Improve or establish clear nati<strong>on</strong>al legal frameworks and procedures for obtaining<br />

envir<strong>on</strong>mental informati<strong>on</strong>, with <strong>the</strong> necessary oversight mechanisms and procedures for<br />

providing access to disadvantaged groups and groups who have traditi<strong>on</strong>ally been underrepresented<br />

politically, such as women, young people, indigenous people and Afro-descen<strong>da</strong>nts<br />

Expand citizen participati<strong>on</strong> in <strong>the</strong> adopti<strong>on</strong> of State policies, plans and programmes,<br />

establishing clear and transparent mechanisms to c<strong>on</strong>sider citizens’ views<br />

The difference between <strong>the</strong> public’s percepti<strong>on</strong> of what participati<strong>on</strong> means and what is laid down<br />

in legislati<strong>on</strong> and regulatory frameworks is sometimes a source of frustrati<strong>on</strong> and mistrust when it comes<br />

to real opportunities to influence envir<strong>on</strong>mental decisi<strong>on</strong>-making. Setting forth <strong>the</strong> way in which <strong>the</strong><br />

received views will be c<strong>on</strong>sidered and making this transparent lends more credibility to <strong>the</strong> processes and<br />

helps prevent potential c<strong>on</strong>flict. Citizens’ role, c<strong>on</strong>tributi<strong>on</strong> and participati<strong>on</strong> should be extended to<br />

internati<strong>on</strong>al forums and negotiati<strong>on</strong>s as well.<br />

C<strong>on</strong>sider creating judicial bodies specialized in envir<strong>on</strong>mental matters<br />

As suggested by The Access Initiative (<str<strong>on</strong>g>20</str<strong>on</strong>g>11), envir<strong>on</strong>mental courts may be a cheaper dispute<br />

settlement opti<strong>on</strong> than traditi<strong>on</strong>al courts. They could be a faster and less expensive soluti<strong>on</strong> to<br />

envir<strong>on</strong>mental claims brought by <strong>the</strong> public, since <strong>the</strong>y would offer specialized attenti<strong>on</strong> and superior<br />

knowledge of envir<strong>on</strong>mental legislati<strong>on</strong> and science. The courts would need to be evenly distributed<br />

across territories to provide access to those living in remote areas or who suffer <strong>from</strong> discriminati<strong>on</strong><br />

because of <strong>the</strong>ir sex, race or ethnic origin.<br />

Establish stan<strong>da</strong>rds for <strong>the</strong> adopti<strong>on</strong> of eco-labelling and o<strong>the</strong>r informati<strong>on</strong> mechanisms<br />

that c<strong>on</strong>vey commitment by corporati<strong>on</strong>s to <strong>the</strong> principles of sustainability and which<br />

inform and educate c<strong>on</strong>sumers<br />

Improve or establish transparency and accountability laws applicable to nati<strong>on</strong>al and<br />

subnati<strong>on</strong>al public bodies<br />

An accountability policy not <strong>on</strong>ly requires that <strong>the</strong> public be given a louder voice in <strong>the</strong> political<br />

sphere, but also that governance reforms be carried out to give public instituti<strong>on</strong>s <strong>the</strong> incentives, experts,<br />

informati<strong>on</strong> and procedures <strong>the</strong>y need to meet <strong>the</strong> public’s specific needs.<br />

Guideline 7<br />

Streng<strong>the</strong>n educati<strong>on</strong>, culture, science and technology in order to build human<br />

capital for sustainability<br />

In line with Agen<strong>da</strong> 21, chapter 36, <strong>the</strong> following acti<strong>on</strong> must be taken to build human capital for<br />

sustainability:
