A number of methods exist for calculating a multidimensi<strong>on</strong>al measurement of poverty.<br />
Figure I.5 shows outcomes based <strong>on</strong> <strong>the</strong> unmet basic needs method. The countries with <strong>the</strong> highest<br />
multidimensi<strong>on</strong>al poverty rates are also those with <strong>the</strong> highest rates of m<strong>on</strong>etary poverty.<br />
Multidimensi<strong>on</strong>al poverty rates came down in practically all of <strong>the</strong> countries of <strong>the</strong> regi<strong>on</strong> in <strong>the</strong> past<br />
decade (ECLAC, <str<strong>on</strong>g>20</str<strong>on</strong>g>11a).<br />

The survey year used differs between countries. The period <str<strong>on</strong>g>20</str<strong>on</strong>g>00 corresp<strong>on</strong>ds to <strong>the</strong> latest survey available in <str<strong>on</strong>g>20</str<strong>on</strong>g>00, and <strong>the</strong><br />
period <str<strong>on</strong>g>20</str<strong>on</strong>g>09 represents <strong>the</strong> latest surveys available between <str<strong>on</strong>g>20</str<strong>on</strong>g>06 and <str<strong>on</strong>g>20</str<strong>on</strong>g>09.<br />

The surveys available around <strong>the</strong> year <str<strong>on</strong>g>20</str<strong>on</strong>g>00 do not support a comparable estimate of multidimensi<strong>on</strong>al poverty.<br />

The multidimensi<strong>on</strong>al analysis of human security reveals <strong>the</strong> interrelati<strong>on</strong>ships and<br />
complementarities between <strong>the</strong> different dimensi<strong>on</strong>s of pers<strong>on</strong>al security (ec<strong>on</strong>omic, envir<strong>on</strong>mental,<br />
health, community, food and political) and provides insight into vulnerability and <strong>the</strong> critical events that<br />
have a bearing <strong>on</strong> people’s lives, <strong>the</strong>ir survival and <strong>the</strong>ir dignity as pers<strong>on</strong>s. If <strong>on</strong>e dimensi<strong>on</strong> is affected,<br />
ano<strong>the</strong>r or all of <strong>the</strong> o<strong>the</strong>rs may be as well. For example, lack of envir<strong>on</strong>mental security can also generate<br />
low food security, undermining health security. Precarious health can also have repercussi<strong>on</strong>s <strong>on</strong><br />
ec<strong>on</strong>omic security and so forth. The links between poverty, <strong>on</strong> <strong>the</strong> <strong>on</strong>e hand, and vulnerability to<br />
envir<strong>on</strong>mental degra<strong>da</strong>ti<strong>on</strong> and natural disasters, <strong>on</strong> <strong>the</strong> o<strong>the</strong>r, have become increasingly stark. The most<br />
disadvantaged sectors of <strong>the</strong> populati<strong>on</strong> are also <strong>the</strong> most likely to suffer loss of income and assets in <strong>the</strong><br />
event of ec<strong>on</strong>omic and envir<strong>on</strong>mental events that encroach up<strong>on</strong> <strong>the</strong> various aspects of human security.<br />
They suffer most <strong>from</strong> diseases associated with exposure to toxic products, waste, and polluted water and
