REFERENCES TO THE ENVIRONMENT IN SCIENCE AND TECHNOLOGY POLICIES OF<br />
LATIN AMERICAN AND CARIBBEAN COUNTRIES<br />
Latin American and Caribbean countries are implementing a variety of nati<strong>on</strong>al policies to overcome science and<br />
technology c<strong>on</strong>straints. Most of <strong>the</strong>m place great importance <strong>on</strong> envir<strong>on</strong>mental issues.<br />
Argentina: The Nati<strong>on</strong>al Strategic Plan for Science, Technology and Innovati<strong>on</strong> (<str<strong>on</strong>g>20</str<strong>on</strong>g>06-<str<strong>on</strong>g>20</str<strong>on</strong>g>10) provides for <strong>the</strong><br />
creati<strong>on</strong> and applicati<strong>on</strong> of knowledge for <strong>the</strong> resp<strong>on</strong>sible explorati<strong>on</strong> of natural resources and for <strong>the</strong> protecti<strong>on</strong> of<br />
<strong>the</strong> envir<strong>on</strong>ment as a strategic objective.<br />
Bahamas: The Bahamas Envir<strong>on</strong>ment, Science and Technology (BEST) Commissi<strong>on</strong> is linked to <strong>the</strong> Ministry of<br />
Health and Envir<strong>on</strong>ment. Climate change and biological diversity are priority spheres.<br />
Barbados: Inter-sectoral efforts are being made to develop local scientific capacity; and support provided to science<br />
and technology is focused <strong>on</strong> energy (especially solar energy) and biotechnology (tissue growth, in particular).<br />
Bolivia (Plurinati<strong>on</strong>al State of): Biodiversity and traditi<strong>on</strong>al resources are two of four priority areas for scientific<br />
and technological <str<strong>on</strong>g>development</str<strong>on</strong>g>, which is funded by a tax <strong>on</strong> fossil fuels.<br />
Brazil: The <str<strong>on</strong>g>20</str<strong>on</strong>g>07-<str<strong>on</strong>g>20</str<strong>on</strong>g>10 Plan of Acti<strong>on</strong> <strong>on</strong> Science, Technology and Innovati<strong>on</strong> for Nati<strong>on</strong>al Development identifies<br />
bio- and nanotechnology, biofuels, renewable energy, biodiversity and natural resources, <str<strong>on</strong>g>development</str<strong>on</strong>g> of <strong>the</strong><br />
Amaz<strong>on</strong> and semi-arid regi<strong>on</strong>s, and climate change am<strong>on</strong>g its strategic areas. In Brazil’s productive <str<strong>on</strong>g>development</str<strong>on</strong>g><br />
policy, launched in <str<strong>on</strong>g>20</str<strong>on</strong>g>08, <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> producti<strong>on</strong> is identified as a strategic priority that cuts across 23 industrial<br />
sectors. The main issues c<strong>on</strong>sidered are clean energy sources and o<strong>the</strong>r emissi<strong>on</strong>s reducti<strong>on</strong> measures, <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />
agribusiness producti<strong>on</strong>, better ecological and energy performance of industry, and infrastructures (see [<strong>on</strong>line]<br />
www.pdp.gov.br).<br />
Chile: The Nati<strong>on</strong>al Innovati<strong>on</strong> Policy defines four cross-cutting spheres related to <strong>the</strong> technological <str<strong>on</strong>g>development</str<strong>on</strong>g> and<br />
innovati<strong>on</strong> clusters. Three of <strong>the</strong>se areas are related to envir<strong>on</strong>mental sustainability: biotechnology; water and<br />
envir<strong>on</strong>ment; and energy (n<strong>on</strong>-c<strong>on</strong>venti<strong>on</strong>al renewables, biofuels and efficiency) (CNIC, <str<strong>on</strong>g>20</str<strong>on</strong>g>10).<br />
Colombia: Energy, natural resources and biotechnology have been identified as strategic areas for <strong>the</strong> l<strong>on</strong>g term<br />
under <strong>the</strong> Nati<strong>on</strong>al Policy <strong>on</strong> Science, Technology, and Innovati<strong>on</strong> (CONPES, <str<strong>on</strong>g>20</str<strong>on</strong>g>09).<br />
Costa Rica: The Nati<strong>on</strong>al Science and Technology Plan, <str<strong>on</strong>g>20</str<strong>on</strong>g>02-<str<strong>on</strong>g>20</str<strong>on</strong>g>06, included renewable energy and<br />
biodiversity/biotechnology am<strong>on</strong>g its four priority areas.<br />
Cuba: Biotechnology, <strong>the</strong> envir<strong>on</strong>ment and energy are am<strong>on</strong>g its priorities.<br />
Ecuador: The Nati<strong>on</strong>al Policy for Science, Technology and Innovati<strong>on</strong>, <str<strong>on</strong>g>20</str<strong>on</strong>g>07-<str<strong>on</strong>g>20</str<strong>on</strong>g>10, establishes <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />
agriculture, envir<strong>on</strong>mental management for <str<strong>on</strong>g>development</str<strong>on</strong>g>, energy diversificati<strong>on</strong> and renewables, and biotechnology<br />
am<strong>on</strong>g its priority areas.<br />
El Salvador: The Nati<strong>on</strong>al Policy <strong>on</strong> Science and Technology, established in <str<strong>on</strong>g>20</str<strong>on</strong>g>07, identifies biotechnology, energy<br />
(including biofuels and o<strong>the</strong>r renewables), fishing, <strong>the</strong> envir<strong>on</strong>ment, land-use policies and urban management am<strong>on</strong>g<br />
its priority areas.<br />
Guatemala: Forest and hydro-biological resources, urban and rural <str<strong>on</strong>g>development</str<strong>on</strong>g> and biotechnology are am<strong>on</strong>g <strong>the</strong><br />
priority areas in Guatemala’s Nati<strong>on</strong>al Science and Technology Plan (<str<strong>on</strong>g>20</str<strong>on</strong>g>05-<str<strong>on</strong>g>20</str<strong>on</strong>g>14).<br />
Panama: The Strategic Plan for <strong>the</strong> Development of Science, Technology and Innovati<strong>on</strong>, <str<strong>on</strong>g>20</str<strong>on</strong>g>06-<str<strong>on</strong>g>20</str<strong>on</strong>g>10, defines<br />
envir<strong>on</strong>mental sciences as <strong>on</strong>e of its priority areas.<br />
Paraguay: The Nati<strong>on</strong>al Science and Technology Policy (<str<strong>on</strong>g>20</str<strong>on</strong>g>02) defines <strong>the</strong> envir<strong>on</strong>ment, natural resources and<br />
clean technologies as priority areas.<br />
Peru: The Nati<strong>on</strong>al Strategic Plan for Science, Technology and Innovati<strong>on</strong> for Competitiveness and Human<br />
Development, drafted in <str<strong>on</strong>g>20</str<strong>on</strong>g>06, includes life sciences and biotechnology and envir<strong>on</strong>mental technologies am<strong>on</strong>g its<br />
key areas.<br />
Uruguay: In <strong>the</strong> process leading up to <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g> of <strong>the</strong> Nati<strong>on</strong>al Strategic Science, Technology and<br />
Innovati<strong>on</strong> Plan, <strong>the</strong> envir<strong>on</strong>ment, energy and biotechnology have been identified as priority areas.<br />
Venezuela (Bolivarian Republic of): The Nati<strong>on</strong>al Plan for Science and Technology, <str<strong>on</strong>g>20</str<strong>on</strong>g>05-<str<strong>on</strong>g>20</str<strong>on</strong>g>30, includes <strong>the</strong><br />
envir<strong>on</strong>ment, <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> and biodiversity am<strong>on</strong>g its priority areas.<br />
The priority areas of <strong>the</strong> Caribbean Council for Science and Technology (CCST): include renewable energy,<br />
<strong>the</strong> envir<strong>on</strong>ment and water management.<br />
