this regard, <strong>the</strong> Internati<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> and Development affirmed that <strong>the</strong> rights and<br />
empowerment approach to reproductive health was fun<strong>da</strong>mental for eradicating poverty, achieving a<br />
better quality of life, and attaining <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />
Reflecting <strong>the</strong> wide diversity of countries, peoples and cultures that make up <strong>the</strong> regi<strong>on</strong>, different<br />
visi<strong>on</strong>s of <str<strong>on</strong>g>development</str<strong>on</strong>g> exist and must be recognized. Of particular note are <strong>the</strong> visi<strong>on</strong>s and values of<br />
indigenous peoples that have been enshrined in legislati<strong>on</strong> in recent <str<strong>on</strong>g>years</str<strong>on</strong>g> in some countries. In Ecuador,<br />
for example, <strong>the</strong> new C<strong>on</strong>stituti<strong>on</strong> of <str<strong>on</strong>g>20</str<strong>on</strong>g>08 recognizes “<strong>the</strong> right of <strong>the</strong> populati<strong>on</strong> to live in a healthy and<br />
ecologically balanced envir<strong>on</strong>ment that guarantees sustainability and <strong>the</strong> good way of living “sumak<br />
kawsay”. Article 71 of this instrument adds that “nature or Pacha Mama, where life is reproduced and<br />
occurs, has <strong>the</strong> right to integral respect for its existence and for <strong>the</strong> maintenance and regenerati<strong>on</strong> of its<br />
life cycles, structure, functi<strong>on</strong>s and evoluti<strong>on</strong>ary processes”. Similarly, in <strong>the</strong> preparatory process for<br />
Rio+<str<strong>on</strong>g>20</str<strong>on</strong>g>, <strong>the</strong> Plurinati<strong>on</strong>al State of Bolivia has stated that nature as well as human beings must be at <strong>the</strong><br />
centre of c<strong>on</strong>cerns for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> and that <strong>the</strong> existence, integrity, interrelati<strong>on</strong>ship,<br />
interacti<strong>on</strong> and regenerati<strong>on</strong> of all <strong>the</strong> comp<strong>on</strong>ents of <strong>the</strong> overall Earth system must be restored and<br />
guaranteed in order to achieve a level of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> capable of withstanding <strong>the</strong> multiple<br />
crises afflicting humanity and <strong>the</strong> planet. 4<br />
Bearing in mind <strong>the</strong> diverse visi<strong>on</strong>s of <str<strong>on</strong>g>development</str<strong>on</strong>g> in <strong>the</strong> regi<strong>on</strong>, <strong>the</strong> guidelines proposed in<br />
chapter VI do not seek to provide a single soluti<strong>on</strong> but ra<strong>the</strong>r to present to countries a set of<br />
recommen<strong>da</strong>ti<strong>on</strong>s based <strong>on</strong> characteristics observed across <strong>the</strong> regi<strong>on</strong> for <strong>the</strong>ir c<strong>on</strong>siderati<strong>on</strong> as <strong>the</strong>y move<br />
towards a more <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> pattern of <str<strong>on</strong>g>development</str<strong>on</strong>g>. How <strong>the</strong>se guidelines are applied should be defined in<br />
<strong>the</strong> light of <strong>the</strong> agreements adopted at <strong>the</strong> Rio+<str<strong>on</strong>g>20</str<strong>on</strong>g> C<strong>on</strong>ference, am<strong>on</strong>g o<strong>the</strong>r factors.<br />
B. SUMMARY OF THE MAIN CONCLUSIONS<br />
Efforts to promote <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> in Latin America and <strong>the</strong> Caribbean over <strong>the</strong> past two<br />
decades have yielded advances as well as setbacks. Table 2 shows (in <strong>da</strong>rker shading) some positive<br />
changes such as <strong>the</strong> decrease in <strong>the</strong> percentage of people living in poverty, <strong>the</strong> reducti<strong>on</strong> of <strong>the</strong> Gini<br />
coefficient used to measure inequality in income distributi<strong>on</strong>, <strong>the</strong> rise in <strong>the</strong> Human Development Index<br />
(HDI) (see chapter I), <strong>the</strong> increase in coverage of protected areas and success in eliminating <strong>the</strong><br />
c<strong>on</strong>sumpti<strong>on</strong> of substances that deplete <strong>the</strong> oz<strong>on</strong>e layer (see chapter II). N<strong>on</strong>e<strong>the</strong>less, many of <strong>the</strong><br />
improvements are tentative or merely relative. For example, <strong>the</strong> total number of people living in<br />
c<strong>on</strong>diti<strong>on</strong>s of poverty or indigence in <str<strong>on</strong>g>20</str<strong>on</strong>g>10 (177 milli<strong>on</strong> people) was higher than in 1980 (see figure I.1).<br />
The regi<strong>on</strong>’s HDI in <str<strong>on</strong>g>20</str<strong>on</strong>g>10 was below that recorded by countries in <strong>the</strong> Organizati<strong>on</strong> for Ec<strong>on</strong>omic<br />
Cooperati<strong>on</strong> and Development (OECD) in 1990 (see chapter I). Fur<strong>the</strong>rmore, ec<strong>on</strong>omic losses caused by<br />
disasters between <str<strong>on</strong>g>20</str<strong>on</strong>g>00 and <str<strong>on</strong>g>20</str<strong>on</strong>g>10 were almost three times as high as in <strong>the</strong> 1990s.<br />
