Governments in <strong>the</strong> regi<strong>on</strong> have also been incorporating envir<strong>on</strong>mental issues into <strong>the</strong>ir policies<br />
and planning systems by including envir<strong>on</strong>mental protecti<strong>on</strong> as <strong>on</strong>e of <strong>the</strong> stated objectives of <strong>the</strong>ir<br />
nati<strong>on</strong>al <str<strong>on</strong>g>development</str<strong>on</strong>g> plans, integrating envir<strong>on</strong>mental instituti<strong>on</strong>s into <strong>the</strong>ir legal and general instituti<strong>on</strong>al<br />
frameworks, c<strong>on</strong>cluding multilateral envir<strong>on</strong>mental agreements, incorporating envir<strong>on</strong>mental<br />
c<strong>on</strong>siderati<strong>on</strong>s into trade integrati<strong>on</strong> mechanisms and developing fiscal tools that can be used to promote<br />
envir<strong>on</strong>mental management. C<strong>on</strong>cern about climate change is also reflected in <strong>the</strong> vast majority of <strong>the</strong>se<br />
<str<strong>on</strong>g>development</str<strong>on</strong>g> strategies or plans, with climate change being seen as a mega-trend that will be <strong>on</strong>e of <strong>the</strong><br />
determinants of nati<strong>on</strong>al <str<strong>on</strong>g>development</str<strong>on</strong>g> processes or as a comp<strong>on</strong>ent of envir<strong>on</strong>mental policy. Where this<br />
latter approach is taken, climate change strategies have been developed that set out defined objectives,<br />
lines of acti<strong>on</strong>, benchmarks and targets. Some countries, such as Mexico, have strategic programmes for<br />
dealing with climate change that have been designed to incorporate medium- and l<strong>on</strong>g-term projecti<strong>on</strong>s<br />
into short-term acti<strong>on</strong>s aligned with <strong>the</strong>ir nati<strong>on</strong>al <str<strong>on</strong>g>development</str<strong>on</strong>g> plan. 25<br />
Streng<strong>the</strong>ning planning processes is of crucial importance in order to coordinate <strong>the</strong> various areas<br />
of government acti<strong>on</strong>. Poor coordinati<strong>on</strong> in this respect is, as noted earlier, <strong>on</strong>e of <strong>the</strong> factors that reduces<br />
<strong>the</strong> effectiveness of policies designed to promote sustainability (e.g., energy efficiency policies) (see also<br />
chapter II). Moreover, any socioec<strong>on</strong>omic activity has a territorial impact. Land-use planning is a<br />
scientific, technical and administrative discipline and involves political acti<strong>on</strong>. Indeed, it is c<strong>on</strong>ceived as a<br />
comprehensive, interdisciplinary practice, designed to achieve balanced <str<strong>on</strong>g>development</str<strong>on</strong>g> between <strong>the</strong> regi<strong>on</strong>s<br />
and proper organizati<strong>on</strong> of land space. Authorities should be urged to develop nati<strong>on</strong>al,<br />
subnati<strong>on</strong>al/regi<strong>on</strong>al or local land-use plans that project spatially <strong>the</strong> social, ec<strong>on</strong>omic and envir<strong>on</strong>mental<br />
policies that are part and parcel of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>. The distributi<strong>on</strong> of human activities under<br />
<strong>the</strong>se plans should be subject to <strong>the</strong> potential and limitati<strong>on</strong>s of <strong>the</strong> land, <strong>the</strong>reby preventing and/or<br />
mitigating risks for human security (UNCRD, <str<strong>on</strong>g>20</str<strong>on</strong>g>11b).<br />
O<strong>the</strong>r challenges also remain to be met, such as those involved in expanding and implementing<br />
planning mechanisms and achieving an appropriate allocati<strong>on</strong> of resources am<strong>on</strong>g <strong>the</strong>ir various<br />
comp<strong>on</strong>ents. This is <strong>the</strong> framework within which <strong>the</strong> need to streng<strong>the</strong>n <strong>the</strong> envir<strong>on</strong>mental pillar of<br />
<str<strong>on</strong>g>development</str<strong>on</strong>g> must be understood, as will be discussed in <strong>the</strong> following chapter.<br />
