Chapter V<br />

INTERNATIONAL COOPERATION, TRADE, SCIENCE AND TECHNOLOGY<br />

Two key elements of <strong>the</strong> 1992 Rio Declarati<strong>on</strong> are <strong>the</strong> principle of comm<strong>on</strong> but differentiated<br />

resp<strong>on</strong>sibilities (principle 7) and recogniti<strong>on</strong> of <strong>the</strong> importance, for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>, of an<br />

internati<strong>on</strong>al system that is fair and respects internati<strong>on</strong>al trade law (principle 12). Principle 9 of <strong>the</strong> Rio<br />

Declarati<strong>on</strong> says that States should cooperate to streng<strong>the</strong>n capacity-building for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g><br />

by improving scientific understanding through exchanges of scientific and technological knowledge and<br />

by enhancing <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g>, a<strong>da</strong>ptati<strong>on</strong>, diffusi<strong>on</strong> and transfer of technologies, including new and<br />

innovative technologies. These principles underpin subsequent internati<strong>on</strong>al agreements, such as <strong>the</strong><br />

commitment to promote a global partnership for <str<strong>on</strong>g>development</str<strong>on</strong>g> as reflected in Millennium Development<br />

Goal 8. This chapter describes progress and shortcomings in <strong>the</strong> essential comp<strong>on</strong>ents of such a global<br />

partnership for <str<strong>on</strong>g>development</str<strong>on</strong>g> and in <strong>the</strong> aforementi<strong>on</strong>ed principles of financing for <str<strong>on</strong>g>development</str<strong>on</strong>g>, trade and<br />

technology transfer.<br />

PRINCIPLES OF THE RIO DECLARATION OF ENVIRONMENT AND DEVELOPMENT<br />

7 States shall cooperate in a spirit of global partnership to c<strong>on</strong>serve, protect and restore <strong>the</strong> health and integrity<br />

of <strong>the</strong> Earth’s ecosystem. In view of <strong>the</strong> different c<strong>on</strong>tributi<strong>on</strong>s to global envir<strong>on</strong>mental degra<strong>da</strong>ti<strong>on</strong>, States<br />

have comm<strong>on</strong> but differentiated resp<strong>on</strong>sibilities. The developed countries acknowledge <strong>the</strong> resp<strong>on</strong>sibility<br />

that <strong>the</strong>y bear in <strong>the</strong> internati<strong>on</strong>al pursuit of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> in view of <strong>the</strong> pressures <strong>the</strong>ir societies<br />

place <strong>on</strong> <strong>the</strong> global envir<strong>on</strong>ment and of <strong>the</strong> technologies and financial resources <strong>the</strong>y command.<br />

9 States should cooperate to streng<strong>the</strong>n endogenous capacity-building for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> by<br />

improving scientific understanding through exchanges of scientific and technological knowledge, and by<br />

enhancing <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g>, a<strong>da</strong>ptati<strong>on</strong>, diffusi<strong>on</strong> and transfer of technologies, including new and<br />

innovative technologies.<br />

12 States should cooperate to promote a supportive and open internati<strong>on</strong>al ec<strong>on</strong>omic system that would lead<br />

to ec<strong>on</strong>omic growth and <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> in all countries, to better address <strong>the</strong> problems of<br />

envir<strong>on</strong>mental degra<strong>da</strong>ti<strong>on</strong>. Trade policy measures for envir<strong>on</strong>mental purposes should not c<strong>on</strong>stitute a<br />

means of arbitrary or unjustifiable discriminati<strong>on</strong> or a disguised restricti<strong>on</strong> <strong>on</strong> internati<strong>on</strong>al trade.<br />

Unilateral acti<strong>on</strong>s to deal with envir<strong>on</strong>mental challenges outside <strong>the</strong> jurisdicti<strong>on</strong> of <strong>the</strong> importing country<br />

should be avoided. Envir<strong>on</strong>mental measures addressing transboun<strong>da</strong>ry or global envir<strong>on</strong>mental problems<br />

should, as far as possible, be based <strong>on</strong> an internati<strong>on</strong>al c<strong>on</strong>sensus.<br />

A. FINANCING<br />

Financing for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> is a central <strong>the</strong>me of <strong>the</strong> Rio Declarati<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment and<br />

Development, Agen<strong>da</strong> 21, <strong>the</strong> Programme for <strong>the</strong> Fur<strong>the</strong>r Implementati<strong>on</strong> of Agen<strong>da</strong> 21, <strong>the</strong> Millennium<br />

Summit, <strong>the</strong> Declarati<strong>on</strong> of <strong>the</strong> World Summit <strong>on</strong> Sustainable Development and <strong>the</strong> Johannesburg Plan of<br />

Implementati<strong>on</strong>, <strong>the</strong> M<strong>on</strong>terrey C<strong>on</strong>sensus adopted at <strong>the</strong> Internati<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Financing for<br />

Development and <strong>the</strong> Doha Declarati<strong>on</strong> <strong>on</strong> Financing for Development, as well as <strong>the</strong> sessi<strong>on</strong>s of <strong>the</strong><br />

C<strong>on</strong>ference of <strong>the</strong> Parties to <strong>the</strong> United Nati<strong>on</strong>s Framework C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Climate Change (UNFCCC),<br />

<strong>the</strong> C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological Diversity and <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> to Combat Desertificati<strong>on</strong>.
