Petroleum Measurement
Standards Overview
Paula Watkins
API Manager, Measurement Standards

API Standards Program
• The API Standardization Department formed
in 1923
• The first API standard was published in 1924
on drill pipe threads
• Over 6000 active volunteers representing
over 50 countries

API Standards Program
• Basis for company operations worldwide
• Foundation for API self-supporting programs
• Core of institute’s technical authority
• One-third of all API standards are referenced
in the U.S. Code of Federal Regulations

API Standards Program
• API is accredited by the American National
Standards Institute (ANSI)
‣ Transparent process
‣ Openness, balance, consensus, due process
‣ Regular program audits (conducted by ANSI)
• Anyone from any country can participate in the
development of an API standard
• All comments must be considered and
documented

API Standards Program
• Increased adoption by regulators around the
world
• Use of API standards is voluntary, unless
adopted by regulators
• Widely used in industry operations
internationally

API Standards Program
• Developed by consensus (does not mean unanimity)
• Written for flexibility as performance-based
documents
• Committee balance between users, manufacturers,
contractors, and consultants
• API corporate membership is not a requirement for
participation on API standardization committees

API Standards Program
• API Standards Committees typically meet twice a
year
• Subgroups (work groups, task forces) meet as
needed to progress work, often via conference
calls or web meetings
• Oversight committees (COPM, CSOEM, CRE) meet
to monitor work program
• All standards balloting is done via the web

API Committee On Petroleum Measurement
COPM – Purpose
COPM develops and maintains cost effective,
state of the art, hydrocarbon measurement
standards and programs based on sound
technical principles consistent with current
measurement technology, recognized
business accounting and engineering
practices, and industry consensus.

API Committee On Petroleum Measurement
COPM – Purpose
• Development and maintenance of standards and
practices for measuring the quantity & quality of:
‣ Natural gas
‣ Natural gas liquids
‣ Liquefied petroleum gas
‣ Petrochemicals
‣ Crude petroleum
‣ Petroleum products
‣ Other petroleum or HC related fluids (e.g. ethanol)

API COPM – Purpose
• Encourage cooperation among various industry
and government activities relating to
measurement.
• Promote the use of API petroleum measurement
standards in industry and government.
• Provide training in the use of API measurement
standards.

API COPM – Purpose
• Coordinate with other measurement standards
organizations including but not limited to:
‣ ASTM International
‣ American Gas Association (AGA)
‣ Gas Processors Association (GPA)
‣ Energy Institute (EI) (formerly the Institute of
Petroleum)
to eliminate duplicative standards activities.
