholders on campus and<br />
the police. <strong>The</strong>se relationships are<br />
positive, have mutual trust, focus on<br />
open communication and share responsibility<br />
for finding workable solutions<br />
to community problems.<br />
Safety Escort - <strong>The</strong> Safety Escort Service<br />
is coordinated by the <strong>UNCG</strong> <strong>Police</strong><br />
<strong>Department</strong> and is <strong>of</strong>fered to all<br />
students Sunday through Friday 6:00<br />
PM until 11:00 PM. This is a free service<br />
and <strong>of</strong>fers safe passage for faculty,<br />
staff and students, who need to traverse<br />
the campus after dark. <strong>The</strong> Student<br />
Safety Patrol utilizes 12 student<br />
employees to walk with those who express<br />
concern about their safety.<br />

Rape Aggression Defense Training -<br />
RAD is a hands-on training program,<br />
for women only, which gives participants<br />
a realistic but safe experience <strong>of</strong><br />
what it is like to be attacked and experience<br />
in how to escape.<br />
Bike/Property Registration - Registering<br />
discourages thefts and can help to<br />
recover your property if it is ever stolen.<br />
Any <strong>UNCG</strong> <strong>Police</strong> Officer can register<br />
your bike and it only takes a few<br />
minutes. All registrations are entered<br />
into the property registration database<br />
and referenced as needed.<br />
Operation ID - <strong>UNCG</strong> <strong>Police</strong> engraves<br />
students’ license number on any valuable<br />
items they may have in their room<br />
(CDs, computers, cellular phones, stereos).<br />
Gotcha - Designed to increase security<br />
awareness by reducing vulnerability.<br />
Officers use 3 X 5 cards and/or door<br />
hangers that alerts would be victims to<br />
their potential security and/or theft<br />
risk. Unlocked doors, wallets or<br />
purses, book bags, bikes or anything<br />
left exposed to a potential thief would<br />
receive a “Gotcha” card.<br />
Ride Along - <strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>’s<br />
Ride-Along-Program was developed<br />
to allow citizens to ride with<br />
an <strong>of</strong>ficer on patrol. <strong>The</strong> program<br />
helps broaden the citizen’s knowledge<br />
<strong>of</strong> law enforcement by observing an<br />
<strong>of</strong>ficer at work. A waiver form is required<br />
by participants four business<br />
days before they intend to ride. Participation<br />
is restrict.<br />
Textbook Markings - Textbook marking<br />
helps the <strong>University</strong> <strong>Police</strong> department<br />
positively identify lost or stolen<br />
textbooks, thus dramatically increasing<br />
the odds <strong>of</strong> returning a textbook to<br />
its rightful owner. It may also provide<br />
information that will lead to the arrest<br />
and conviction <strong>of</strong> the person responsible<br />
for stealing textbooks.<br />
Virtual Lost & Found - <strong>The</strong> purpose <strong>of</strong><br />
the virtual lost and found is to create a<br />
central source <strong>of</strong> all lost and found<br />
property for the entire campus. Working<br />
in conjunction with the major facilities<br />
<strong>of</strong> <strong>UNCG</strong>, the virtual lost and<br />
found hopes the coordinated effort will<br />
help to return more property. A link to<br />
the Lost & Found page is located on<br />
the <strong>Police</strong> <strong>Department</strong>’s website.<br />
Focused on Education 34 CFR 668.46(b) (10), (11) , (12)<br />
Sexual Assault Education<br />
Sexual Assault Awareness Week and<br />
Take Back the Night March is conducted<br />
during the second week <strong>of</strong><br />
school (late August) in order to educate<br />
students and raise awareness<br />
about sexual assault and services on<br />
campus, hopefully before they occur.<br />
Prevention education is focused on<br />
first year students, via both the residence<br />
halls and UNS 101 courses, and<br />
women in Greek organizations. In addition<br />
to prevention education and<br />
information, resources are provided to<br />
students who have been sexually assaulted,<br />
working closely with our<br />
Counseling and Testing Center as well<br />
as other community resources. Annual<br />
training on sexual assault for new<br />
Resident Advisors and Student Orientation<br />
Leaders is provided to ensure<br />
consistency in the message presented<br />
by peers in positions <strong>of</strong> “authority” on<br />
campus.<br />
Sex Offender Information<br />
<strong>The</strong> <strong>North</strong> <strong>Carolina</strong> Sex Offender and<br />
Public Protection Registry were established<br />
in January 1996 (14-208.5).<br />
This law requires a person who is a<br />
resident <strong>of</strong> <strong>North</strong> <strong>Carolina</strong> and who<br />
has a reportable conviction to maintain<br />
registration with the sheriff <strong>of</strong> the<br />
county where the person resides. If the<br />
person moves to <strong>North</strong> <strong>Carolina</strong> from<br />
outside this state, the person shall register<br />
within 10 days <strong>of</strong> establishing<br />
residence in this state, or whenever the<br />
person has been present in the state<br />
for 15 days, whichever comes first.<br />
This information is made available for<br />
the purpose <strong>of</strong> protecting the public<br />
and can be accessed online at the NC<br />
State Bureau <strong>of</strong> Investigations website<br />
(http://ncfind<strong>of</strong>fender.com/). Anyone<br />
who uses this information to commit a<br />
criminal act against another person is<br />
subject to prosecution.<br />
Alcohol & Drug Education<br />
Alcohol and drug education activities<br />
are conducted by <strong>The</strong> Wellness Center<br />
(part <strong>of</strong> Student Health Services)<br />
through a variety <strong>of</strong> programming activities.<br />
In general, the Wellness Center<br />
conducts three large scale awareness<br />
campaigns focusing on the education<br />
and prevention <strong>of</strong> alcohol and<br />
drug use annually: National Collegiate<br />
Alcohol Awareness Week, Great<br />
American Smoke Out, and Safe Spring<br />
Break Week. In addition, staff work<br />
with pr<strong>of</strong>essors, student organizations,<br />
and residence halls to provide programming<br />
in classrooms and less formal<br />
settings. For the past two years,<br />
first year students enrolled in UNS 101<br />
(<strong>University</strong> Studies) courses have<br />
completed the on-line course AlcoholEdu©.<br />
First year students in the<br />
Schools <strong>of</strong> Nursing and Business and<br />
Economics are also taking this online<br />
course this year.<br />
Substance Information Program<br />
<strong>The</strong> Student Health Center, and the<br />
<strong>Department</strong> <strong>of</strong> Counseling and Educational<br />
Development provide alcohol/<br />
drug education, prevention and assessment.<br />
Education and prevention <strong>of</strong><br />
alcohol/drug abuse are <strong>of</strong>fered<br />
through a weekly on-going workshops.<br />
<strong>The</strong> department provides individualized<br />
assessment to all students seeking<br />
assistance with chemical dependency.<br />

Sexual Assault 34 CFR 668.46(b) (11)<br />
A student who has been sexually assaulted<br />
usually enters the university’s<br />
response system through one <strong>of</strong> several<br />
<strong>of</strong>fices: Student Health Services,<br />
the <strong>UNCG</strong> <strong>Police</strong>, or the Office <strong>of</strong><br />
Housing and Residence Life. Individuals<br />
who have information about or<br />
who are victims/survivors <strong>of</strong> sexual<br />
assaults are strongly encouraged to<br />
report those <strong>of</strong>fenses to the proper<br />
authorities: the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong><br />
within the boundaries <strong>of</strong> the institution<br />
or the Greensboro <strong>Police</strong> for<br />
<strong>of</strong>fenses in the city.<br />
If a student has been the victim <strong>of</strong> rape<br />
or sexual <strong>of</strong>fenses, his/her physical<br />
well-being is vital. <strong>The</strong> sooner the student<br />
reports a rape or other sexual<br />
<strong>of</strong>fense, the sooner he/she may be<br />
treated, tested for pregnancy (women)<br />
and sexually transmitted diseases, and<br />
provide for preservation <strong>of</strong> physical<br />
evidence. Students should be reminded<br />
not to shower, douche or<br />
change clothes. If a student knows <strong>of</strong><br />
someone who may have suffered such<br />
an attack, urge him/her to get assistance<br />
at once.<br />
For a student who wishes his/her assault<br />
to be handled in a confidential<br />
manner, it is important that he/she<br />
contact Student Health Services<br />
where, by law, medical providers and<br />
counselors can maintain confidentiality.<br />
If a student reports such an incident<br />
to other <strong>University</strong> faculty or<br />
staff, those individuals are obligated<br />
by federal legislation, i.e. the Campus<br />
Security Act, to report the incident to<br />
proper authorities. However, that report<br />
may also be confidential.<br />
A student found responsible <strong>of</strong> violating<br />
the <strong>University</strong>’s policy regarding<br />
non-consensual sex acts could be<br />
criminally prosecuted and have sanctions<br />
imposed ranging from probation<br />
to expulsion.<br />

arranges the appropriate support services/information<br />
for the student including:<br />
• Advising <strong>of</strong>, and securing if<br />
wanted, the assistance <strong>of</strong> Student<br />
Health Services (including the<br />
Counseling and Testing Center)<br />
and/or the 24-hour crisis hotline<br />
operated by Family and Children's<br />
Services for additional support.<br />
• Providing an explanation <strong>of</strong> sexual<br />
assault protocol (and evidence<br />
recovery) if the victim/survivor is<br />
to go to the hospital.<br />
• Clarifying the roles <strong>of</strong> the police; if<br />
the incident occurs on campus,<br />
the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> will<br />
conduct the investigation.<br />
• Notifying Academic Advising if<br />
the student will be absent from<br />
classes. Academic support from<br />
the Office <strong>of</strong> Student Academic<br />
Services may also include assistance<br />
with acquiring notes for<br />
missed classes, assistance in rescheduling<br />
tests or project due<br />
dates, or possible reassignment to<br />
another section <strong>of</strong> a course if<br />
needed.<br />
• Facilitating a change in living<br />
situation with the Office <strong>of</strong> Housing<br />
and Residence Life if needed.<br />
• Clarifying the <strong>University</strong>'s judicial<br />
process and insuring that the victim/survivor<br />
understands the options<br />
presented to her/him. <strong>The</strong><br />
advocate is available twenty-four<br />
hours a day to respond to the<br />
needs <strong>of</strong> sexual assault survivors.<br />
Advocates <strong>of</strong>fer emotional support,<br />
practical assistance (such as<br />
contacting pr<strong>of</strong>essors when requested),<br />
and necessary referrals<br />
(to counseling, legal aid, medical<br />
attention, etc.). <strong>The</strong> goal <strong>of</strong> the<br />
program is to help students cope<br />
with their victimization and continue<br />
to have a rewarding college<br />
experience. On-call advocates are<br />
contacted by the <strong>UNCG</strong> <strong>Police</strong> on a<br />
rotating basis any time there is a<br />
report <strong>of</strong> a sexual assault.<br />
Sexual Assault<br />
Victims’ Bill or Rights<br />
<strong>The</strong> United States Congress enacted<br />
the "Campus Sexual Assault Victims'<br />
Bill <strong>of</strong> Rights" in 1992 as a part <strong>of</strong> the<br />
Higher Education Amendments <strong>of</strong><br />
1992 (Public Law: 102-325, section<br />
486(c)).<br />
Accuser and accused must have the<br />
same opportunity to have others present<br />
at a hearing.<br />
• Both parties shall be informed <strong>of</strong><br />
the outcome <strong>of</strong> any disciplinary<br />
proceeding.<br />
• Survivors shall be informed <strong>of</strong><br />
their options to notify law enforcement,<br />
including local police, and<br />
the option to be assisted by campus<br />
authorities in notifying such<br />
authorities, if the student so<br />
chooses.<br />
• Survivors shall be notified <strong>of</strong> counseling<br />
services.<br />
• Survivors shall be notified <strong>of</strong> options<br />
for changing academic and<br />
living situations.<br />

Clery Report<br />
<strong>The</strong> Clery Act requires higher education<br />
institutions to give timely warnings<br />
<strong>of</strong> crimes that represent a threat<br />
to the safety <strong>of</strong> students or employees,<br />
and to make public their campus security<br />
policies. It also requires that crime<br />
data is collected, reported and disseminated<br />
to the campus community<br />
and submitted to <strong>Department</strong> <strong>of</strong> Education.<br />
<strong>The</strong> Act is intended to provide<br />
students and their families with accurate,<br />
complete and timely information<br />
about safety on campus. <strong>The</strong> <strong>University</strong><br />
<strong>of</strong> <strong>North</strong> <strong>Carolina</strong> at Greensboro<br />
will publish the annual “Campus<br />
Safety Guide” and make the required<br />
notifications to all current students<br />
and employees, and inform prospective<br />
students and employees about the<br />
content and availability <strong>of</strong> the report.<br />
Crime Log<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> maintains<br />
a Daily Crime Log where all<br />
criminal incidents reported are entered.<br />
<strong>The</strong> Daily Crime Log contains<br />
the case number, date, time, location,<br />
nature, status and disposition for all<br />
criminal incidents reported. A link to<br />
the Daily Crime Log is available from<br />
the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>’s home<br />
page, http:\\police.uncg.edu.<br />
Timely Warnings<br />
<strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> firmly<br />
believes that the members <strong>of</strong> the university<br />
have a right to know about the<br />
crimes being committed in the community.<br />
In the event that a situation<br />
arises, either on or <strong>of</strong>f campus, that<br />
constitutes an ongoing or continuing<br />
threat, a campus wide “timely warning”<br />
will be issued. <strong>The</strong> warning will be<br />
issued through the university’s e-mail<br />
system to students, faculty and staff<br />
and the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>’s<br />
website. Information about the crimes<br />
reported to the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong><br />
are made available at different<br />
times and in several different formats.<br />
• <strong>The</strong> Public Crime Log is available<br />
at the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>’s<br />
web site. <strong>The</strong> log contains the nature,<br />
date, time, location, status<br />
and disposition.<br />
• Crime Alerts are posted in buildings<br />
and on the <strong>Police</strong> <strong>Department</strong>’s<br />
website requesting information<br />
for Campus Crime Stoppers<br />
and/or serving as immediate<br />
notification <strong>of</strong> crimes that have<br />
been committed.<br />
• Depending on the particular circumstances<br />
<strong>of</strong> the crime, especially<br />
in all situations that could<br />
pose an immediate threat to the<br />
community and individuals, the<br />
<strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> may<br />
also post a notice on the campuswide<br />
e-mail system.<br />
Anyone with information regarding a<br />
timely warning incident should report<br />
the circumstances to the <strong>UNCG</strong> <strong>Police</strong><br />
immediately, by phone 334-4444 or in<br />
person at the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>,<br />
located at 1605 Spring Garden<br />
Street.<br />
<strong>The</strong> department does not issue timely<br />
warnings if:<br />
• the suspect is apprehended;<br />
• the timely warning would jeopardize<br />
an ongoing criminal investigation<br />
or the safety <strong>of</strong> an individual;<br />
• the timely warning would cause a<br />
suspect to flee or evade detection;<br />
• the timely warning would result in<br />
the destruction <strong>of</strong> evidence;<br />
• or the timely warning would likely<br />
identify the victim.<br />
If a report is not filed or if the <strong>UNCG</strong><br />
<strong>Police</strong> <strong>Department</strong> is not notified in a<br />
manner that would allow the department<br />
to post a “timely” warning for the<br />
community no warning will be issued.<br />
As a general guideline, incidents that<br />
are filed more than five days after the<br />
date <strong>of</strong> occurrence, may not allow for<br />
the posting <strong>of</strong> a “timely” warning.<br />
Off Campus Behavior<br />
This Student Code <strong>of</strong> Conduct may<br />
also be invoked against students<br />
whose <strong>of</strong>f-campus behavior potentially<br />
harms the institutional educational<br />
interests <strong>of</strong> the <strong>University</strong> or the wellbeing<br />
<strong>of</strong> its students and employees.<br />
On occasion, instances <strong>of</strong> student misconduct<br />
may constitute <strong>of</strong>fenses<br />
against the larger community. <strong>The</strong><br />
<strong>University</strong> does not have any recognized<br />
student organizations with <strong>of</strong>f<br />
campus housing, students are responsible<br />
for knowing and observing all<br />
federal, state, and local laws.<br />
<strong>The</strong> fact that a student is or has been<br />
prosecuted in criminal court for a violation<br />
<strong>of</strong> law does not preclude <strong>University</strong><br />
jurisdiction over the misconduct.<br />
Alcohol Policy<br />
<strong>University</strong> policies concerning the possession<br />
and consumption <strong>of</strong> alcoholic<br />
beverages do not contravene federal,<br />
state, or municipal law regarding their<br />
purchase. A summary <strong>of</strong> certain sections<br />
<strong>of</strong> the <strong>North</strong> <strong>Carolina</strong> State Statutes<br />
and local ordinances <strong>of</strong> alcoholic<br />
use is included below:<br />
<strong>North</strong> <strong>Carolina</strong> Alcoholic Beverage<br />
Control Laws make it unlawful for any<br />
person less than twenty-one years <strong>of</strong><br />
age to purchase, possess, or consume<br />
an alcoholic beverage.<br />
1. It is unlawful for any person to aid<br />
or abet an underage person in the<br />
purchase or attempted purchase <strong>of</strong><br />
alcoholic beverages. General Statute<br />

2. It is unlawful for any person<br />
knowingly to sell or give alcoholic<br />
beverages to an underage person.<br />

4. It is unlawful for any person to<br />
permit use <strong>of</strong> his/her driver's license<br />
or any other identification<br />
document by an underage person<br />
to purchase or attempt to purchase<br />
alcoholic beverages. General<br />
Statute 18B-302(f).<br />
5. It is unlawful for any person to<br />
consume any alcoholic beverage in<br />
or on any public street, right-<strong>of</strong>way,<br />
sidewalk, alley, or other public<br />
place within the City or on any<br />
City owned property located inside<br />
or outside the Greensboro corporate<br />
limits.<br />
All persons consuming alcohol on the<br />
campus are responsible for obeying<br />
the law. Unlawful acts may result in<br />
fines, imprisonment and/or revocation<br />
<strong>of</strong> driver's license. Revocation <strong>of</strong> a<br />
driver's license can occur even though<br />
use <strong>of</strong> a vehicle is not involved in the<br />
unlawful act.<br />
<strong>North</strong> <strong>Carolina</strong> Law prohibits the consumption<br />
<strong>of</strong> alcoholic beverages by<br />
persons less than twenty-one (21)<br />
years <strong>of</strong> age. <strong>The</strong> <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong><br />
will enforce the alcohol policy <strong>of</strong><br />
the university and the laws <strong>of</strong> the state.<br />
Individual possession and consumption<br />
<strong>of</strong> canned or bottled beer or unfortified<br />
wine shall be permitted in the<br />
students' rooms for persons twentyone<br />
years <strong>of</strong> age or older, unless prohibited<br />
by specific residence hall policies.<br />
Consumption <strong>of</strong> spirituous liquors<br />
shall be permitted only in the students'<br />
rooms in compliance with General<br />
Statute 18B-302(b)(2) for any person<br />
twenty-one years <strong>of</strong> age or older. <strong>The</strong><br />
consumption or possession <strong>of</strong> spirituous<br />
beverages is not allowed in the<br />
rooms <strong>of</strong> students who are under the<br />
age <strong>of</strong> twenty-one.<br />
No possession or consumption <strong>of</strong> any<br />
alcoholic beverages including beer,<br />
unfortified wine, and spirituous liquor<br />
is permitted in the study rooms, hallways,<br />
or public areas such as parlors<br />
or kitchens, unless designated for a<br />
specific function.<br />
Drug Policy<br />
<strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>North</strong> <strong>Carolina</strong> at<br />
Greensboro seeks to maintain an environment<br />
that supports the pursuit and<br />
dissemination <strong>of</strong> knowledge. All members<br />
<strong>of</strong> the academic community - students,<br />
faculty, and staff members –<br />
share responsibility for protecting the<br />
academic environment by exemplifying<br />
high standards <strong>of</strong> pr<strong>of</strong>essional and<br />
personal conduct. Use <strong>of</strong> illegal drugs<br />
by any member <strong>of</strong> the community interferes<br />
with the activities through<br />
which the goals <strong>of</strong> the <strong>University</strong> can<br />
be realized. <strong>The</strong>refore, such practices<br />
will not be tolerated. <strong>The</strong> <strong>University</strong><br />
will take all actions necessary, consistent<br />
with law and <strong>University</strong> policy, to<br />
eliminate the use <strong>of</strong> illegal drugs from<br />
the <strong>University</strong> community.<br />
This policy has been developed in accord<br />
with "<strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>North</strong><br />
<strong>Carolina</strong> Policy on Illegal Drugs,"<br />
adopted by the Board <strong>of</strong> Governors<br />
January 15, 1988. It establishes the<br />
framework for programs designed to<br />
educate the campus community on the<br />
harmful effects <strong>of</strong> illegal substances<br />
and to assist afflicted persons in their<br />
efforts to become rehabilitated. It also<br />
provides guidance for punishing violators.<br />
Article 5 <strong>of</strong> Chapter 90 <strong>of</strong> the <strong>North</strong><br />
<strong>Carolina</strong> General Statutes makes it a<br />
crime to possess, sell, deliver, or<br />
manufacture those drugs designated<br />
collectively as "controlled substances."<br />
Punishments for violations <strong>of</strong> State<br />
drug laws can vary from payment <strong>of</strong> a<br />
fine for simple possession <strong>of</strong> marijuana<br />
(a Class 3 misdemeanor) to 210<br />
months in prison for Continuing<br />
Criminal Drug Enterprise (a Class C<br />
felony). A complete list <strong>of</strong> criminal<br />

Federal Law also prohibits the illegal<br />
possession, manufacture, sale and delivery<br />
<strong>of</strong> narcotics under Title 21<br />
United States Code (USC) Controlled<br />
Substances Act. <strong>The</strong> punishments<br />
vary depending on the charge and the<br />
number <strong>of</strong> acts committed. All <strong>of</strong> the<br />
crimes and punishments can be<br />
viewed at http://www.deadiversion.us<br />
doj.gov/21cfr/21usc/841.htm. <strong>The</strong>re<br />
are no local ordinances that are separate<br />
from State and Federal laws. As<br />
citizens, all members <strong>of</strong> the <strong>University</strong><br />
community are expected to know these<br />
laws.<br />
<strong>The</strong> <strong>University</strong> will initiate a disciplinary<br />
proceeding against a student<br />
whenever there is a reasonable basis<br />
for believing that the person has violated<br />
this policy or <strong>North</strong> <strong>Carolina</strong> law<br />
pertaining to controlled substances.<br />
This includes a conviction or a guilty<br />
plea resulting from criminal prosecution<br />
or evidence obtained by <strong>University</strong><br />
<strong>of</strong>ficials including police <strong>of</strong>ficers.<br />
It should be noted that though an <strong>of</strong>fense<br />
may be the subject <strong>of</strong> legal action<br />
by the civil authorities, <strong>University</strong> <strong>of</strong>ficials<br />
are nonetheless free to initiate<br />
disciplinary action that may result in<br />
additional penalties.<br />
When necessary, the <strong>University</strong> will<br />
initiate disciplinary action against the<br />
alleged violator according to established<br />
procedures that safeguard the<br />
rights and interests <strong>of</strong> students and<br />
employees. Procedures will vary, depending<br />
on classification <strong>of</strong> the person<br />
facing disciplinary action.<br />
For these persons, the penalties to be<br />
imposed may range from written<br />
warnings with probationary status to<br />
expulsions from enrollment and discharges<br />
from employment.<br />
Disruptive Student Policy<br />
<strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>North</strong> <strong>Carolina</strong> has<br />
long honored the right <strong>of</strong> free discussion<br />
and expression, peaceful picketing<br />
and demonstrations, the right to<br />
petition and peaceable assembly as<br />
detailed in the <strong>University</strong> Assembly<br />
Policy. That these rights are a part <strong>of</strong><br />

the fabric <strong>of</strong> this institution is not<br />
questioned. <strong>The</strong>y must remain secure.<br />
It is equally clear, however, that in a<br />
community <strong>of</strong> learning, willful disruption<br />
<strong>of</strong> the educational process, destruction<br />
<strong>of</strong> property, and interference<br />
with the rights <strong>of</strong> other members <strong>of</strong><br />
the community cannot be tolerated.<br />
Accordingly, it shall be the policy <strong>of</strong><br />
the <strong>University</strong> to deal with any such<br />
disruption, destruction or interference<br />
promptly and effectively, but also<br />
fairly and impartially without regard<br />
to race, sex, and political or religious<br />
beliefs.<br />
Any faculty member who receives<br />
compensation for teaching, or other<br />
institutional functions, or research at<br />
the <strong>University</strong>, any graduate student<br />
engaged in the instructional program,<br />
or any other student who, with the<br />
intent to obstruct or disrupt any normal<br />
operation or function <strong>of</strong> the <strong>University</strong><br />
or any <strong>of</strong> its component institutions,<br />
engage, or incites others to engage,<br />
in individual or collective conduct<br />
which destroys or significantly<br />
damages any <strong>University</strong> property or<br />
which impairs or threatens impairment<br />
<strong>of</strong> the physical well-being <strong>of</strong> any<br />
member <strong>of</strong> the <strong>University</strong> community,<br />
or which, because <strong>of</strong> its violent, forceful,<br />
threatening or intimidating nature<br />
or because it restrains freedom <strong>of</strong> lawful<br />
movement, otherwise prevents any<br />
member <strong>of</strong> the <strong>University</strong> community<br />
from conducting his or her normal<br />
activities within the <strong>University</strong>, shall<br />
be subject to prompt and appropriate<br />
disciplinary action, which may include<br />
suspension, expulsion, discharge or<br />
dismissal from the <strong>University</strong>.<br />
<strong>The</strong> following while not intended to be<br />
exclusive, illustrate the <strong>of</strong>fenses encompassed<br />
herein, when done for the<br />
purpose <strong>of</strong> obstructing or disrupting<br />
any normal operation or function <strong>of</strong><br />
the <strong>University</strong> or any <strong>of</strong> its component<br />
institutions:<br />
• Occupation <strong>of</strong> any <strong>University</strong><br />
building or part there<strong>of</strong> with the<br />
intent to deprive others <strong>of</strong> its normal<br />
use<br />
• Blocking the entrance or exit <strong>of</strong><br />
any <strong>University</strong> building or corridor<br />
or room therein with intent to deprive<br />
others <strong>of</strong> lawful access<br />
• Setting fire to or by any other<br />
means destroying or substantially<br />
damaging any <strong>University</strong> building<br />
or property, or the property <strong>of</strong> others<br />
• Any possession or display <strong>of</strong>, or<br />
attempt or threat to use, for any<br />
unlawful purpose, any weapon,<br />
dangerous instrument, explosive,<br />
or inflammable material in any<br />
<strong>University</strong> building or on any <strong>University</strong><br />
campus<br />
• Prevention <strong>of</strong> or attempt to prevent<br />
by physical act, the attending,<br />
convening, continuation or orderly<br />
conduct <strong>of</strong> any <strong>University</strong> class or<br />
activity or <strong>of</strong> any lawful meeting or<br />
assembly in any <strong>University</strong> building<br />
or on any <strong>University</strong> campus;<br />
and<br />
• Blocking normal pedestrian or<br />
vehicular traffic on or into any<br />
<strong>University</strong> campus.<br />
Any person engaged in the instructional<br />
program that fails or refuses to<br />
carry out validly assigned duties, with<br />
the intent to obstruct or disrupt any<br />
normal operation or function <strong>of</strong> the<br />
<strong>University</strong> or any <strong>of</strong> its component<br />
institutions, shall be subject to prompt<br />
and appropriate disciplinary action.<br />
Weapons on Campus Policy<br />
<strong>North</strong> <strong>Carolina</strong> General Statute 14-<br />
269.2 uses the following definitions in<br />
regards to weapons on campus.<br />
1. Educational property. - Any school<br />
building or bus, school campus,<br />
grounds, recreational area, athletic<br />
field, or other property owned,<br />
used, or operated by any board <strong>of</strong><br />
education, school, or school board<br />
<strong>of</strong> trustees, or directors for the<br />
administration <strong>of</strong> any school<br />
2. Student. - A person enrolled in a<br />
school, or a person who has been<br />
suspended or expelled within the<br />
last five years from a school,<br />
whether the person is an adult or a<br />
minor.<br />
3. Switchblade knife. - A knife containing<br />
a blade that opens automatically<br />
by the release <strong>of</strong> a spring<br />
or a similar contrivance.<br />
4. Weapon. - Any device enumerated<br />
in subsection (b), (b1), or (d) <strong>of</strong><br />
this section.<br />
<strong>The</strong> following excerpts from the <strong>North</strong><br />
<strong>Carolina</strong> General Statutes outline the<br />
laws against weapons on campus.<br />
• It shall be a Class I felony for any<br />
person to possess or carry,<br />
whether openly or concealed, any<br />
gun, rifle, pistol, or other firearm<br />
<strong>of</strong> any kind on educational property<br />
or to a curricular or extracurricular<br />
activity sponsored by a<br />
school. However, this subsection<br />
does not apply to a BB guns, stun<br />
guns, air rifles, or air pistols.<br />
• It shall be a Class G felony for any<br />
person to possess or carry,<br />
whether openly or concealed, any<br />
dynamite cartridge, bomb, grenade,<br />
mine, or powerful explosive<br />
as defined in G.S. 14-284.1, on<br />
educational property or to a curricular<br />
or extracurricular activity<br />
sponsored by a school. This subsection<br />
shall not apply to fireworks.<br />
• It shall be a Class I felony for any<br />
person to cause, encourage, or aid<br />
a minor who is less than 18 years<br />
old to possess or carry, whether<br />
openly or concealed, any gun, rifle,<br />
pistol, or other firearm <strong>of</strong> any kind<br />
on educational property. However,<br />
this subsection does not apply to a<br />
BB guns, stun guns, air rifles, or<br />
air pistols.<br />
• It shall be a Class G felony for any<br />
person to cause encourage, or aid<br />
a minor who is less than 18 years<br />
old to possess or carry, whether<br />
openly or concealed, any dynamite<br />
cartridge, bomb, grenade, mine, or<br />
powerful explosive as defined in<br />
G.S. 14-284.1, on educational<br />

for any person to cause, encourage,<br />
or aid a minor who is less<br />
than 18 years old to possess or<br />
carry, whether openly or concealed,<br />
any BB gun, stun gun, air<br />
rifle, air pistol, bowie knife, dirk,<br />
dagger, slung shot, leaded cane,<br />
switchblade knife, blackjack, metallic<br />
knuckles, razors and razor<br />
blades (except solely for personal<br />
shaving), firework, or any sharppointed<br />
or edged instrument except<br />
instructional supplies, unaltered<br />

Notwithstanding previous subsections,<br />
it shall be a Class 1 misdemeanor<br />
rather than a Class I felony for any<br />
person to possess or carry, whether<br />
openly or concealed, any gun, rifle,<br />
pistol, or other firearm <strong>of</strong> any kind, on<br />
educational property or to a curricular<br />
or extracurricular activity sponsored<br />
by a school if:<br />
1. <strong>The</strong> person is not a student attending<br />
school on the educational<br />
property or an employee employed<br />
by the school working on educational<br />
property; and<br />
2. <strong>The</strong> person is not a student attending<br />
a curricular or extracurricular<br />
activity sponsored by the<br />
school at which the student is enrolled<br />
or an employee attending a<br />
curricular or extra curricular activity<br />
sponsored by the school at<br />
which the employee is employed;<br />
and<br />
3. <strong>The</strong> firearm is not loaded, is in a<br />
motor vehicle, and is in a locked<br />
container, a locked vehicle, or a<br />
locked firearm rack.<br />
This section shall not apply to:<br />
1. A weapon used solely for educational<br />
or school sanctioned ceremonial<br />
purposes, or used in a<br />
school-approved program conducted<br />
under the supervision <strong>of</strong> an<br />
adult whose supervision has been<br />
approved by the school authority;<br />
2. Firefighters, emergency service<br />
personnel, NC Forest Service , and<br />
any private police employed by an<br />
educational institution acting in<br />
their <strong>of</strong>ficial capacity.<br />
Facilities Safety & Access 34 CFR 668.46(b) (3)<br />
Campus Facilities Access<br />
<strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>North</strong> <strong>Carolina</strong> at<br />
Greensboro is a public institution that<br />
wishes to be accessible to the larger<br />
community. To the extent space is<br />
available and subject to reasonable<br />
procedures for reservation, the <strong>University</strong><br />
welcomes community or corporate<br />
groups, organizations, alumni,<br />
and other individuals to campus for<br />
meetings, conferences, and events,<br />
when compatible with, or supplementary<br />
to, the educational mission <strong>of</strong> the<br />
<strong>University</strong>. Priority will be given to<br />
activities that advance the interests <strong>of</strong><br />
and enhance relationships between the<br />
sponsor <strong>of</strong> the activity and one or<br />
more departments <strong>of</strong> the <strong>University</strong>.<br />
Activities that reach prospective students<br />
and alumni are <strong>of</strong> particular importance.<br />
All <strong>UNCG</strong> facilities are for<br />
the use <strong>of</strong> <strong>UNCG</strong> students, faculty,<br />
staff and their guests.<br />
Campus Facilities Security<br />
During normal business hours, the<br />
<strong>University</strong> (excluding certain housing<br />
facilities) will be open to students, parents,<br />
employees, contractors, guests,<br />
and invitees. During non-business<br />
hours access to all facilities is restricted<br />
by key, if issued, or by admittance<br />
via the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong>.<br />
In the case <strong>of</strong> periods <strong>of</strong> extended<br />
closing, the <strong>University</strong> will admit<br />
only those with prior written approval<br />
to facilities.<br />
Residence halls are secured 24 hours a<br />
day. Proximity cards, rather than keys,<br />
are issued to resident students. Over<br />
extended breaks, the doors <strong>of</strong> all halls<br />
will be secured around the clock, and<br />
will be equipped with a lock separate<br />
from the regular key issued to resident<br />
students. Some facilities may have individual<br />
hours, which may vary at different<br />
times <strong>of</strong> the year.<br />
Examples are the Student Recreation<br />
Center, the Library, and international<br />
student housing. In these cases, the<br />
facilities will be secured according to<br />
schedules developed by the department<br />
responsible for the facility.<br />
Emergencies may necessitate changes<br />
or alterations to any posted schedules.<br />
Many rooms with sensitive or valuable<br />
property are also armed with Inteli-key<br />
access control locks.<br />

Crime Statistics 34 CFR 668.46(b) (1), (2) , (3) & (4)<br />
As part <strong>of</strong> the Higher Education Act<br />
(also known as the Jeanne Clery Disclosure<br />
<strong>of</strong> Campus Security Policy and<br />
Campus Crime Statistics Act) (20<br />
U.S.C. 1092 (a) and (f)), the statistics<br />
provided below are intended to inform<br />
prospective and current students, staff<br />
or faculty members about the level and<br />
nature <strong>of</strong> crimes that occur on campus.<br />
A crime is reported when it is brought<br />
to the attention <strong>of</strong> a campus security<br />
authority or the local police by a victim,<br />
witness, other third party, or even<br />
the <strong>of</strong>fender.<br />
<strong>The</strong> amendments to the federal Campus<br />
Security Act required the <strong>University</strong><br />
to report calendar-year statistics<br />
for the following criminal incidents<br />
and arrests that took place on the<br />
property owned or leased by the <strong>University</strong><br />
in support <strong>of</strong> its educational<br />
purposes and used frequently by its<br />
students. <strong>The</strong> Act also requires a report<br />
<strong>of</strong> any “hate crimes” that occurred<br />
on that property. All crimes reported<br />
are broken down into the geographical<br />
areas <strong>of</strong> : campus, non-campus and<br />
public property. In addition, the same<br />
statistics are requested from the local<br />
authorities but not required by the<br />
federal law.<br />
Definitions:<br />
Murder and non-negligent manslaughter<br />
– <strong>The</strong> willful (nonnegligent)<br />
killing <strong>of</strong> one human being<br />
by another.<br />
Negligent manslaughter – <strong>The</strong><br />
killing <strong>of</strong> another person through<br />
gross negligence.<br />
Forcible Sex Offenses – Any sexual<br />
act directed against another person,<br />
forcibly and/or against that person’s<br />
will; or not forcibly or against the person’s<br />
will where the victim is incapable<br />
<strong>of</strong> giving consent.<br />
• Forcible Rape - <strong>The</strong> carnal<br />
knowledge <strong>of</strong> a person, forcibly<br />
and/or against that person’s will;<br />
or not forcibly or against the person’s<br />
will where the victim is incapable<br />
<strong>of</strong> giving consent because <strong>of</strong><br />
his/her temporary or permanent<br />
mental or physical incapacity (or<br />
because <strong>of</strong> his/her youth).<br />
• Forcible Sodomy - Oral or anal<br />
sexual intercourse with another<br />
person, forcibly and/or against<br />
that person’s will; or not forcibly<br />
against the person’s will where the<br />
victim is incapable <strong>of</strong> giving consent<br />
because <strong>of</strong> his/her youth or<br />
because <strong>of</strong> his/her temporary or<br />
permanent mental or physical incapacity.<br />
• Sexual Assault w/ An Object -<br />
<strong>The</strong> use <strong>of</strong> an object or instrument<br />
to unlawfully penetrate, however<br />
slightly, the genital or anal opening<br />
<strong>of</strong> the body <strong>of</strong> another person,<br />
forcibly and/or against that person’s<br />
will; or not forcibly or<br />
against the person’s will where the<br />
victim is incapable <strong>of</strong> giving consent<br />
because <strong>of</strong> his/her youth or<br />
because <strong>of</strong> his/her temporary or<br />
permanent mental or physical incapacity.<br />
• Forcible Fondling – <strong>The</strong> touching<br />
<strong>of</strong> the private body parts <strong>of</strong><br />
another person for the purpose <strong>of</strong><br />
sexual gratification, forcibly and/<br />
or against that person’s will; or,<br />
not forcibly or against the person’s<br />
will where the victim is incapable<br />
<strong>of</strong> giving consent because <strong>of</strong> his/<br />
her youth or because <strong>of</strong> his/her<br />
temporary or permanent mental<br />
incapacity.<br />
Non-forcible Sex Offenses - are<br />
incidents <strong>of</strong> unlawful, non-forcible sexual<br />
intercourse.<br />
• Incest - is non-forcible sexual<br />
intercourse between persons who<br />
are related to each other within<br />
the degrees wherein marriage is<br />
prohibited by law.<br />
• Statutory Rape is non-forcible<br />
sexual intercourse with a person<br />
who is under the statutory age <strong>of</strong><br />
consent. If force was used or<br />
threatened, or the victim was incapable<br />
<strong>of</strong> giving consent because <strong>of</strong><br />
his/her youth, or temporary or<br />
permanent mental impairment,<br />
the <strong>of</strong>fense should be classified as<br />
forcible rape, not statutory rape.<br />
Robbery – <strong>The</strong> taking or attempting<br />
to take anything <strong>of</strong> value from the<br />
care, custody, or control <strong>of</strong> a person or<br />
persons by force or threat <strong>of</strong> force or<br />
violence and/or by putting the victim<br />
in fear.<br />
Aggravated Assault – An unlawful<br />
attack by one person upon another for<br />
the purpose <strong>of</strong> inflicting severe or aggravated<br />
bodily injury. This type <strong>of</strong><br />
assault usually is accompanied by the<br />
use <strong>of</strong> a weapon or by means likely to<br />
produce death or great bodily harm.<br />
Simple assaults are excluded.<br />
Burglary – <strong>The</strong> unlawful entry <strong>of</strong> a<br />
structure to commit a felony or a theft.<br />
Attempted forcible entry is included.<br />
Motor Vehicle <strong>The</strong>ft – <strong>The</strong> theft or<br />
attempted theft <strong>of</strong> a motor vehicle. A<br />
motor vehicle is self-propelled and<br />
runs on the surface and not on rails.<br />
Motorboats, construction equipment,<br />
airplanes, and farming equipment are<br />
specifically excluded from this category.<br />
Arson – Any willful or malicious<br />
burning or attempt to burn, with or<br />
without intent to defraud, a dwelling<br />
house, public building, motor vehicle<br />
or aircraft, personal property <strong>of</strong> another,<br />
etc.<br />
Hate Crime - is a criminal <strong>of</strong>fense<br />
committed against a person, property<br />
or society that is motivated, in whole<br />
or in part, by the <strong>of</strong>fender's bias<br />
against a race, religion, ethnic/<br />
national origin group or sexualorientation<br />
group.<br />

Arrest & Disciplinary Referrals:<br />
Arrest for Clery Act purposes is defined<br />
as persons processed by arrest,<br />
citation or summons. Referred for<br />
disciplinary action is defined as the<br />
referral <strong>of</strong> any person to any <strong>of</strong>ficial<br />
who initiates a disciplinary action <strong>of</strong><br />
which a record is kept and which may<br />
result in the imposition <strong>of</strong> a sanction.<br />
Student referrals are forwarded to the<br />
Dean <strong>of</strong> Students Office to initiate the<br />
disciplinary process against students<br />
when a violation <strong>of</strong> the Student Code<br />
<strong>of</strong> Conduct and/or any state law occurs.<br />
<strong>The</strong> statistics gathered reflect all<br />
alcohol, drugs and weapons violations<br />
that were referred.<br />
Weapons Violation – <strong>The</strong> violation<br />
<strong>of</strong> laws or ordinances dealing with<br />
weapon <strong>of</strong>fenses, regulatory in nature,<br />
such as: manufacture, sale, or possession<br />
<strong>of</strong> deadly weapons; carrying<br />
deadly weapons, concealed or openly;<br />
furnishing deadly weapons to minors;<br />
aliens possessing deadly weapons; and<br />
all attempts.<br />
Drug Violations – <strong>The</strong> unlawful cultivation,<br />
manufacture, distribution,<br />
sale, purchase, use, possession, transportation<br />
or importation <strong>of</strong> any controlled<br />
drug or narcotic substance. Arrests<br />
for violations <strong>of</strong> state and local<br />
laws, specifically those relating to the<br />
unlawful possession, sale, use, growing,<br />
manufacturing and making <strong>of</strong> narcotic<br />
drugs. Relevant substances include:<br />
opium or cocaine, morphine,<br />
heroin, codeine; marijuana; synthetic<br />
or manufactured narcotics; and nonnarcotic<br />
drugs such as barbiturates.<br />
Liquor Law Violations – <strong>The</strong> violation<br />
<strong>of</strong> laws or ordinances prohibiting:<br />
the manufacture, sale, transporting,<br />
furnishing, bootlegging, operating<br />
stills, possessing <strong>of</strong> intoxicating liquor;<br />
operate unlawful drinking places; furnishing<br />
liquor to a minor or intemperate<br />
person; using a vehicle for illegal<br />
transportation <strong>of</strong> liquor; drinking on a<br />
train or public conveyance. Drunkenness<br />
and driving under the influence<br />
are not included in this definition.<br />
Geographical Definitions:<br />
Campus – Any building or property<br />
owned or controlled by an institution<br />
within the same reasonably contiguous<br />
geographic area and used by the institution<br />
in direct support <strong>of</strong>, or in a<br />
manner related to the institution’s<br />
educational purposes. <strong>The</strong>se buildings<br />
include residential halls, any building<br />
or property that is owned by the<br />
institution but controlled by another<br />
person, those frequently used by students<br />
and those that support institutional<br />
purposes such as food or retail.<br />
Non-Campus – Includes any building<br />
or property owned or controlled by<br />
student organizations recognized by<br />
the school; and any building or property<br />
owned or controlled by the school,<br />
that is not within the same reasonable<br />
contiguous area.<br />
Public Property – All public property,<br />
thoroughfares, streets, sidewalks,<br />
and parking facilities, that is within<br />
the campus, or immediately adjacent<br />
to and accessible from the campus.<br />

you with essential safety information. <strong>The</strong> Safety Guide contains information regarding the<br />
<strong>University</strong>'s security-related services, programs, and policies and statistics about the occurrence <strong>of</strong><br />
crime on and around our campus.<br />
With a workforce <strong>of</strong> over 2,000, a student body <strong>of</strong> over 17,000 and with an estimated 250,000 visitors<br />
per year, <strong>UNCG</strong> is an active and growing institution. Our department has the responsibility not<br />
only for the campus but a variety <strong>of</strong> satellite facilities located away from the main campus.<br />
We take the issue <strong>of</strong> campus security extremely seriously and the <strong>UNCG</strong> <strong>Police</strong> <strong>Department</strong> is committed<br />
