QUESTION: Did you get a sense that <strong>the</strong> two leaders trusted each o<strong>the</strong>r to carry<br />

out <strong>the</strong>se objectives that <strong>the</strong>y announced?<br />

SECRETARY POWELL: My sense is that a degree of trust was created today, and<br />

<strong>the</strong>y both left here understand<strong>in</strong>g that what <strong>the</strong>y both have to do is per<strong>for</strong>m. Only<br />

results will build on <strong>the</strong> <strong>in</strong>itial level of trust that was recreated over <strong>the</strong> last two<br />

days, and both sides left here know<strong>in</strong>g action is required, results are required. And<br />

if <strong>the</strong>y are both are able to deliver, <strong>the</strong>n I really th<strong>in</strong>k we have -- we are mov<strong>in</strong>g<br />

<strong>for</strong>ward, we have a way to move <strong>for</strong>ward. And both sides will be anxious to move<br />

<strong>for</strong>ward.<br />

DR. RICE: There was also quite a bit of <strong>in</strong>terchange between members of <strong>the</strong> two<br />

delegations, and I th<strong>in</strong>k that was a good th<strong>in</strong>g, as well.<br />

SECRETARY POWELL: While we were outside -- while <strong>the</strong>y were outside on <strong>the</strong><br />

lawn, <strong>in</strong>side <strong>the</strong>re were a lot of conversations go<strong>in</strong>g on. I sat <strong>with</strong> <strong>the</strong> M<strong>in</strong>ister of<br />

Defense and <strong>with</strong> M<strong>in</strong>ister Dahlan -- and Condi did, as well. Condi was <strong>with</strong> him <strong>for</strong><br />

about 10 or 15 m<strong>in</strong>utes, and <strong>the</strong>n I sat <strong>with</strong> him <strong>for</strong> ano<strong>the</strong>r half hour, talk<strong>in</strong>g about<br />

security, let's move <strong>for</strong>ward. So I th<strong>in</strong>k that was very important, too.<br />

QUESTION: Where do we go from here?<br />

SECRETARY POWELL: Well, first and <strong>for</strong>emost, we're go<strong>in</strong>g to get our team <strong>in</strong> to<br />

provide a mechanism so <strong>the</strong>y can talk to each o<strong>the</strong>r directly and have someone <strong>in</strong><br />

<strong>the</strong> room who can sort of make calls and monitor progress and help <strong>the</strong>m connect<br />

back to us and to o<strong>the</strong>r members of <strong>the</strong> <strong>in</strong>ternational community to get <strong>the</strong>m <strong>the</strong><br />

resources <strong>the</strong>y need.<br />

But it's beyond just security and <strong>in</strong>telligence exchange and monitor<strong>in</strong>g. There's<br />

go<strong>in</strong>g to be an economic component to <strong>the</strong> team that's com<strong>in</strong>g <strong>in</strong>, because we've<br />

got to look just beyond security to <strong>the</strong> economic needs of <strong>the</strong> Palest<strong>in</strong>ian people<br />

and <strong>the</strong> Israel people. So get <strong>the</strong> team <strong>in</strong> place.<br />

And, frankly, we have asked both sides to start do<strong>in</strong>g th<strong>in</strong>gs right away. And Prime<br />

M<strong>in</strong>ister Sharon said he would start do<strong>in</strong>g th<strong>in</strong>gs. The outposts, we expect some of<br />

<strong>the</strong>m to be dismantled <strong>in</strong> <strong>the</strong> very, very near future. And he'll be tak<strong>in</strong>g o<strong>the</strong>r steps.<br />

They said <strong>the</strong>y would be tak<strong>in</strong>g more of <strong>the</strong> steps of <strong>the</strong> k<strong>in</strong>d that Prime M<strong>in</strong>ister<br />

Sharon presented to me a couple of weeks ago. And M<strong>in</strong>ister Dahlan knows that we<br />

are expect<strong>in</strong>g him to take some steps right away -- not months from now, right<br />

away.<br />

QUESTION: Does <strong>the</strong> removal of <strong>the</strong> outposts go far enough, <strong>in</strong>itially?<br />

SECRETARY POWELL: It's a start. I mean, we've got to get started. I th<strong>in</strong>k it is a<br />

good start. It will show to <strong>the</strong> Palest<strong>in</strong>ian people and to <strong>the</strong> world that Israel is<br />

prepared to do th<strong>in</strong>gs that <strong>the</strong>y were not prepared to do be<strong>for</strong>e this meet<strong>in</strong>g


occurred.<br />

DR. RICE: And <strong>the</strong> Prime M<strong>in</strong>ister also made important statements about territorial<br />

contiguity of <strong>the</strong> Palest<strong>in</strong>ian state and so <strong>for</strong>th, <strong>in</strong> a k<strong>in</strong>d of <strong>for</strong>ward-lean<strong>in</strong>g way.<br />

QUESTION: What did he mean by that? And is his notion of territorial contiguity <strong>the</strong><br />

same as <strong>the</strong> Palest<strong>in</strong>ians? Does it <strong>in</strong>clude bridges and tunnels, or does it <strong>in</strong>clude a<br />

solid chunk of land <strong>with</strong> no pocket?<br />

DR. RICE: A lot of <strong>the</strong>se are issues <strong>for</strong> negotiation. But <strong>the</strong> important th<strong>in</strong>g is to<br />

commit to <strong>the</strong> pr<strong>in</strong>ciple that Israel understands that its action should not pre-judge<br />

any questions that are <strong>the</strong>re <strong>for</strong> <strong>the</strong> negotiation. But we have hard negotiations<br />

ahead, obviously.<br />

SECRETARY POWELL: A contiguous state has to be a state that both sides accept<br />

and that is viable. It can have an economy, people can move back and <strong>for</strong>th freely.<br />

And both people feel <strong>the</strong>y have achieved <strong>the</strong>ir objective. They have a state that<br />

<strong>the</strong>y can call <strong>the</strong>ir own, liv<strong>in</strong>g <strong>in</strong> peace <strong>with</strong> ano<strong>the</strong>r state.<br />

But what it's go<strong>in</strong>g to look like rema<strong>in</strong>s to be seen. But I th<strong>in</strong>k we have a pretty<br />

good understand<strong>in</strong>g and <strong>the</strong>y, ultimately, will make <strong>the</strong> decision.<br />

QUESTION: How quickly will <strong>the</strong> implementation group start? How quickly will John<br />

Wolf get here?<br />

SECRETARY POWELL: John will be here -- I'll have to get home and tell him to<br />

pack his bag. He's been prepar<strong>in</strong>g <strong>for</strong> <strong>the</strong> last two weeks. He's known about this <strong>for</strong><br />

two weeks. So John is prepar<strong>in</strong>g himself, a team is be<strong>in</strong>g organized. We've got two<br />

very competent envoys here now <strong>in</strong> Ambassador Kurtzer, and <strong>the</strong> act<strong>in</strong>g Consul<br />

General, General Jeff Feltman. Jeff will be play<strong>in</strong>g an active role <strong>with</strong> John,<br />

because permanent Consul General is on <strong>the</strong> way out. So we're go<strong>in</strong>g to have a<br />

strong team here and we'll be on <strong>the</strong> ground and operat<strong>in</strong>g <strong>in</strong> <strong>the</strong> very near future. I<br />

don't want to tell you tomorrow or next week, but certa<strong>in</strong>ly very soon.<br />

QUESTION: -- of Prime M<strong>in</strong>ister Abbas' statements about security? Did he go<br />

far<strong>the</strong>r than <strong>the</strong>y had <strong>in</strong> <strong>the</strong> past <strong>in</strong> promis<strong>in</strong>g an end to terrorism?<br />

SECRETARY POWELL: I th<strong>in</strong>k he has. I have never heard com<strong>in</strong>g out of previous<br />

leaders of <strong>the</strong> Palest<strong>in</strong>ian people and Authority that k<strong>in</strong>d of unequivocal statement<br />

about end<strong>in</strong>g terror, not because <strong>the</strong> Americans want us to or <strong>the</strong> Israelis want it,<br />

because we need it. The Palest<strong>in</strong>ian people need it. And he said it <strong>in</strong> Arabic and he<br />

said it repeatedly. He's been say<strong>in</strong>g it <strong>for</strong> <strong>the</strong> last several days and I th<strong>in</strong>k it was an<br />

important and powerful demonstration of his <strong>in</strong>tent.<br />

QUESTION: Can he do it? Can he pull it off?<br />

SECRETARY POWELL: Well, he is committed to it. The Palest<strong>in</strong>ian people and <strong>the</strong><br />

Palest<strong>in</strong>ian legislature put him <strong>in</strong> this position to do so, and he has got <strong>the</strong> people<br />

who can do it <strong>in</strong> M<strong>in</strong>ister Dahlan. And <strong>the</strong> <strong>in</strong>ternational community and now <strong>the</strong><br />

President of <strong>the</strong> United States said we're go<strong>in</strong>g to help him. And Prime M<strong>in</strong>ister<br />

Sharon says, I'm here to help you too, let's get go<strong>in</strong>g.<br />

DR. RICE: And <strong>the</strong> Arabs yesterday committed to help<strong>in</strong>g, too, and that's very<br />

important.<br />

QUESTION: Could you tell us a little bit more about <strong>the</strong> atmospherics, <strong>the</strong> mood<br />

between Sharon and Abbas <strong>in</strong> <strong>the</strong> room?<br />

SECRETARY POWELL: I th<strong>in</strong>k it was good. It was a <strong>for</strong>mal sett<strong>in</strong>g <strong>with</strong> m<strong>in</strong>isters at<br />

<strong>the</strong> table and <strong>the</strong>n beh<strong>in</strong>d. And <strong>the</strong>y both laid out <strong>the</strong>ir positions ra<strong>the</strong>r briefly. The<br />

President led <strong>the</strong> discussion.


But I th<strong>in</strong>k <strong>the</strong> atmospherics, once we got rid of all of <strong>the</strong> m<strong>in</strong>isters and went<br />

outside, <strong>the</strong> atmospherics as you could see from whatever was on <strong>the</strong> screen, was<br />

very, very good. They got down to talk<strong>in</strong>g as three men committed to peace,<br />

committed to try<strong>in</strong>g to f<strong>in</strong>d a solution. The situation we are <strong>in</strong> now is unsusta<strong>in</strong>able<br />

<strong>for</strong> any of <strong>the</strong> parties.<br />

QUESTION: Do <strong>the</strong> prime m<strong>in</strong>isters trust each o<strong>the</strong>r? Do you believe <strong>the</strong> prime<br />

m<strong>in</strong>isters trust each o<strong>the</strong>r?<br />

SECRETARY POWELL: You know, I th<strong>in</strong>k a degree of trust was built up over <strong>the</strong><br />

last couple of days. Real trust is go<strong>in</strong>g to come from per<strong>for</strong>mance and you'll have to<br />

ask <strong>the</strong>m. But I th<strong>in</strong>k <strong>the</strong>y both left here believ<strong>in</strong>g that we have gotten off to a good<br />

start <strong>in</strong> this new process, and <strong>the</strong>y're look<strong>in</strong>g <strong>for</strong>ward to work<strong>in</strong>g <strong>with</strong> each o<strong>the</strong>r,<br />

and that's a tremendous achievement of <strong>the</strong>se couple of days.<br />

DR. RICE: They spent 40 m<strong>in</strong>utes toge<strong>the</strong>r, outside alone.<br />

QUESTION: Thank you.<br />
