For Latin America and <strong>the</strong> Caribbean, <strong>the</strong> Doha Round must be c<strong>on</strong>cluded to expand<br />

market access<br />

Measures must be taken to eliminate <strong>the</strong> unfavourable tariff treatment of higher-value-added<br />

products and <strong>the</strong> trade-distorting agricultural subsidies in industrialized countries. This would create fairer<br />

c<strong>on</strong>diti<strong>on</strong>s for competiti<strong>on</strong> for developing countries. For <strong>the</strong>ir part, <strong>the</strong> latter should develop nati<strong>on</strong>al<br />

agricultural sustainability agen<strong>da</strong>s to ensure that expanded producti<strong>on</strong> —in resp<strong>on</strong>se to <strong>the</strong> reducti<strong>on</strong> of<br />

distorti<strong>on</strong>s in developed countries— does as little envir<strong>on</strong>mental <strong>da</strong>mage as possible. The Latin American<br />

and Caribbean countries need to act in a coordinated manner in adopting carb<strong>on</strong>-footprint-related trade<br />

rules, within <strong>the</strong> principle of comm<strong>on</strong> but differentiated resp<strong>on</strong>sibilities and <strong>the</strong> principle that trade policy<br />

measures for envir<strong>on</strong>mental purposes should not c<strong>on</strong>stitute a means of arbitrary or unjustifiable<br />

discriminati<strong>on</strong> or a disguised restricti<strong>on</strong> <strong>on</strong> internati<strong>on</strong>al trade. Unilateral acti<strong>on</strong>s to deal with<br />

envir<strong>on</strong>mental challenges outside <strong>the</strong> jurisdicti<strong>on</strong> of <strong>the</strong> importing country should be avoided. 10 The<br />

regi<strong>on</strong> must, as well, try to develop a broader range of low-carb<strong>on</strong> transport opti<strong>on</strong>s in order to minimize<br />

<strong>the</strong> risk of its exports suffering discriminati<strong>on</strong>, especially in industrialized countries. The Aid-for-Trade<br />

Initiative could provide some leverage in this regard (see chapter V).<br />

(c)<br />

C<strong>on</strong>sistency must be ensured between efforts to develop a global partnership for <str<strong>on</strong>g>development</str<strong>on</strong>g><br />

(Millennium Development Goal 8) and <strong>the</strong> negotiati<strong>on</strong>s and commitments undertaken in<br />

internati<strong>on</strong>al forums (<strong>on</strong> trade, climate, envir<strong>on</strong>ment and finance, am<strong>on</strong>g o<strong>the</strong>rs)<br />

Multilateral financial instituti<strong>on</strong>s should be moving in <strong>the</strong> same directi<strong>on</strong>, with <strong>the</strong> incorporati<strong>on</strong><br />

of envir<strong>on</strong>mental and health c<strong>on</strong>siderati<strong>on</strong>s into <strong>the</strong>ir operati<strong>on</strong>s (whe<strong>the</strong>r by means of regulati<strong>on</strong>s or by<br />

<strong>the</strong> inclusi<strong>on</strong> of those costs). This would allow a more accurate ec<strong>on</strong>omic value to be assigned to<br />

investments that have greater or lesser impact, with <strong>the</strong> result that <strong>the</strong>ir ec<strong>on</strong>omic viability would<br />

gradually be brought into line with <strong>the</strong>ir envir<strong>on</strong>mental performance. In order to accomplish this, <strong>the</strong><br />

directives or signals that financial instituti<strong>on</strong>s receive <strong>from</strong> country representatives need to be c<strong>on</strong>sistent.<br />

Just as importantly, <strong>the</strong> same type of policy coherence is required <strong>from</strong> <strong>the</strong> United Nati<strong>on</strong>s system, <strong>the</strong><br />

Brett<strong>on</strong> Woods system, <strong>the</strong> World Trade Organizati<strong>on</strong> (WTO) and regi<strong>on</strong>al banks.<br />

(d)<br />

Changes must be made to <strong>the</strong> internati<strong>on</strong>al governance for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> so that<br />

<strong>the</strong>re is greater c<strong>on</strong>sistency am<strong>on</strong>g organizati<strong>on</strong>s working in <str<strong>on</strong>g>development</str<strong>on</strong>g> and associated<br />

with various internati<strong>on</strong>al agreements<br />

The agreements arising <strong>from</strong> Rio+<str<strong>on</strong>g>20</str<strong>on</strong>g> regarding <strong>the</strong> instituti<strong>on</strong>al framework for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />

<str<strong>on</strong>g>development</str<strong>on</strong>g> must ensure better coordinati<strong>on</strong> between <strong>the</strong> instituti<strong>on</strong>s of <strong>the</strong> United Nati<strong>on</strong>s system<br />

associated with <strong>the</strong> three pillars of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />

Both <strong>the</strong> c<strong>on</strong>cept of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> and <strong>the</strong> mechanisms for putting it into practice must<br />

be mainstreamed in all bodies of <strong>the</strong> United Nati<strong>on</strong>s system.<br />

Progress must also be made in creating synergies between <strong>the</strong> c<strong>on</strong>venti<strong>on</strong>s <strong>on</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g>,<br />

aiming for greater c<strong>on</strong>vergence between agen<strong>da</strong>s so that parties can participate effectively, and joint<br />

secretariats could be c<strong>on</strong>sidered in cases where ec<strong>on</strong>omies of scale may be possible. Examples in this<br />

regard include <strong>the</strong> decisi<strong>on</strong> made by <strong>the</strong> Basel, Stockholm and Rotter<strong>da</strong>m c<strong>on</strong>venti<strong>on</strong>s <strong>on</strong> chemical<br />

products to cooperate and coordinate with <strong>on</strong>e ano<strong>the</strong>r and share services in areas such as administrati<strong>on</strong><br />

and finance, informati<strong>on</strong> and disseminati<strong>on</strong>, and legal matters. It has been suggested that <strong>the</strong> three<br />

c<strong>on</strong>venti<strong>on</strong>s should hold simultaneous meetings.<br />
