Transportati<strong>on</strong> infrastructure for c<strong>on</strong>necti<strong>on</strong>s between different cities and regi<strong>on</strong>s is a crucial element<br />
for <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g> of <strong>the</strong> entire territory of a given country. In <strong>the</strong> mid-1980s and early 1990s, most of <strong>the</strong><br />
Latin American countries made a great deal of progress in expanding and improving transport infrastructure<br />
and services. The regi<strong>on</strong> still exhibits a substantial shortfall in terms of infrastructure and associated logistical<br />
services. Private enterprises have been actively encouraged to take up infrastructure c<strong>on</strong>cessi<strong>on</strong>s, but transport<br />
service coverage has not expanded a great deal, as most public and private investment in infrastructure has<br />
been channelled into highway c<strong>on</strong>structi<strong>on</strong>, ra<strong>the</strong>r than into o<strong>the</strong>r modes of transport, such as railroads and<br />
shipping, which could provide more <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> transportati<strong>on</strong> opti<strong>on</strong>s.<br />
A comparis<strong>on</strong> of <strong>the</strong> stock of infrastructure in <strong>the</strong> regi<strong>on</strong> with <strong>the</strong> stock in o<strong>the</strong>r emerging<br />
ec<strong>on</strong>omies shows that <strong>the</strong> expansi<strong>on</strong> of infrastructure service coverage in Latin America has fallen short of<br />
what is required to meet existing needs. This is illustrated in figure I.<str<strong>on</strong>g>20</str<strong>on</strong>g>, which depicts <strong>the</strong> trend in per capita<br />
kilometres of paved roadways. While <strong>the</strong> countries of South-East Asia witnessed an increase in this<br />
indicator between 1980 and <str<strong>on</strong>g>20</str<strong>on</strong>g>05, <strong>the</strong> Latin American and Caribbean regi<strong>on</strong> has seen a decline. This<br />
situati<strong>on</strong> poses a physical c<strong>on</strong>straint <strong>on</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g>, which needs to be overcome as a matter of urgency,<br />
At <strong>the</strong> same time, however, it is an opportunity to incorporate sustainability criteria in future transport<br />
infrastructure investments, so as to promote low-carb<strong>on</strong> soluti<strong>on</strong>s, minimize o<strong>the</strong>r types of envir<strong>on</strong>mental<br />
impact and improve (ra<strong>the</strong>r than impair) <strong>the</strong> quality of life of <strong>the</strong> populati<strong>on</strong>. This poses major<br />
instituti<strong>on</strong>al challenges. Most of <strong>the</strong> countries in <strong>the</strong> regi<strong>on</strong> make explicit reference to sustainability in<br />
government policy, but <strong>the</strong>re has been very little progress in terms of <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g> and effective<br />
implementati<strong>on</strong> of policies and programmes <strong>on</strong> public transport and related infrastructure.<br />
