Streng<strong>the</strong>n policies designed to empower people and promote human security<br />

People should be provided with <strong>the</strong> means, material resources and educati<strong>on</strong> to achieve<br />

empowerment and self-reliance, realize <strong>the</strong>ir potential and participate fully in decisi<strong>on</strong>-making. They need<br />

to be resilient enough to prepare for, withstand and recover <strong>from</strong> events that critically threaten <strong>the</strong>ir<br />

security. Their most essential needs should be met and <strong>the</strong>ir subsistence and dignity guaranteed.<br />

To that end, it is essential that nati<strong>on</strong>al social protecti<strong>on</strong> systems be streng<strong>the</strong>ned. A protecti<strong>on</strong> and<br />

empowerment strategy requires c<strong>on</strong>certed efforts to establish legal frameworks, processes and instituti<strong>on</strong>s that<br />

systematically tackle human security issues, protect people against critical, widespread threats and foster<br />

suitable envir<strong>on</strong>ments in which <strong>the</strong>y can satisfy <strong>the</strong>ir needs and obtain appropriate, <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> livelihoods.<br />

(c)<br />

Implement disaster risk reducti<strong>on</strong> strategies that include <strong>the</strong> expansi<strong>on</strong> of social protecti<strong>on</strong><br />

mechanisms such as c<strong>on</strong>diti<strong>on</strong>al transfers, temporary job creati<strong>on</strong> schemes and<br />

microinsurance, and incorporate <strong>the</strong> nutriti<strong>on</strong>al dimensi<strong>on</strong><br />

Nati<strong>on</strong>al governments and subregi<strong>on</strong>al and regi<strong>on</strong>al intergovernmental organizati<strong>on</strong>s, such as <strong>the</strong><br />

Central American Integrati<strong>on</strong> System and <strong>the</strong> Andean Community, have established multi-stakeholder (at<br />

<strong>the</strong> community, nati<strong>on</strong>al and regi<strong>on</strong>al levels) policy frameworks c<strong>on</strong>ducive to making progress towards<br />

reducing <strong>the</strong> risks of disasters and a<strong>da</strong>pting to climate change. These initiatives should, moreover, focus<br />

<strong>on</strong> food security, nutriti<strong>on</strong> and social protecti<strong>on</strong> and should target children under two <str<strong>on</strong>g>years</str<strong>on</strong>g> of age,<br />

pregnant or breastfeeding women and o<strong>the</strong>r groups at a potential disadvantage. More attenti<strong>on</strong> also needs<br />

to be paid to <strong>the</strong> link between disaster risk reducti<strong>on</strong> and a<strong>da</strong>ptati<strong>on</strong> to climate change and smallscale<br />

farming.<br />

Nati<strong>on</strong>al stakeholders and <strong>the</strong> internati<strong>on</strong>al community should work toge<strong>the</strong>r to support <strong>the</strong><br />

<str<strong>on</strong>g>development</str<strong>on</strong>g> of a multisectoral approach to integrate social protecti<strong>on</strong> and local producti<strong>on</strong> strategies with<br />

food security, nutriti<strong>on</strong>, disaster risk reducti<strong>on</strong> and a<strong>da</strong>ptati<strong>on</strong> to climate change.<br />

(d)<br />

Promote a social and fiscal covenant to facilitate <strong>the</strong> above measures<br />

A social and fiscal covenant is required to finance <strong>the</strong> above measures. Such a covenant should<br />

include a reform of tax regimes designed to broaden social protecti<strong>on</strong> and internalize envir<strong>on</strong>mental and<br />

health-related costs at <strong>the</strong> nati<strong>on</strong>al level (see guideline 3). This reform may be achieved by shifting tax<br />

burdens <strong>from</strong> labour and investment towards <strong>the</strong> envir<strong>on</strong>ment and natural resources.<br />

Measure <strong>the</strong> sustainability of <str<strong>on</strong>g>development</str<strong>on</strong>g><br />

The indicators usually used to measure ec<strong>on</strong>omic activity, such as GDP, are used as an approximate<br />

measure of well-being. But <strong>the</strong>y do not reflect <strong>the</strong> negative impact of ec<strong>on</strong>omic activity <strong>on</strong> natural or<br />

social heritage. Moreover, <strong>the</strong>y do not take into account critical factors for <strong>the</strong> survival and well-being of<br />

various groups of people and future generati<strong>on</strong>s. As a result, leaders and decisi<strong>on</strong> makers pursue <strong>on</strong>ly<br />

partial objectives. Remedying this entails heightening <strong>the</strong> visibility of <strong>the</strong> envir<strong>on</strong>mental and social costs<br />

and <strong>the</strong>refore making headway in measuring heritage, which includes human and natural capital.
