Haiti is situated in a regi<strong>on</strong> of <strong>the</strong> world that is pr<strong>on</strong>e to natural disasters, and its mountainous terrain and<br />

acute levels of envir<strong>on</strong>mental degra<strong>da</strong>ti<strong>on</strong> increase its vulnerability to envir<strong>on</strong>mental <strong>da</strong>mage (UNEP/Ministry of <strong>the</strong><br />

Envir<strong>on</strong>ment of Haiti/Quisqueya University, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). As of <str<strong>on</strong>g>20</str<strong>on</strong>g>10, over 96% of Haiti was deforested (FAO, <str<strong>on</strong>g>20</str<strong>on</strong>g>11;<br />

Brigety and Ondiak, <str<strong>on</strong>g>20</str<strong>on</strong>g>09) and <strong>the</strong> lack of vegetati<strong>on</strong> and forests threatens <strong>the</strong> country’s access to clean water,<br />

capacity for agricultural producti<strong>on</strong> and protecti<strong>on</strong> <strong>from</strong> natural disasters (Brigety and Ondiak, <str<strong>on</strong>g>20</str<strong>on</strong>g>09; CEPF, <str<strong>on</strong>g>20</str<strong>on</strong>g>10;<br />

UNEP/Ministry of <strong>the</strong> Envir<strong>on</strong>ment of Haiti/Quisqueya University, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). Envir<strong>on</strong>mental c<strong>on</strong>servati<strong>on</strong> is<br />

challenging due to severe overexploitati<strong>on</strong> of natural resources, unc<strong>on</strong>trolled populati<strong>on</strong> growth, dependence <strong>on</strong><br />

un<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> sources of energy, poor water quality resulting <strong>from</strong> waste and c<strong>on</strong>taminati<strong>on</strong> and a lack of adequate<br />

sanitary structures (UNEP/Ministry of <strong>the</strong> Envir<strong>on</strong>ment of Haiti/Quisqueya University, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). Four hurricanes<br />

destroyed 112,000 homes in <str<strong>on</strong>g>20</str<strong>on</strong>g>08 and caused an estimated US$ 897 milli<strong>on</strong> in <strong>da</strong>mage (Brigety and Ondiak, <str<strong>on</strong>g>20</str<strong>on</strong>g>09;<br />

Buss and Gardner, <str<strong>on</strong>g>20</str<strong>on</strong>g>08). The January <str<strong>on</strong>g>20</str<strong>on</strong>g>10 earthquake afflicted nearly 15% of <strong>the</strong> populati<strong>on</strong>, resulting in over<br />

2<str<strong>on</strong>g>20</str<strong>on</strong>g>,000 deaths and an estimated US$ 7.863 billi<strong>on</strong> in losses and <strong>da</strong>mages —nearly 1<str<strong>on</strong>g>20</str<strong>on</strong>g>% of <strong>the</strong> country’s <str<strong>on</strong>g>20</str<strong>on</strong>g>09<br />

GDP (Government of Haiti/World Bank/Inter-American Development Bank (IDB)/United Nati<strong>on</strong>s/European<br />

Commissi<strong>on</strong>, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). A post-disaster evaluati<strong>on</strong> c<strong>on</strong>ducted by <strong>the</strong> Haitian government, United Nati<strong>on</strong>s bodies and<br />

o<strong>the</strong>r internati<strong>on</strong>al organizati<strong>on</strong>s estimated that over 15% of <strong>the</strong> country’s projected <str<strong>on</strong>g>development</str<strong>on</strong>g> needs for a threeyear<br />

period would be in <strong>the</strong> area of envir<strong>on</strong>mental, risk and disaster management (Government of Haiti/World<br />

Bank/Inter-American Development Bank (IDB)/United Nati<strong>on</strong>s/European Commissi<strong>on</strong>, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). The United Nati<strong>on</strong>s<br />

Envir<strong>on</strong>ment Programme has also spearheaded <strong>the</strong> Côte Sud Initiative, a US$ <str<strong>on</strong>g>20</str<strong>on</strong>g>0 milli<strong>on</strong> envir<strong>on</strong>mental recovery<br />

programme for l<strong>on</strong>g-term recovery and <str<strong>on</strong>g>sustainable</str<strong>on</strong>g>, integrated <str<strong>on</strong>g>development</str<strong>on</strong>g> (HRI, <str<strong>on</strong>g>20</str<strong>on</strong>g>11).<br />

Haiti’s ability to wea<strong>the</strong>r natural disasters and improve its ec<strong>on</strong>omy and quality of life depends largely <strong>on</strong><br />

governmental capacity and public management. The government and <strong>the</strong> judicial system are thwarted by inadequate<br />

funding and by <strong>the</strong> limited ability to provide high-quality public services and create jobs (Brigety and Ondiak,<br />

<str<strong>on</strong>g>20</str<strong>on</strong>g>09). Private investors have exploited natural resources without adequate government c<strong>on</strong>trol, and waste and water<br />

management systems have not been able to balance <strong>the</strong> preservati<strong>on</strong> and proper distributi<strong>on</strong> of resources<br />

(UNEP/Ministry of <strong>the</strong> Envir<strong>on</strong>ment of Haiti/Quisqueya University, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). These challenges have been fur<strong>the</strong>r<br />

exacerbated by c<strong>on</strong>stant socio-political crises; <strong>the</strong> United Nati<strong>on</strong>s has maintained a peacekeeping and stabilizati<strong>on</strong><br />

missi<strong>on</strong> in Haiti since <str<strong>on</strong>g>20</str<strong>on</strong>g>04, and <strong>the</strong> country has faced a series of government oustings (see MINUSTAH [<strong>on</strong>line]<br />

http://www.un.org/en/peacekeeping/missi<strong>on</strong>s/minustah/). The post-disaster evaluati<strong>on</strong> that followed <strong>the</strong> <str<strong>on</strong>g>20</str<strong>on</strong>g>10<br />

earthquake identified <strong>the</strong> need for an extra US$ 806.7 milli<strong>on</strong> in funding over three <str<strong>on</strong>g>years</str<strong>on</strong>g> and additi<strong>on</strong>al resources to<br />

improve governance, particularly in justice, <strong>the</strong> democratic process, public services and administrati<strong>on</strong> (7% of <strong>the</strong><br />

total projected needs) (Government of Haiti/World Bank/IDB/United Nati<strong>on</strong>s/European Commissi<strong>on</strong>, <str<strong>on</strong>g>20</str<strong>on</strong>g>10).<br />

The country’s internal turmoil has resulted in spiralling emigrati<strong>on</strong> rates and increasing violence. Due to a<br />

predominantly informal ec<strong>on</strong>omy and limited growth opportunities, nearly 80% of university-educated Haitians live<br />

outside Haiti (Brigety and Ondiak, <str<strong>on</strong>g>20</str<strong>on</strong>g>09). Despite c<strong>on</strong>tinued internati<strong>on</strong>al engagement in Haiti, <strong>the</strong> effectiveness of<br />

d<strong>on</strong>or participati<strong>on</strong> has been weakened by, am<strong>on</strong>g o<strong>the</strong>r factors, <strong>the</strong> underfunded Haitian government, fluctuating<br />

d<strong>on</strong>or commitments to meet <strong>the</strong> country’s needs and weak coordinati<strong>on</strong> mechanisms for <strong>the</strong> d<strong>on</strong>or community<br />

(Brigety and Ondiak, <str<strong>on</strong>g>20</str<strong>on</strong>g>09).<br />

Given Haiti’s ec<strong>on</strong>omic needs, envir<strong>on</strong>mental vulnerabilities and socio-political challenges, <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />

<str<strong>on</strong>g>development</str<strong>on</strong>g> requires not <strong>on</strong>ly renewed commitment by <strong>the</strong> internati<strong>on</strong>al community, but also a strategic and<br />

coordinated effort in <strong>the</strong> regi<strong>on</strong> that ensures l<strong>on</strong>g-term engagement within all levels of society and government.<br />
