In Central America and <strong>the</strong> Caribbean in <str<strong>on</strong>g>20</str<strong>on</strong>g>10, debt-to-GDP ratios reached high levels in some<br />
countries, such as Jamaica (104%), Grena<strong>da</strong> (99%), Belize (80%), Nicaragua (77%) and Dominica (73%),<br />
limiting <strong>the</strong>ir capacity to allocate resources for social and envir<strong>on</strong>mental purposes.<br />
Medium-to-l<strong>on</strong>g-term acti<strong>on</strong>s <strong>on</strong> <strong>the</strong> external debt are needed to enable countries to design<br />
<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> strategies, and not fall hostage time and again to <strong>the</strong> c<strong>on</strong>straints of available<br />
resources for envir<strong>on</strong>mental and social protecti<strong>on</strong>. Debt-for-nature swaps have been implemented in this<br />
c<strong>on</strong>text, 7 albeit with faltering intensity since <str<strong>on</strong>g>20</str<strong>on</strong>g>02. Although this type of swap has d<strong>on</strong>e little to alleviate<br />
<strong>the</strong> debt of developing countries, in some cases <strong>the</strong> amounts forgiven have been significant and have<br />
allowed more nati<strong>on</strong>al resources to be allocated to c<strong>on</strong>servati<strong>on</strong>. For example, <strong>the</strong> nominal value of a<br />
swap made between El Salvador and <strong>the</strong> United States in 1992 represented 5% of El Salvador’s GDP, and<br />
made it possible to allocate resources equivalent to 0.5% of GDP to <strong>the</strong> envir<strong>on</strong>ment.<br />
5. Innovative mechanisms<br />
The M<strong>on</strong>terrey C<strong>on</strong>sensus recognized <strong>the</strong> “value of exploring innovative sources of finance” (United<br />
Nati<strong>on</strong>s, <str<strong>on</strong>g>20</str<strong>on</strong>g>02, paragraph 44) <strong>the</strong>reby giving rise to what has become a broad-scope initiative to c<strong>on</strong>ceive<br />
and implement new mechanisms to help countries of different <str<strong>on</strong>g>development</str<strong>on</strong>g> levels attain <strong>the</strong> Millennium<br />
Development Goals. The experimental phase of that initiative can be c<strong>on</strong>sidered c<strong>on</strong>cluded.<br />
Such financing sources currently include initiatives ranging <strong>from</strong> voluntary c<strong>on</strong>tributi<strong>on</strong>s and<br />
market mechanisms to loan guarantees, in additi<strong>on</strong> to various proposals for new taxes. A sec<strong>on</strong>d group of<br />
initiatives includes mechanisms that aim to use available resources in an innovative way, improving<br />
allocative efficiency, participati<strong>on</strong>, transparency, and capacity to be held accountable for use.<br />
A third and broader category includes initiatives to obtain resources <strong>from</strong> innovative sources and<br />
also use <strong>the</strong>m with mechanisms that depart <strong>from</strong> more traditi<strong>on</strong>al financial practices, by combining with<br />
service provisi<strong>on</strong> and, at times, <strong>the</strong> supply and distributi<strong>on</strong> of goods. Some of <strong>the</strong> initiatives already<br />
underway are stable and l<strong>on</strong>g-term, and at <strong>the</strong> same time make it possible to supplement official public<br />
assistance, with <strong>the</strong> stated purpose of distributing <strong>the</strong> benefits of globalizati<strong>on</strong> more widely (United<br />
Nati<strong>on</strong>s, <str<strong>on</strong>g>20</str<strong>on</strong>g>09).<br />
The rapid spread of <strong>the</strong> c<strong>on</strong>cept of innovati<strong>on</strong> in this area is making it applicable to different<br />
entities, such as <strong>the</strong>matic trust funds, public guarantee mechanisms (both shared and soli<strong>da</strong>rity-based),<br />
insurance and risk-transfer mechanisms, proposals for internati<strong>on</strong>al cooperati<strong>on</strong> <strong>on</strong> tax mechanisms, <strong>the</strong><br />
issuance of securities and b<strong>on</strong>ds linked to growth or <strong>the</strong> reducti<strong>on</strong> of greenhouse gases, countercyclical<br />
lending and microfinance, am<strong>on</strong>g o<strong>the</strong>rs.<br />
One of <strong>the</strong> main characteristics of innovative financing is its emphasis <strong>on</strong> developing broad<br />
participati<strong>on</strong> by entities o<strong>the</strong>r than nati<strong>on</strong>al governments, and <strong>on</strong> addressing market failures, for which <strong>the</strong><br />
Internati<strong>on</strong>al Finance Facility for Immunizati<strong>on</strong> (IFFIm) is an example.<br />

The most recent of <strong>the</strong>se swaps have been signed between Colombia and <strong>the</strong> United States, The Nature<br />
C<strong>on</strong>servancy (TNC), and <strong>the</strong> World Wide Fund for Nature (WWF) in <str<strong>on</strong>g>20</str<strong>on</strong>g>04; between Paraguay and <strong>the</strong> United<br />
States in <str<strong>on</strong>g>20</str<strong>on</strong>g>06; between Ecuador and Spain in <str<strong>on</strong>g>20</str<strong>on</strong>g>05; and between Guatemala, <strong>the</strong> United States, C<strong>on</strong>servati<strong>on</strong><br />
Internati<strong>on</strong>al and <strong>the</strong> TNC, for c<strong>on</strong>servati<strong>on</strong> of <strong>the</strong> Guatemalan tropical forest, in <str<strong>on</strong>g>20</str<strong>on</strong>g>06.
