Your University Police Department...
A Trained and Professional Law Enforcement Agency
The UNCG Police Department provides proactive, professional law enforcement services to the
community in support of the University’s mission. The department strives to be the leading
campus law enforcement agency in the nation.
The UNCG Police Department is organized into three divisions: Administration, Field Operations
and Support Services. The Administrative Division is comprised of the Chief, Assistant
Chief and an Administrative Assistant. The Field Operations Division consists of a Division
Commander, two Lieutenants, six Sergeants, twelve full-time and five part-time Police Officers
in addition to 13 uniformed Security Officers. The Support Services Division consists of a Division
Commander, one Lieutenant, three Detectives, four Telecommunicators and one Records
position. The two latter divisions combine resources to form the Department’s Emergency Response
Team.
The UNCG Police Department is a full service agency with the capability of handling a full range
of police matters. Uniformed Officers patrol the campus 24 hours a day, on foot, in patrol cars
and by bicycle. The Police Officers work closely with Security Officers to patrol the academic
buildings and residence halls.
All UNCG Police Officers are commissioned under North Carolina General Statute and have the
full range of police authorities granted to municipal law enforcement officers. UNCG Police Officers
receive the same level of training as county and municipal officers. As sworn law enforcement
officers, member of the UNCG Police Department are authorized to carry firearms, and
under North Carolina law, have the power to make arrest and conduct investigation for crimes
that occur on the property owned or under the control of the University. In addition, a mutual
aid agreement with the City of Greensboro gives the UNCG Police Department jurisdiction
throughout the city. The UNCG Police Department has excellent working relationships with the
surrounding area law enforcement agencies including the Greensboro Police Department, the
Guilford County Sheriff Department, and the North Carolina State Bureau of Investigation
(SBI).
2008 CAMPUS SAFETY GUIDE

Reporting Crime 34 CFR 668.46(b) (2)
The University encourages everyone to
report crimes or suspected criminal
activity promptly and fully. All crimes
or emergencies of any type that occur
on campus should be reported to the
UNCG Police Department. This can be
done by calling 334-4444 or 911. All
emergency calls are routed to the appropriate
public safety agency, including
the UNCG Police Department,
which is located at 1605 Spring Garden
Street.
Emergency Phones
Blue Light Phones are nine feet tall,
ADA compliant, with a blue flashing
strobe that begins when the Emergency
button is pushed. Each phone
has a red emergency button and black
information button that enables a person
to talk directly with the University
Police. A single push of a button will
connect you to the Police Department’s
Communications Center.
Residence Hall Entrance Phones are
also available at the front entrance of
each residence hall and can be used
for either emergency or nonemergency
calls. The phones on campus
provide the Police Communication
Center with the location of the call. A
police officer will be dispatched immediately
in the event of an emergency.
Elevator Phones are emergency
phones located in the elevators of specific
buildings on campus. These
phones are marked “Police Emergency”
and operate simply by lifting
the receiver. You are automatically
connected to the UNCG Police Department’s
Communications Center.
Panic Buttons
Panic Buttons are alarms that are located
in some of the buildings on campus
(i.e. Recreation Center, New Music
and HHP). When a panic button is
activated, the Police Department receives
an alarm and responds by
emergency traffic (blue lights and sirens).
Anonymous Reporting
The University participates in confidential
reporting of crimes and/or
criminal activity to campus security
officials outside of the Police Department.
A “Campus Security Official” is
any person who has the authority and
the duty to take action or respond to
particular issues on behalf of the institution.
Campus Security Officials have
a significant responsibility for student
and campus activities, including, but
not limited to, student housing, student
discipline and campus judicial
proceedings. All crimes reported to
campus security officials should also
be reported to the UNCG Police Department.
Confidential reporting
should not discourage full and prompt
reporting of all crimes and criminal
activity to the UNCG Police. As a matter
of policy, professional counselors
are encouraged, if and when they
deem it appropriate, to inform persons
being counseled of the procedure to
report crimes on a voluntary basis for
inclusion in the annual crime statistics.
On-Line Reports allow you to submit
information about possible illegal activity
anywhere on or near the UNCG
Campus. You can file an on-line report
from the Police Department’s webpage
located at http://police.uncg.edu. The
Anonymous and On-Line Report links
are located under the online services
section. Information entered in this
form is sent via an e-mail message to
the Police Department. Please do not
use this method to report serious incidents
or crimes in progress.
Campus Crime Stoppers
Campus Crime Stoppers is a unique
program that brings the police and the
community together in an effort to
help solve crimes. Cash rewards of up
to $1,000 are given for information
that results in an arrest and indictment
of the persons responsible for
crimes that occur at UNCG.
2008 CAMPUS SAFETY GUIDE

Responding to Crime 34 CFR 668.46(b) (2)
The UNCG Police Department is committed
to a proactive response against
crime. Part of that response includes
increasing the public awareness of the
crimes committed in the university
community. By increasing awareness
and combining the cooperation of the
community with the efforts of the police,
together we are making UNCG a
safer place.
Initial Patrol Response
In the event of an emergency, priority
response is given to crimes against
persons that involve physical injury.
However, the UNCG Police Department
works closely with the Greensboro
Police Department to ensure a
complete and timely response for all
incidents that occur on or around campus.
Follow-Up Investigation
The UNCG Police Department has
three full-time detectives available to
handle all incidents that require follow
-up investigation. Each case is thoroughly
reviewed and if solvability factors
are present assigned to a detective
for further investigation. Any case
that is deemed inactive will be reactivated
when additional leads become
available. The case status of any investigation
is available upon request.
Sexual Assault Response Team
The Dean of Students coordinates a
Sexual Assault Response Team
(SART), which provides support to
survivors of sexual assault. At the
point of initial contact with a University
office, a member of the Sexual Assault
Response Team (hereafter referred
to as "advocate") is called and
responds immediately to the student.
The advocate will offer overall assistance
and follow-up to the victim/
survivor. His or her role is to be an
advocate for the student and to clarify
for the student options related to sexual
assault reporting. The advocate
arranges the appropriate support services/information
for the student including:
• Advising of, and securing if
wanted, the assistance of Student
Health Services (including the
Counseling and Testing Center)
and/or the 24-hour crisis hotline
operated by Family and Children's
Services for additional support.
• Providing an explanation of sexual
assault protocol (and evidence
recovery) if the victim/survivor is
to go to the hospital.
• Clarifying the roles of the police; if
the incident occurs on campus,
the UNCG Police Department will
conduct the investigation.
• Notifying Academic Advising if
the student will be absent from
classes. Academic support from
the Office of Student Academic
Services may also include assistance
with acquiring notes for
missed classes, assistance in rescheduling
tests or project due
dates, or possible reassignment to
another section of a course if
needed.
• Facilitating a change in living
situation with the Office of Housing
and Residence Life if needed.
Emergency Response
The UNCG Police Department has a
fully functional Emergency Response
Team to handle natural disasters or
special situations that require more
than a traditional response. These officers
are training and equipped to handle
a variety of incidents that exceed
the capabilities of the normal patrol
function. The UNCG Emergency Response
Team has trained with the
Greensboro Police and Guilford
County Sheriff Department Emergency
Response Teams to help facilitate
the best response possible.
Emphasis on Prevention 34 CFR 668.46(b) (6), (11)
The UNCG Police Department offers a
number of programs intended to prevent
crime and encourage safety. Presentations
on safety are included in the
orientation of incoming students and
are held frequently each semester for
the benefit of student, staff, faculty,
and the surrounding community. We
encourage everyone to take an active
role in crime prevention and help us
make UNCG a safer place.
Crime Prevention Programs
Partnerships for a Safer Campus - is a
community policing initiative started
by the department aimed at creating
cooperative relationships between the
various shareholders on campus and
the police. These relationships are
positive, have mutual trust, focus on
open communication and share responsibility
for finding workable solutions
to community problems.
Safety Escort - The Safety Escort Service
is coordinated by the UNCG Police
Department and is offered to all
students Sunday through Friday 6:00
PM until 11:00 PM. This is a free service
and offers safe passage for faculty,
staff and students, who need to traverse
the campus after dark. The Student
Safety Patrol utilizes 12 student
employees to walk with those who express
concern about their safety.
Rape Aggression Defense Training -
RAD is a hands-on training program,
for women only, which gives participants
a realistic but safe experience of
what it is like to be attacked and experience
in how to escape.
Bike/Property Registration - Registering
discourages thefts and can help to
recover your property if it is ever stolen.
Any UNCG Police Officer can register
your bike and it only takes a few
minutes. All registrations are entered
into the property registration database
and referenced as needed.
Operation ID - UNCG Police engraves
students’ license number on any valuable
items they may have in their room
(CDs, computers, cellular phones, stereos).
Gotcha - Designed to increase security
awareness by reducing vulnerability.
Officers use 3 X 5 cards and/or door
hangers that alerts would be victims to
their potential security and/or theft
risk. Unlocked doors, wallets or
purses, book bags, bikes or anything
left exposed to a potential thief would
receive a “Gotcha” card.
Ride Along - The UNCG Police Department’s
Ride-Along-Program was developed
to allow citizens to ride with
an officer on patrol. The program
helps broaden the citizen’s knowledge
of law enforcement by observing an
officer at work. A waiver form is required
by participants four business
days before they intend to ride. Participation
is restrict.
Textbook Markings - Textbook marking
helps the University Police department
positively identify lost or stolen
textbooks, thus dramatically increasing
the odds of returning a textbook to
its rightful owner. It may also provide
information that will lead to the arrest
and conviction of the person responsible
for stealing textbooks.
Virtual Lost & Found - The purpose of
the virtual lost and found is to create a
central source of all lost and found
property for the entire campus. Working
in conjunction with the major facilities
of UNCG, the virtual lost and
found hopes the coordinated effort will
help to return more property. A link to
the Lost & Found page is located on
the Police Department’s website.
Focused on Education 34 CFR 668.46(b) (10), (11) , (12)
Sexual Assault Education
Sexual Assault Awareness Week and
Take Back the Night March is conducted
during the second week of
school (late August) in order to educate
students and raise awareness
about sexual assault and services on
campus, hopefully before they occur.
Prevention education is focused on
first year students, via both the residence
halls and UNS 101 courses, and
women in Greek organizations. In addition
to prevention education and
information, resources are provided to
students who have been sexually assaulted,
working closely with our
Counseling and Testing Center as well
as other community resources. Annual
training on sexual assault for new
Resident Advisors and Student Orientation
Leaders is provided to ensure
consistency in the message presented
by peers in positions of “authority” on
campus.
Sex Offender Information
The North Carolina Sex Offender and
Public Protection Registry were established
in January 1996 (14-208.5).
This law requires a person who is a
resident of North Carolina and who
has a reportable conviction to maintain
registration with the sheriff of the
county where the person resides. If the
person moves to North Carolina from
outside this state, the person shall register
within 10 days of establishing
residence in this state, or whenever the
person has been present in the state
for 15 days, whichever comes first.
This information is made available for
the purpose of protecting the public
and can be accessed online at the NC
State Bureau of Investigations website
(http://ncfindoffender.com/). Anyone
who uses this information to commit a
criminal act against another person is
subject to prosecution.
Alcohol & Drug Education
Alcohol and drug education activities
are conducted by The Wellness Center
(part of Student Health Services)
through a variety of programming activities.
In general, the Wellness Center
conducts three large scale awareness
campaigns focusing on the education
and prevention of alcohol and
drug use annually: National Collegiate
Alcohol Awareness Week, Great
American Smoke Out, and Safe Spring
Break Week. In addition, staff work
with professors, student organizations,
and residence halls to provide programming
in classrooms and less formal
settings. For the past two years,
first year students enrolled in UNS 101
(University Studies) courses have
completed the on-line course AlcoholEdu©.
First year students in the
Schools of Nursing and Business and
Economics are also taking this online
course this year.
Substance Information Program
The Student Health Center, and the
Department of Counseling and Educational
Development provide alcohol/
drug education, prevention and assessment.
Education and prevention of
alcohol/drug abuse are offered
through a weekly on-going workshops.
The department provides individualized
assessment to all students seeking
assistance with chemical dependency.
2008 CAMPUS SAFETY GUIDE

Sexual Assault 34 CFR 668.46(b) (11)
A student who has been sexually assaulted
usually enters the university’s
response system through one of several
offices: Student Health Services,
the UNCG Police, or the Office of
Housing and Residence Life. Individuals
who have information about or
who are victims/survivors of sexual
assaults are strongly encouraged to
report those offenses to the proper
authorities: the UNCG Police Department
within the boundaries of the institution
or the Greensboro Police for
offenses in the city.
If a student has been the victim of rape
or sexual offenses, his/her physical
well-being is vital. The sooner the student
reports a rape or other sexual
offense, the sooner he/she may be
treated, tested for pregnancy (women)
and sexually transmitted diseases, and
provide for preservation of physical
evidence. Students should be reminded
not to shower, douche or
change clothes. If a student knows of
someone who may have suffered such
an attack, urge him/her to get assistance
at once.
For a student who wishes his/her assault
to be handled in a confidential
manner, it is important that he/she
contact Student Health Services
where, by law, medical providers and
counselors can maintain confidentiality.
If a student reports such an incident
to other University faculty or
staff, those individuals are obligated
by federal legislation, i.e. the Campus
Security Act, to report the incident to
proper authorities. However, that report
may also be confidential.
A student found responsible of violating
the University’s policy regarding
non-consensual sex acts could be
criminally prosecuted and have sanctions
imposed ranging from probation
to expulsion.
Sexual Assault Response Team
The Dean of Students coordinates a
Sexual Assault Response Team
(SART), which provides support to
survivors of sexual assault. At the
point of initial contact with a University
office, a member of the Sexual Assault
Response Team (hereafter referred
to as "advocate") is called and
responds immediately to the student.
The advocate will offer overall assistance
and follow-up to the victim/
survivor. His or her role is to be an
advocate for the student and to clarify
for the student options related to sexual
assault reporting. The advocate
arranges the appropriate support services/information
for the student including:
• Advising of, and securing if
wanted, the assistance of Student
Health Services (including the
Counseling and Testing Center)
and/or the 24-hour crisis hotline
operated by Family and Children's
Services for additional support.
• Providing an explanation of sexual
assault protocol (and evidence
recovery) if the victim/survivor is
to go to the hospital.
• Clarifying the roles of the police; if
the incident occurs on campus,
the UNCG Police Department will
conduct the investigation.
• Notifying Academic Advising if
the student will be absent from
classes. Academic support from
the Office of Student Academic
Services may also include assistance
with acquiring notes for
missed classes, assistance in rescheduling
tests or project due
dates, or possible reassignment to
another section of a course if
needed.
• Facilitating a change in living
situation with the Office of Housing
and Residence Life if needed.
• Clarifying the University's judicial
process and insuring that the victim/survivor
understands the options
presented to her/him. The
advocate is available twenty-four
hours a day to respond to the
needs of sexual assault survivors.
Advocates offer emotional support,
practical assistance (such as
contacting professors when requested),
and necessary referrals
(to counseling, legal aid, medical
attention, etc.). The goal of the
program is to help students cope
with their victimization and continue
to have a rewarding college
experience. On-call advocates are
contacted by the UNCG Police on a
rotating basis any time there is a
report of a sexual assault.
Sexual Assault
Victims’ Bill or Rights
The United States Congress enacted
the "Campus Sexual Assault Victims'
Bill of Rights" in 1992 as a part of the
Higher Education Amendments of
1992 (Public Law: 102-325, section
486(c)).
Accuser and accused must have the
same opportunity to have others present
at a hearing.
• Both parties shall be informed of
the outcome of any disciplinary
proceeding.
• Survivors shall be informed of
their options to notify law enforcement,
including local police, and
the option to be assisted by campus
authorities in notifying such
authorities, if the student so
chooses.
• Survivors shall be notified of counseling
services.
• Survivors shall be notified of options
for changing academic and
living situations.
Policies 34 CFR 668.46(b) (2) ,(7), (8) & (9)
Clery Report
The Clery Act requires higher education
institutions to give timely warnings
of crimes that represent a threat
to the safety of students or employees,
and to make public their campus security
policies. It also requires that crime
data is collected, reported and disseminated
to the campus community
and submitted to Department of Education.
The Act is intended to provide
students and their families with accurate,
complete and timely information
about safety on campus. The University
of North Carolina at Greensboro
will publish the annual “Campus
Safety Guide” and make the required
notifications to all current students
and employees, and inform prospective
students and employees about the
content and availability of the report.
Crime Log
The UNCG Police Department maintains
a Daily Crime Log where all
criminal incidents reported are entered.
The Daily Crime Log contains
the case number, date, time, location,
nature, status and disposition for all
criminal incidents reported. A link to
the Daily Crime Log is available from
the UNCG Police Department’s home
page, http:\\police.uncg.edu.
Timely Warnings
The UNCG Police Department firmly
believes that the members of the university
have a right to know about the
crimes being committed in the community.
In the event that a situation
arises, either on or off campus, that
constitutes an ongoing or continuing
threat, a campus wide “timely warning”
will be issued. The warning will be
issued through the university’s e-mail
system to students, faculty and staff
and the UNCG Police Department’s
website. Information about the crimes
reported to the UNCG Police Department
are made available at different
times and in several different formats.
• The Public Crime Log is available
at the UNCG Police Department’s
web site. The log contains the nature,
date, time, location, status
and disposition.
• Crime Alerts are posted in buildings
and on the Police Department’s
website requesting information
for Campus Crime Stoppers
and/or serving as immediate
notification of crimes that have
been committed.
• Depending on the particular circumstances
of the crime, especially
in all situations that could
pose an immediate threat to the
community and individuals, the
UNCG Police Department may
also post a notice on the campuswide
e-mail system.
Anyone with information regarding a
timely warning incident should report
the circumstances to the UNCG Police
immediately, by phone 334-4444 or in
person at the UNCG Police Department,
located at 1605 Spring Garden
Street.
The department does not issue timely
warnings if:
• the suspect is apprehended;
• the timely warning would jeopardize
an ongoing criminal investigation
or the safety of an individual;
• the timely warning would cause a
suspect to flee or evade detection;
• the timely warning would result in
the destruction of evidence;
• or the timely warning would likely
identify the victim.
If a report is not filed or if the UNCG
Police Department is not notified in a
manner that would allow the department
to post a “timely” warning for the
community no warning will be issued.
As a general guideline, incidents that
are filed more than five days after the
date of occurrence, may not allow for
the posting of a “timely” warning.
Off Campus Behavior
This Student Code of Conduct may
also be invoked against students
whose off-campus behavior potentially
harms the institutional educational
interests of the University or the wellbeing
of its students and employees.
On occasion, instances of student misconduct
may constitute offenses
against the larger community. The
University does not have any recognized
student organizations with off
campus housing, students are responsible
for knowing and observing all
federal, state, and local laws.
The fact that a student is or has been
prosecuted in criminal court for a violation
of law does not preclude University
jurisdiction over the misconduct.
Alcohol Policy
University policies concerning the possession
and consumption of alcoholic
beverages do not contravene federal,
state, or municipal law regarding their
purchase. A summary of certain sections
of the North Carolina State Statutes
and local ordinances of alcoholic
North Carolina Law prohibits the consumption
of alcoholic beverages by
persons less than twenty-one (21)
Drug Policy
The University of North Carolina at
Greensboro seeks to maintain an environment
that supports the pursuit and
dissemination of knowledge. All members
of the academic community - students,
faculty, and staff members –
share responsibility for protecting the
academic environment by exemplifying
high standards of professional and
personal conduct. Use of illegal drugs
by any member of the community interferes
with the activities through
which the goals of the University can
be realized. Therefore, such practices
will not be tolerated. The University
will take all actions necessary, consistent
with law and University policy, to
eliminate the use of illegal drugs from
the University community.
This policy has been developed in accord
with "The University of North
Carolina Policy on Illegal Drugs,"
adopted by the Board of Governors
January 15, 1988. It establishes the
framework for programs designed to
educate the campus community on the
harmful effects of illegal substances
and to assist afflicted persons in their
efforts to become rehabilitated. It also
provides guidance for punishing violators.
Article 5 of Chapter 90 of the North
Carolina General Statutes makes it a
crime to possess, sell, deliver, or
manufacture those drugs designated
collectively as "controlled substances."
Punishments for violations of State
drug laws can vary from payment of a
fine for simple possession of marijuana
(a Class 3 misdemeanor) to 210
months in prison for Continuing
Criminal Drug Enterprise (a Class C
felony). A complete list of criminal
drug offenses can be viewed at
http://www.ncleg.net/EnactedLegislat
ion/Statutes/HTML/ByChapter/Chapt
er_90.html
Federal Law also prohibits the illegal
possession, manufacture, sale and delivery
of narcotics under Title 21
United States Code (USC) Controlled
Substances Act. The punishments
vary depending on the charge and the
number of acts committed. All of the
crimes and punishments can be
viewed at http://www.deadiversion.us
doj.gov/21cfr/21usc/841.htm. There
are no local ordinances that are separate
from State and Federal laws. As
citizens, all members of the University
community are expected to know these
laws.
The University will initiate a disciplinary
proceeding against a student
whenever there is a reasonable basis
for believing that the person has violated
this policy or North Carolina law
pertaining to controlled substances.
This includes a conviction or a guilty
plea resulting from criminal prosecution
or evidence obtained by University
officials including police officers.
It should be noted that though an offense
may be the subject of legal action
by the civil authorities, University officials
are nonetheless free to initiate
disciplinary action that may result in
additional penalties.
When necessary, the University will
initiate disciplinary action against the
alleged violator according to established
procedures that safeguard the
rights and interests of students and
employees. Procedures will vary, depending
on classification of the person
facing disciplinary action.
For these persons, the penalties to be
imposed may range from written
warnings with probationary status to
expulsions from enrollment and discharges
from employment.
procedures for reservation, the University
welcomes community or corporate
groups, organizations, alumni,
and other individuals to campus for
meetings, conferences, and events,
when compatible with, or supplementary
to, the educational mission of the
University. Priority will be given to
activities that advance the interests of
and enhance relationships between the
sponsor of the activity and one or
more departments of the University.
Activities that reach prospective students
and alumni are of particular importance.
All UNCG facilities are for
the use of UNCG students, faculty,
staff and their guests.
Campus Facilities Security
During normal business hours, the
University (excluding certain housing
facilities) will be open to students, parents,
employees, contractors, guests,
Crime Statistics 34 CFR 668.46(b) (1), (2) , (3) & (4)
As part of the Higher Education Act
(also known as the Jeanne Clery Disclosure
of Campus Security Policy and
Campus Crime Statistics Act) (20
U.S.C. 1092 (a) and (f)), the statistics
provided below are intended to inform
prospective and current students, staff
or faculty members about the level and
nature of crimes that occur on campus.
A crime is reported when it is brought
to the attention of a campus security
authority or the local police by a victim,
witness, other third party, or even
the offender.
The amendments to the federal Campus
Security Act required the University
to report calendar-year statistics
for the following criminal incidents
and arrests that took place on the
property owned or leased by the University
in support of its educational
purposes and used frequently by its
students. The Act also requires a report
of any “hate crimes” that occurred
on that property. All crimes reported
are broken down into the geographical
areas of : campus, non-campus and
public property. In addition, the same
statistics are requested from the local
authorities but not required by the
federal law.
