SUSTAINABLE CONSUMPTION AND PRODUCTION IN THE REGION<br />

In line with principle 8 of <strong>the</strong> Rio Declarati<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment and Development, <strong>the</strong> Latin American and Caribbean<br />

regi<strong>on</strong> has joined <strong>the</strong> internati<strong>on</strong>al community in its commitment to work towards <strong>the</strong> establishment of more <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />

producti<strong>on</strong> and c<strong>on</strong>sumpti<strong>on</strong> patterns. To that end, <strong>the</strong> regi<strong>on</strong> has embarked <strong>on</strong> a number of different initiatives.<br />

By its Decisi<strong>on</strong> No. 12/<str<strong>on</strong>g>20</str<strong>on</strong>g>03, <strong>the</strong> Forum of Ministers of <strong>the</strong> Envir<strong>on</strong>ment of Latin America and <strong>the</strong><br />

Caribbean established <strong>the</strong> Council of Government Experts <strong>on</strong> Sustainable C<strong>on</strong>sumpti<strong>on</strong> and Producti<strong>on</strong> and tasked it<br />

with promoting and facilitating <strong>the</strong> adopti<strong>on</strong> of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong> patterns. The Council is<br />

composed of representatives of each country’s focal point for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong>, which, in<br />

most cases, is located in <strong>the</strong> nati<strong>on</strong>al agency or ministry resp<strong>on</strong>sible for envir<strong>on</strong>mental affairs.<br />

The results of a survey of <strong>the</strong> focal points for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong> in <str<strong>on</strong>g>20</str<strong>on</strong>g> countries of <strong>the</strong><br />

regi<strong>on</strong> indicate that a great deal of work is being d<strong>on</strong>e in this area. Most of <strong>the</strong> countries have launched initiatives to<br />

step up <strong>the</strong> pace of <strong>the</strong> transiti<strong>on</strong> to <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong> patterns and, in nearly half of <strong>the</strong>m,<br />

<strong>the</strong>se initiatives have been incorporated into <strong>the</strong> countries’ nati<strong>on</strong>al <str<strong>on</strong>g>development</str<strong>on</strong>g> plans. A similar number of<br />

countries have opened <strong>the</strong> way for participati<strong>on</strong> in design and implementati<strong>on</strong> tasks by o<strong>the</strong>r public-sector agencies<br />

working in such areas as ec<strong>on</strong>omics and transport. Little headway has been made in implementati<strong>on</strong>, however.<br />

Training, technical assistance, various forms of recogniti<strong>on</strong> and incentives are <strong>the</strong> most comm<strong>on</strong>ly used<br />

tools for promoting <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong> patterns in <strong>the</strong> regi<strong>on</strong>. Laws, regulati<strong>on</strong>s and penalties<br />

relating to market creati<strong>on</strong> and <strong>da</strong>mages are being applied in very few cases. The types of incentives for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />

c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong> patterns that are being used, for <strong>the</strong> most part, are measures designed to provide<br />

financing for envir<strong>on</strong>mental investments, tax incentives and voluntary agreements. In most cases, special forms of<br />

support are provided for small and medium-sized enterprises (e.g., awards, quality certificati<strong>on</strong>s, technical<br />

assistance, tax breaks and o<strong>the</strong>r incentives).<br />

A number of countries have launched <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> government procurement initiatives. Most of <strong>the</strong>se projects are<br />

still in <strong>the</strong>ir initial stages, however. All <strong>the</strong> countries that resp<strong>on</strong>ded to <strong>the</strong> survey said that <strong>the</strong>ir advocacy of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />

c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong> patterns has been based <strong>on</strong> a participatory process and that <strong>the</strong>y have set up informati<strong>on</strong> and<br />

training networks dealing with sustainability issues, including those relating to c<strong>on</strong>sumpti<strong>on</strong> and producti<strong>on</strong>.<br />

Mining and hydrocarb<strong>on</strong>s<br />

A number of countries in <strong>the</strong> regi<strong>on</strong> have a l<strong>on</strong>g traditi<strong>on</strong> of mining and hydrocarb<strong>on</strong> producti<strong>on</strong>.<br />

In some of <strong>the</strong>m, <strong>the</strong>se industries are a major driver of ec<strong>on</strong>omic activity, account for a large share of<br />

exports and are an important source of fiscal revenue (Altom<strong>on</strong>te, <str<strong>on</strong>g>20</str<strong>on</strong>g>08; Campodónico, <str<strong>on</strong>g>20</str<strong>on</strong>g>09). In fact, as<br />

noted earlier, <strong>the</strong> ec<strong>on</strong>omic growth attained by <strong>the</strong> regi<strong>on</strong> in <str<strong>on</strong>g>20</str<strong>on</strong>g>03-<str<strong>on</strong>g>20</str<strong>on</strong>g>08 was closely related to <strong>the</strong> upswing<br />

in demand for commodities, including mineral products and hydrocarb<strong>on</strong>s, which figure prominently in<br />

<strong>the</strong> regi<strong>on</strong>’s export matrix (see figures I.18 and I.19).<br />

Since <strong>the</strong> 1990s, global hydrocarb<strong>on</strong>s and mining industries have underg<strong>on</strong>e major changes<br />

which have included <strong>the</strong>ir c<strong>on</strong>soli<strong>da</strong>ti<strong>on</strong> and transnati<strong>on</strong>alizati<strong>on</strong>. In <strong>the</strong> regi<strong>on</strong>, regulatory reforms were<br />

introduced in <strong>the</strong>se sectors in <strong>the</strong> 1990s as part of a policy package designed to bring about structural<br />

changes (opening up trade, liberalizing <strong>the</strong> financial sector, downsizing <strong>the</strong> public sector and offering<br />

incentives for foreign investment) in <strong>the</strong> regi<strong>on</strong>’s ec<strong>on</strong>omies (Sánchez and Lardé, <str<strong>on</strong>g>20</str<strong>on</strong>g>06). The depth and<br />

nature of <strong>the</strong>se reforms, particularly in terms of <strong>the</strong> role to be played by State enterprises, varied across<br />

countries and differed between <strong>the</strong> mining sector and <strong>the</strong> hydrocarb<strong>on</strong>s industry. In some countries, Staterun<br />

oil companies began to regain lost ground in <strong>the</strong> early <str<strong>on</strong>g>20</str<strong>on</strong>g>00s.
