4.8.4. Key Findings<br />

4.8.4.1. $64.8 milli<strong>on</strong> of Demurrage costs could not be verified<br />

After the submissi<strong>on</strong> of our initial report to the <str<strong>on</strong>g>Audit</str<strong>on</strong>g>or-General of the Federati<strong>on</strong> <strong>on</strong> 28 November<br />

2014, the following was brought to our attenti<strong>on</strong> by <strong>NNPC</strong> regarding Demurrage claims:<br />

Only Demurrage claims by traders involved in Swap arrangements result in a direct reducti<strong>on</strong><br />

in value from the refined products supplied by the traders. Such claims therefore account for<br />

the reducti<strong>on</strong> in expected domestic crude revenue remittance. We were provided with the<br />

latest rec<strong>on</strong>ciled demurrage positi<strong>on</strong> agreed between <strong>NNPC</strong>/PPMC and the oil traders which<br />

would have reduced the value of refined products supplied by the traders. The total claim by<br />

the 4 oil traders affected relating to January 2012 - July 2013 liftings amounted to<br />

$143milli<strong>on</strong>. This is summarized in Table H3 below.<br />

Demurrage claims by SIR (the oil trader involved in Offshore Processing Arrangement with<br />

<strong>NNPC</strong>/PPMC) are invoiced and settled by cash. We were informed by <strong>NNPC</strong> that due to<br />

certain c<strong>on</strong>tract disagreements, n<strong>on</strong>e of the claims were settled during the period under<br />

review. Amounts relating to SIR have therefore been excluded from the explanati<strong>on</strong>s for<br />

unremitted crude oil revenue.<br />

4.8.4.2. Unsubstantiated $0.25billi<strong>on</strong> NPA Charges claim<br />

No supporting documents were provided for the $0.25billi<strong>on</strong> claimed as NPA Charges.<br />
