envir<strong>on</strong>ment, and are thus more affected by any regulati<strong>on</strong>s to combat climate change. A number of<br />

OECD countries are adopting climate-change measures that have trade impacts, such as border<br />

adjustment measures, subsidies and technical stan<strong>da</strong>rds or regulati<strong>on</strong>s.<br />

With a view to creating a favourable global ec<strong>on</strong>omic and trade framework for combating climate<br />

change and ensuring global ec<strong>on</strong>omic growth and welfare, it is necessary to avoid c<strong>on</strong>flict between <strong>the</strong><br />

internati<strong>on</strong>al-trade and climate-change agen<strong>da</strong>s; and for that purpose it is essential to design climatechange<br />

acti<strong>on</strong>s that are c<strong>on</strong>sistent with <strong>the</strong> rules of <strong>the</strong> multilateral trading system. O<strong>the</strong>rwise, disputes<br />

over climate change will proliferate in <strong>the</strong> WTO, which will weaken <strong>the</strong> internati<strong>on</strong>al cooperati<strong>on</strong> needed<br />

in climate-change policies.<br />

The most immediate risk in initiatives affecting exports is <strong>the</strong> increasing tendency of <strong>the</strong> private<br />

sector to demand products with a low envir<strong>on</strong>mental impact, which in some sectors is also an opportunity<br />

to place clean products <strong>on</strong> markets. Life-cycle analysis of tra<strong>da</strong>ble products and services would require<br />

life-cycle emissi<strong>on</strong>s of products and services to be included in <strong>the</strong>ir carb<strong>on</strong> footprint, for which <strong>the</strong>re is<br />

not yet an internati<strong>on</strong>al stan<strong>da</strong>rd or single methodology. For Latin America and <strong>the</strong> Caribbean, <strong>the</strong><br />

outcome is very important, because <strong>the</strong> regi<strong>on</strong>’s exports may gain or lose competitiveness in relati<strong>on</strong> to<br />

o<strong>the</strong>r regi<strong>on</strong>s, depending <strong>on</strong> <strong>the</strong> methodology used.<br />

As c<strong>on</strong>sumers become more envir<strong>on</strong>mentally aware, and firms strive to become more energy<br />

efficient and enhance <strong>the</strong>ir envir<strong>on</strong>mental profiles, private initiatives to measure <strong>the</strong> carb<strong>on</strong> footprint and<br />

o<strong>the</strong>r parameters of envir<strong>on</strong>mental impact have proliferated. One study discovered over 330 eco-labels of<br />

various levels of complexity, covering 40 industrial sectors in 211 countries (WRI/Big Room Inc., <str<strong>on</strong>g>20</str<strong>on</strong>g>10).<br />

Examples of firms now requiring some form of eco-labelling in <strong>the</strong>ir products are Patag<strong>on</strong>ia, Timberland,<br />

Tesco, Wal-Mart and Casino (Brent<strong>on</strong>, Edwards-J<strong>on</strong>es and Friis, <str<strong>on</strong>g>20</str<strong>on</strong>g>09; Ball, <str<strong>on</strong>g>20</str<strong>on</strong>g>09).<br />

The process of “reprimarizati<strong>on</strong>” of <strong>the</strong> regi<strong>on</strong>’s export basket has been <strong>on</strong>going since <strong>the</strong> late<br />

1990s, largely owing to <strong>the</strong> rise in internati<strong>on</strong>al commodity prices fuelled by burge<strong>on</strong>ing global demand<br />

(see figure V.9), and is accentuating <strong>the</strong> risk of greater regulati<strong>on</strong> of trade <strong>on</strong> envir<strong>on</strong>mental grounds,<br />

because commodities and natural-resource-based manufactures largely coincide with products defined as<br />

envir<strong>on</strong>mentally sensitive.<br />

The best way to reduce <strong>the</strong> risk that industrialized countries will adopt unilateral measures is to<br />

reach a sound multilateral agreement that distinguishes between <str<strong>on</strong>g>development</str<strong>on</strong>g> levels and links <strong>the</strong><br />

commitments of developing countries to <strong>the</strong> provisi<strong>on</strong> of financial assistance and technology transfer. The<br />

key challenge is preparedness to meet <strong>the</strong> challenges of a new low-carb<strong>on</strong> global ec<strong>on</strong>omy. Governments<br />

in <strong>the</strong> regi<strong>on</strong> need to coordinate <strong>the</strong>ir positi<strong>on</strong> <strong>on</strong> <strong>the</strong>se issues as so<strong>on</strong> as possible in <strong>the</strong> various forums<br />

that discuss <strong>the</strong> nexus between trade and <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>; and <strong>the</strong>y should take steps to apply <strong>the</strong><br />

principles promoted in internati<strong>on</strong>al forums at <strong>the</strong> nati<strong>on</strong>al and regi<strong>on</strong>al levels. Regi<strong>on</strong>al cooperati<strong>on</strong> has<br />

broad scope for progress <strong>on</strong> <strong>the</strong>se issues; but if each country in <strong>the</strong> regi<strong>on</strong> addresses <strong>the</strong>se issues in<br />

isolati<strong>on</strong>, collaborati<strong>on</strong> synergies and ec<strong>on</strong>omies of scale will be lost. It is essential to act regi<strong>on</strong>ally and<br />

<strong>on</strong> a coordinated basis in this area, based <strong>on</strong> specific and adequately financed projects.<br />

energy and land (Murillo, <str<strong>on</strong>g>20</str<strong>on</strong>g>07, pp. 27-28; Low and Yeats, 1992).
