When Iset about writing this month’s Leader Comment Ifelt compelled to look<br />

back to the start ofthe year. Curiously Ihad forgotten that Ihad written the<br />

following:<br />

Austerity measures, though perhaps necessary, are not working. Austerity does<br />

not have to be quite so flaming well…austere! Paying off the national debt<br />

(which if you look at the figures is nigh on impossible anyway) is important but<br />

there needs to be abit of common sense –and there needs to be growth if we<br />

are even going to think about it. Strangling the Feed-in Tariff, failing to cut fuel<br />

duty, not cutting VAT on home improvements and pfaffing around with a<br />

nonsensical Green Deal are downright destructive.<br />

Ihad also written about ‘confidence’ and how it affects markets and the<br />

economy –particularly from the home owner’spoint of view.<br />

Ithink the George Osborne’s recent Autumn Statement bears out what Iwas<br />

saying.<br />

Anyway, moving on –our report onthe National Home Improvement Council<br />

Annual Awards (for which The <strong>Installer</strong> and sister publication The Fabricator<br />

were sponsors) will now appear in the Januaryissue.<br />

Road safety<br />

Aconsultation on plans to increase the speed limit for some HGVs in abid to<br />

boost economic growth have been announced by UK Roads Minister Stephen<br />

Hammond.<br />

The current speed limit on single carriageways for HGVs over 7.5t is 40 mph.<br />

Under the proposals, this could be increased to 45mph or 50mph. The speed<br />

limit for smaller HGVs (those between 3.5t and 7.5t) is 50 mph and this will<br />

remain unchanged.<br />

Department for Transport statistics on monitored free-flow roads estimate that<br />

around 70% of HGVs over 7.5t currently travel over 40 mph and it is argued<br />

that these HGVs have an unfair competitive advantage over those that stick to<br />

the speed limit.<br />

The freight industry says that the proposed changes will help growth by<br />

improving journey times, cutting congestion and reducing costs to business<br />

and the cost of goods people buy.<br />

The consultation will run until 1st February 2013 so do make sure you have<br />

your say at: www.dft.gov.uk/consultations/dft-2012-34/<br />

Camden, one of London’s largest boroughs, meanwhile is planning to<br />

introduce across the board speed limit of 20mph on all its roads. There will<br />

be apublic consultation.<br />

Fine the stupid<br />

If Iget an opportunity to have my say it would be this –most road accidents<br />

involving pedestrians are caused by pedestrians. Speed is afactor in reducing<br />

injury ifthere isanimpact or afactor in allowing adriver to avoid an<br />

accident. Camden and the Governement would be far better off reintroducing<br />

lessons in simple road crossing; getting teachers and the police to monitor<br />

roads near schools and insisting pupils use safe crossing points –and arresting<br />

idiot adults who insist on setting bad examples. Hell get the cameras working<br />

on face recognition and the fines could easily drag us out of recession.<br />

Roper Rants at Green<br />

Deal SoftwareFailure<br />

An investigation by the editor,<br />

John Roper, of leading industry<br />

journal The Fabricator has<br />

highlighted some major flaws in the<br />

Govrnemnt’s Green Deal. He writes:<br />

The Green Deal was launched last<br />

October but you will not have<br />

noticed people clamouring to buy<br />

windows either. This is the flagship<br />

policy of the coalition tohelp<br />

households reduce energy bills by<br />

improving insulation.<br />

However, atthe moment this is<br />

all hypothetical because so far<br />

nobody has been able toapply. It<br />

isn’t that assessment firms have<br />

been without enquiries. But,<br />

according toaninvestigation by the<br />

BBC’s You and Yours consumer<br />

programme, they have been turning<br />

enquirers away. When you consider<br />

that assessment and approval<br />

requires specific computer software<br />

and then consider where the<br />

software is coming from it starts to<br />

make sense. Government<br />

departments do not have avery<br />

good track record when it comes to<br />

software and computer systems.<br />

Previous delays and failure are<br />

almost too many tolist.<br />

In this case assessment requires<br />

two pieces of software. The first is<br />

to produce energy performance<br />

certificates, the second measures<br />

how many people in the property<br />

use gas and electricity. It is the<br />

second piece that is not available.<br />

So the Department for Energy<br />

and Climate Change has fessed-up<br />

that to date the number ofrecorded<br />

assessments for The Green Deal is<br />

zero.<br />

Teething troubles<br />

This may be just teething troubles,<br />

the word is that the software will be<br />

available in January. But itdoesn’t<br />

bode well for apolicy that is a<br />

mainstay of the government’s policy<br />

on energy conservation –‘Flagship’<br />

was their word not mine –and we<br />

are still waiting to find out if<br />

windows and doors will actually<br />

make it through the ‘Golden Rule’.<br />

The Rule is to do with payback<br />

against energy bills within the time<br />

allowed. Ihave heard speculation<br />

by people who should know that, in<br />

the end, fenestration will not be<br />

able toqualify because the payback<br />

period is too long.<br />

The ‘Golden Rule’ states that the<br />

charge attached to the energy bill<br />

should not exceed the expected<br />

savings and the length of the<br />

(re)payment period should not<br />

exceed the lifetime of the measures.<br />

Money lenders<br />

The idea of putting aloan onto a<br />

property rather than an individual<br />

and thus, if the property issold,<br />

passing it on to the next owner, still<br />

smacks of agood idea dreamed up<br />

in apub on Friday night. It all<br />

sounds very reasonable if you read<br />

the Department for Energy and<br />

Climate Change’s booklet. The fact<br />

that the repayments form part of<br />

the household energy bills is<br />

supposed to guarantee that the<br />

lender will get his money back but I<br />

don’t suppose that the people who<br />

wrote this are the kind ofpeople<br />

who have difficulty paying their<br />

bills. What happens ifa<br />

householder gets behind? It<br />

happens. And what about credit<br />

ratings? The house won’t have one,<br />

the occupants will; how will that be<br />

taken into account? Ihave never<br />

met abanker who would not ask<br />

for apersonal guarantee if he can<br />

get one. You can’t, after all, send<br />

the repo-men along torip-out the<br />

cavity wall and loft insulation,<br />

though they might have more luck<br />

with the windows and doors. i<br />

The Crystal Column<br />

Crystal’s Sales Director Matthew Burt says window companies need to adapt and find new markets in 2013<br />

George Osborne has unveiled his Autumn<br />

Statement. Further spending cuts and the UK’s<br />

growth forecasts cut too.<br />

It’s been the same story for four years now but<br />

perhaps this is the new ‘normal’. The economy may not<br />

return tothe boom days of the late nineties and early<br />

noughties. So it’s sink or swim. Businesses need to<br />

adapt to survive.<br />

In the good old days, window companies could do well<br />

without too much effort. Credit was easy to come by<br />

and homeowners were qu<strong>eu</strong>ing up to replace their tired<br />

old windows or extend their homes with aconservatory.<br />

But business won’t fall into your lap now, so you need<br />

to look at new markets and opportunities.<br />

For example, many Crystal customers have found<br />

their niche in coloured profile. We’ve seen agrowing<br />

trend for consumers replacing white PVC-U with<br />

coloured and woodgrain windows and doors. Popular<br />

TV programmes like Homes Under the Hammer, 60-<br />

minute Makeover and Grand Designs have inspired<br />

homeowners to improve their homes and add their<br />

personal stamp with colour.<br />

The Green Deal<br />

You may be sick to death of hearing about it, but The<br />

Green Deal will be big news in 2013 even if it’s unlikely<br />

Bowater Building Projects<br />

and in the process<br />

safeguarded over 100 jobs<br />

and created in excess of 115<br />

new jobs Veka’s Burnley site.<br />

The combined company now<br />

employs nearly 450.<br />

When Veka plc announced the<br />

acquisition of Bowater Building<br />

Products in June 2011, it was a<br />

move that saw the company emerge<br />

as the number one manufacturer of<br />

PVC-U window systems in the UK,<br />

with aturnover of more than<br />

THE TRANSPORT DEPARTMENT AT<br />

HURST PLASTICS’ has been recognised for<br />

achieving ‘outstanding performance’ on<br />

deliveries over the last six months.<br />

The department, consisting of ateam of<br />

nine drivers, not onlysurpassed their average<br />

month on month target of 98%, for on-time-infull<br />

delivery performance but also gained<br />

accreditation from customers praising them<br />

for service.<br />

Edgetech’s foam-based spacer bar Super<br />

SHOW NEXT APRIL made their way to<br />

the Telford International Centre to attend an<br />

Exhibitor Briefing Day, to meet staff and<br />

contractors and to learn about plans for the<br />

visitor campaign.<br />

TheFIT Show’sMatthew Glover told guests<br />

that just ahandful of stands remained despite<br />

floorspace being extended twice. Hewent<br />

on to detail the most extensive campaign ever<br />

staged for aUKglazing exhibition.<br />

Exhibition industryexpert Austen Hawkins<br />

reminded guests of the dos and don’ts of<br />

exhibiting in an hour long presentation that<br />

had many furiously scribbling notes whilst<br />

others qu<strong>eu</strong>ed afterwards to speak to him to<br />

gain more insights. The presentation has<br />

subsequently been added to the Exhibitor<br />

Log-In download sectionofthe FIT Showweb<br />

site for use by all exhibitors whenpreparing<br />

December has arrived again and it’s that time of year when we consider achievements<br />

over the last year and look forward tothe next,writes Mike Billington Chairman of Certass<br />

his has probably been<br />

our busiest year since<br />

Certass was established<br />

in April 2006 –our membership<br />

base now exceeds<br />

2,500. In fact, even though<br />

the country has been through the<br />

toughest trading period since the<br />

1930s, we are still recruiting new<br />

members, many of whom have<br />

never been in aCompetent Person<br />

Scheme before. So it is clear that<br />

the message about the benefits of<br />

our scheme over the alternatives<br />

continues to be received.<br />

Being amember of Certass entitles<br />

you to self certify that your<br />

work complies with current Building<br />

Regulations. As a Certass<br />

member this means that your profile<br />

is boosted and ensures that<br />

your clients are protected from accusations<br />

that their installation is illegal.<br />

<strong>Installer</strong>s who do not belong<br />

to ascheme like Certassmust register<br />

every job with the local authority<br />

and pay asubstantial fee<br />

for each one. Inevitably,this leads<br />

to widespread avoidance of the<br />

legal requirement to get Building<br />

Regulation approval. This puts<br />

your client at risk of local authority<br />

enforcement action which can<br />

lead to aconviction and fine.<br />

Our accreditations<br />

When you join Certass we are required<br />

to assess your capability to<br />

deliver aquality installation for<br />

your customers that complies with<br />

the Building Regulations. This duty<br />

to check your company and its<br />

work is placed on us by central<br />

government and we are subject to<br />

very stringent conditions. After a<br />

gestation period of over three<br />

years, the terms and conditions<br />

under which we operate as a<br />

Competent Person Scheme were<br />

completely rewritten and came<br />

into force in June this year. This<br />

meant we have had to substantially<br />

revise the way we operate<br />

and the way we assess our members.<br />

As partofthis revision it was<br />

necessary for us to apply to the<br />

United Kingdom Accreditation<br />

Service (UKAS) to be accredited<br />

under EN 45011. We achieved<br />

this in May of this year and at the<br />

same time achieved accreditation<br />

to certify the installation of energy<br />

efficient glazing and doors under<br />

the GreenDeal. This means, effectively,<br />

that our members will be<br />

able to apply to Certass to carry<br />

out Green Deal work when the<br />

scheme comes into operation in<br />

2013, subject to them satisfying<br />

certain competence requirements.<br />

Green Deal<br />

Green Deal is ahot topic at the<br />

moment about which installers<br />

have alot of questions. Itisthe<br />

Government initiative that will provide<br />

both homeowners and commercial<br />

customers with the<br />

opportunity to make energy efficient<br />

improvements withouthaving<br />

to pay for the installation costs upfront.<br />

Qualifications<br />

Another way in which our new<br />

terms and conditions of operation<br />

and the GreenDeal initiative have<br />

affected the way we operate is in<br />

the area of glazing sector qualifications.<br />

Both these initiatives will<br />

require installing companies to<br />

demonstrate that they employ a<br />

competentworkforce.This can be<br />

achieved by either:<br />

•Having arecognised national<br />

qualification such as Level 2<br />

NVQ/QCF in Fenestration<br />

Installation; or<br />

•AMinimum Technical<br />

Competence assessment<br />

(MTC assessment).<br />

In order to assist its members to<br />

satisfy these requirements Certass<br />

has partnered with 4GE Academy<br />

to provide funded NVQ/QCF<br />

training and apprenticeship<br />

places for glazing sector qualifications.<br />

4GE Academy specialisesin<br />

the development and management<br />

of apprenticeships and national<br />

qualifications across many<br />

industrysectors, helping to deliver<br />

our commitment to continually improve<br />

industry standards all<br />

Commercial extension<br />

Finally, Certass has applied to the<br />

Government to extend the scope if<br />

its current glazing scheme to commercial<br />

buildings (at present it only<br />

covers domestic dwellings) and<br />

we have also submitted anapplication<br />

to run aCompetent Person<br />

Scheme for building fabric insulation<br />

which will be important when<br />

the Green Dealstarts up next year.<br />

The Government is due to announce<br />

the results of these applications<br />

in the next few weeks. i

TrustMark has gone from<br />

strength to strength since its<br />

launch in 2005, with over<br />

22,000 registered companies<br />

now listed on its website. It is licensed<br />

by the government and is<br />

supported by consumer protection<br />

groups. There are strict criteria<br />

to gain TrustMark status but<br />

firms have gained extra business<br />

Industry qualifications<br />

Changes to Competent Person<br />

Scheme operator licenses in June<br />

2012 highlighted the need for<br />

glazing sector qualifications. The<br />

new operatorlicensesrequire in-<br />

’<br />

stallers to demonstrate evidence<br />

of the competence of employees<br />

against National Occupational<br />

Standards (NOS), achieved either<br />

through recognised qualifications<br />

(Level 2/3 NVQ<br />

Fenestration Installation) or an<br />

MTC (Minimum Technical Competence)<br />

assessment. Where<br />

training is required, the installer<br />

is normally required to cover the<br />

cost. However, Certass in partnership<br />

with 4GE Academy, is<br />

now able to provide fully funded<br />

qualifications at no cost to its<br />

members, which brings anew<br />

level of assistance to Certass<br />

members.<br />

Manual based on the<br />

requirements of Document L<br />

Many home improvement firms<br />

know the building regulations requirements<br />

for their industry but<br />

there are quite afew regulations<br />

that installers may be unsure<br />

about. Therefore, to ensure our<br />

members are always up to date<br />

with requirements, we provide a<br />

free manual. This document is<br />

offered through our members’<br />

area on our website, so it’s easy<br />

to access. Our Chairman, Mike<br />

Billington, authors this manual<br />

and as he has over 40 years’ experience<br />

Bi-folding Doors –<br />

In aprevious article, Don Waterworth touched on the subject of setting up the sub-frame<br />

cause the unwary<br />

installer to be<br />

caught out. These<br />

are the subframe<br />

and<br />

correct toe<br />

and healing<br />

of the units.<br />

Sub Frame<br />

It is not<br />

uncommon<br />

to find asubframe<br />

has<br />

been set<br />

incorrectly.<br />

An installer<br />

should<br />

ensure that<br />

the subframe<br />

is<br />

absolutely<br />

level, diagonally<br />

true<br />

and plumb in<br />

each plane.<br />

As I pointed<br />

out in a<br />

previous article,<br />

you must<br />

put lots of<br />

time in to setup<br />

the subframe.<br />

It is<br />

worth investing inlaser spirit levels<br />

to get the frame absolutely<br />

true.<br />

Toeand heeling units<br />

Even with the sub-frame<br />

absolutely spot on, bi-folds need<br />

to be toeand heeled properly. In<br />

my experience, toe and healing<br />

properly comes with experience<br />

–and toe and healing full glass<br />

panel doors is arelatively new<br />

experience for most. Get it<br />

wrong and bi-folding doors will<br />

not operate effectively.<br />

Consider the operation ofthe bifolding<br />

door.<br />

From an engineering point of<br />

view, once the doors are open,<br />

they are ina‘cantilevered’ position,<br />

with much of the weight<br />

being held by the top pin and a<br />

lesser amount by the bottom pin.<br />

This puts an immense amount of<br />

strain on the pins and also on the<br />

outer frame ofthe doors themselves.<br />

This can lead to‘dropping’.<br />

Problems observed<br />

Most of the bi-folding doors I<br />

haveinspectedrecently have suffered<br />

from one or both of the<br />

problems mentioned above.<br />

Despite these problemsmanifesting<br />

themselves as poorly functioning<br />

doors, customers have<br />

continued touse them and eventually<br />

have to force themtoclose<br />

and subsequently to lock. This<br />

just creates more problems and<br />

can lead to damaged hinges,<br />

damaged locks and adamaged<br />

threshold or door. <br />

Return visits<br />

Iwould advise any company<br />

that supplies bi-folding<br />

doors tothe trade to put in<br />

their guidelines that ‘it<br />

should be anticipated that<br />

bi-folding doors may well<br />

require re-toeing and heeling<br />

on aregular basis (i.e.<br />

every 12-18months) and<br />

thus ‘maintenance’ should<br />

be built into the sales contract’.<br />

Bi-folding door manufacturers<br />

should be aware<br />

of the potential to be<br />

blamed for a defective<br />

product when in reality it is<br />

incorrect installation which<br />

has caused the failure.<br />

I have incorporated diagrams<br />

kindly provided to<br />

me by Duration Windows<br />

of Canvey Island, Essex<br />

showing the typical toe and<br />

heeling positions of bi-folds.<br />

Preparation is the key<br />

As with all installations,<br />

preparation should be the<br />

watch word. It is of little<br />

assistance to your business<br />

to quickly fit aset of 4, 5or<br />

6panel bi-folding doors to<br />

then have toreturn every 2-<br />

3weeks toadjust them.<br />

Seeing is believing<br />

There are alot of good bifolding<br />

products on the marketand<br />

most of the ones that<br />

I have inspected over the<br />

last two tothree years have<br />

been well manufactured<br />

however without exception,<br />

they have been installed<br />

incorrectly. (N.B. I don’t<br />

inspect things unless someone<br />

thinks there is aproblem.<br />

I’m sure there are plenty<br />

of bi-fold installations out<br />

there that are of avery high<br />

standard –Ijust don’t get<br />

called to look at them.) i<br />

Consumers have been inspired<br />

by the likes ofKevin McCloud<br />

and the Grand Designs show to<br />

look at their property not just in<br />

terms ofbricks and mortar but in<br />

terms oflight and space.<br />

Without question, adding abifolding<br />

door to any building project<br />

adds considerablelight, flexibility<br />

and offers atrue sense of<br />

grand<strong>eu</strong>r. Asahigh ticket item<br />

and as we continue the steady<br />

march out of economic recession,<br />

the market for these doors<br />

will continue to prosper.<br />

Encourage spending<br />

We should also consider the current<br />

economic status with regard<br />

to bank lending and the housing<br />

market. Lending from the banks<br />

is never likely to be so liberal<br />

again for many years, following<br />

the banking crisis and this not<br />

only impacts on first time buyers<br />

but also those consumers wanting<br />

to move up the housing ladder<br />

with arelatively limited budget.<br />

The result isthat consumers<br />

do have a level of disposable<br />

income and adesire to improve<br />

their living environment but we<br />

need to identify and entice them<br />

to do so.<br />

Abi-folding door can make a<br />

radical transformation for the<br />

key living areas in ahouse, particularly<br />

the lounge and dining/kitchen<br />

areas. In the new<br />

build market, style savvy developersare<br />

already introducing bifolding<br />

doors often atthe back<br />

of properties and even integrat-<br />

homeowners eager to add<br />

Replacement<br />

In some housesthere is already a<br />

suitable opening for abi-folding<br />

door where currently a large<br />

patio door is in place with atypical<br />

span of 2.0 -2.5m. There<br />

are also opportunities where<br />

there are French doors on the<br />

back of properties with fixed<br />

lights either side. For the sales<br />

savvy installation companies<br />

with ahistory, there’s the opportunity<br />

to go back and sell abifolding<br />

door as an upgrade to<br />

existing customers.<br />

Bi-folding doors are also increasingly<br />

specified for conservatories,<br />

according to the latest statistics<br />

from the Palmer Report,<br />

which suggests that their adoption<br />

has increased three-fold<br />

over the last 12 months. This isn’t<br />

surprising as the value and size<br />

of conservatories increases.<br />

New conservatories are being<br />

installed with bi-folding doors as<br />

an upgrade to French doors and<br />

sliding patio doors and also as<br />

part ofthe overall conservatory<br />

or Orangery design. They are<br />

also being incorporated into<br />

conservatory refurbishment projects,<br />

where existing homeownerswant<br />

to re-ignite their passion<br />

for extended living.<br />

Materials and price points<br />

In terms ofmaterials and price<br />

points bi-folding doors are now<br />

available in PVC-U, aluminium<br />

and timber (all single or dual<br />

colour) and this is something that<br />

we’re pioneering at KAT UK.<br />

Each material has its own merits<br />

and are suitable for different<br />

types of project.<br />

PVC-U bi-folding doors have<br />

come alongway in recent years<br />

and there are now afew second<br />

generation dedicated systems<br />

outthere in themarketplace.The<br />

dedicated systems by far outperform<br />

earlier ones that have been<br />

manufactured with existing window<br />

and door system profiles<br />

and they also provide better<br />

sightlines with less PVC-U and<br />

more glass.<br />

Signaturesigns its name to security<br />

Pioneer isfitting the SAC VSeries Shootvault 3D<br />

Locking System and high quality, cast zinc handles<br />

as standard on its Signature Casement window. The<br />

Signature Window has become one of the most secure<br />

available, as through the addition as standard of a<br />

door-type deadbolt lock. The Shootvault 3D lock pro-<br />

vides 11point locking with adeadbolt to provide what<br />

the company claims is virtually impregnable security.<br />

The 3D shootbolt arrangement incorporates acam<br />

on the shootbolt which extends into ahardened steel<br />

keep to prevent the shootbolt being levered out of its<br />

location. Thus ashootbolt locking system is designed<br />

to resist attack on all three planes offering significantly<br />
