Governments must be encouraged to ratify and implement internati<strong>on</strong>al instruments<br />
protecting <strong>the</strong> rights of disadvantaged groups, in particular children under two <str<strong>on</strong>g>years</str<strong>on</strong>g>,<br />
women and indigenous peoples, especially <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> <strong>the</strong> <strong>Eli</strong>minati<strong>on</strong> of All Forms<br />
of Discriminati<strong>on</strong> against Women, <strong>the</strong> Beijing Platform for Acti<strong>on</strong> and <strong>the</strong> United Nati<strong>on</strong>s<br />
Declarati<strong>on</strong> <strong>on</strong> <strong>the</strong> Rights of Indigenous Peoples, and align with <strong>the</strong> internati<strong>on</strong>al<br />
framework of <strong>the</strong> Scaling Up Nutriti<strong>on</strong> (SUN) Initiative<br />
It is essential to work towards regi<strong>on</strong>-wide cooperati<strong>on</strong> and agreements to gradually<br />
internalize envir<strong>on</strong>mental costs<br />
Unilateral measures in this area are likely to carry heavy competitiveness-related costs for<br />
countries. Accordingly, regi<strong>on</strong>al (and ideally global) commitments are needed to drive headway in <strong>the</strong><br />
preparati<strong>on</strong> of integrated natural capital accounts and o<strong>the</strong>r instruments such as ec<strong>on</strong>omic stan<strong>da</strong>rds and<br />
measures with early implementati<strong>on</strong> deadlines. Regi<strong>on</strong>al cooperati<strong>on</strong> <strong>on</strong> technical assistance, capacitybuilding<br />
and knowledge exchange, am<strong>on</strong>g o<strong>the</strong>r goals, are also necessary.<br />
Ano<strong>the</strong>r useful measure would be to create global market incentives for <strong>the</strong> c<strong>on</strong>servati<strong>on</strong> and<br />
<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> management of biodiversity, including <strong>the</strong> reducti<strong>on</strong> of barriers to trade in biodiversity-based<br />
higher-value-added products. 11<br />
A multilateral agreement <strong>on</strong> climate change that includes <strong>the</strong> main emitting countries must be<br />
reached as so<strong>on</strong> as possible. Until c<strong>on</strong>sensus is achieved <strong>on</strong> a regime to follow <strong>the</strong> first commitment<br />
period of <strong>the</strong> Kyoto Protocol, countries will c<strong>on</strong>tinue to stall and certain organizati<strong>on</strong>s will c<strong>on</strong>tinue to<br />
broadcast different opini<strong>on</strong>s <strong>on</strong> what <strong>the</strong> multilateral system could and should be doing, and this will<br />
make it more likely that <strong>the</strong> industrialized countries will introduce unilateral measures that will restrict <strong>the</strong><br />
regi<strong>on</strong>’s access to <strong>the</strong>ir markets. At <strong>the</strong> regi<strong>on</strong>al level, it is important to review <strong>the</strong> best opti<strong>on</strong>s for<br />
integrating infrastructure for energy, communicati<strong>on</strong>s and transport, in order to prevent <str<strong>on</strong>g>development</str<strong>on</strong>g><br />
paths <strong>from</strong> becoming locked into a high-carb<strong>on</strong> trajectory.<br />

Rules must be defined <strong>on</strong> access to new technologies<br />
Technology transfer is an acknowledged must if developing countries are to meet <strong>the</strong>ir<br />
internati<strong>on</strong>al commitments <strong>on</strong> <strong>the</strong> envir<strong>on</strong>ment. Am<strong>on</strong>g <strong>the</strong> most important issues for <str<strong>on</strong>g>development</str<strong>on</strong>g><br />
partnerships to address are trade rules as <strong>the</strong>y relate to intellectual property rights, biotechnology in<br />
biodiversity and informati<strong>on</strong> and communicati<strong>on</strong> technologies (ICTs).<br />
E. CLOSING REMARKS<br />
The informati<strong>on</strong> presented in this document describes a pressing and highly uneven envir<strong>on</strong>mental, social,<br />
ec<strong>on</strong>omic and instituti<strong>on</strong>al situati<strong>on</strong>, against <strong>the</strong> backdrop of various crises at all levels, including <strong>the</strong><br />
global level. But, above all, it points to vast room for improvement in ec<strong>on</strong>omic governance in terms of<br />
making it more comprehensive and c<strong>on</strong>sistent with a higher c<strong>on</strong>cept of <str<strong>on</strong>g>development</str<strong>on</strong>g>. Rio+<str<strong>on</strong>g>20</str<strong>on</strong>g> represents<br />
an opportunity to redefine <strong>the</strong> future <str<strong>on</strong>g>development</str<strong>on</strong>g> visi<strong>on</strong> to which countries aspire, with human beings at<br />
<strong>the</strong> centre and set within <strong>the</strong> current global c<strong>on</strong>text. The proposals made here, toge<strong>the</strong>r with o<strong>the</strong>r similar<br />

Tools that could be explored in this c<strong>on</strong>necti<strong>on</strong> include financial securities for biodiversity c<strong>on</strong>servati<strong>on</strong> and mutual<br />
recogniti<strong>on</strong> of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> practices in biodiversity-based producti<strong>on</strong> for internati<strong>on</strong>al trade.
