In additi<strong>on</strong>, Caribbean countries are vulnerable to natural disasters that threaten <strong>the</strong>ir biodiversity.<br />
Severe storms often have a disproporti<strong>on</strong>ately higher impact <strong>on</strong> <strong>the</strong> biodiversity of small islands in<br />
comparis<strong>on</strong> with o<strong>the</strong>r regi<strong>on</strong>s or countries due to smaller land mass and smaller habitats (W<strong>on</strong>g and<br />
o<strong>the</strong>rs, <str<strong>on</strong>g>20</str<strong>on</strong>g>05). Climate change effects <strong>on</strong> oceans will also likely result in bleaching and possible<br />
destructi<strong>on</strong> of coral reefs, which are crucial to biodiversity in <strong>the</strong> Caribbean and are a unique tourist<br />
attracti<strong>on</strong> (UNDP, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). In <strong>the</strong> Caribbean, many forests were cleared in <strong>the</strong> past for sugar and banana<br />
plantati<strong>on</strong>s, and any remaining forests now tend to be sec<strong>on</strong><strong>da</strong>ry forests that lack <strong>the</strong> rich biodiversity of<br />
old-growth forests. As a result, bird species and marine mammals are becoming increasingly en<strong>da</strong>ngered.<br />
4. United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> to Combat Desertificati<strong>on</strong><br />
All <strong>the</strong> Caribbean countries have signed and/or ratified <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> to Combat<br />
Desertificati<strong>on</strong>. The achievements of Caribbean SIDS in implementing <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> have been<br />
documented in four nati<strong>on</strong>al communicati<strong>on</strong>s submitted to <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> secretariat since <str<strong>on</strong>g>20</str<strong>on</strong>g>00. 9<br />
Key areas of progress include <strong>the</strong> following:<br />
(i) Nati<strong>on</strong>al acti<strong>on</strong> programmes under <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> have been submitted by 10 Caribbean<br />
SIDS, 10 and <strong>the</strong> remaining countries have reported <strong>the</strong>ir programmes to be in preparati<strong>on</strong>.<br />
(ii) Participatory processes as part of <strong>the</strong> implementati<strong>on</strong> of <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> are being<br />
encouraged by all parties to <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> and are c<strong>on</strong>sidered an important comp<strong>on</strong>ent of<br />
success. Most SIDS have organized nati<strong>on</strong>al-level meetings to vali<strong>da</strong>te <strong>the</strong>ir reports and<br />
some countries of <strong>the</strong> Organizati<strong>on</strong> of Eastern Caribbean States (OECS) have also c<strong>on</strong>ducted<br />
awareness campaigns in <strong>the</strong>ir processes for defining nati<strong>on</strong>al acti<strong>on</strong> programme priorities<br />
(United Nati<strong>on</strong>s, <str<strong>on</strong>g>20</str<strong>on</strong>g>02).<br />
(iii) Legislative and instituti<strong>on</strong>al frameworks or arrangements have progressed in three areas:<br />
(a) formulati<strong>on</strong> of legislati<strong>on</strong> in areas related to desertificati<strong>on</strong> (forest and water resources);<br />
(b) legal reforms aimed at facilitating coherent policies and regulati<strong>on</strong>s to combat<br />
desertificati<strong>on</strong> and drought; and (c) laws and regulati<strong>on</strong>s <strong>on</strong> <strong>the</strong> use of natural resources and<br />
<strong>the</strong>ir enforcement (United Nati<strong>on</strong>s, <str<strong>on</strong>g>20</str<strong>on</strong>g>02). For example, <strong>the</strong> St. George’s Declarati<strong>on</strong> of<br />
Principles for Envir<strong>on</strong>mental Sustainability in <strong>the</strong> OECS helped promote legal and<br />
instituti<strong>on</strong>al reforms to harm<strong>on</strong>ize and streng<strong>the</strong>n <strong>the</strong> envir<strong>on</strong>mental sector. Since <str<strong>on</strong>g>20</str<strong>on</strong>g>01 <strong>the</strong><br />
Dominican Republic has introduced legal and instituti<strong>on</strong>al frameworks stipulating<br />
envir<strong>on</strong>mental policies <strong>on</strong> land, water, biological and human resources al<strong>on</strong>g its border with<br />
Haiti through <strong>the</strong> Hispaniola Subregi<strong>on</strong>al Acti<strong>on</strong> Programme. In additi<strong>on</strong>, most countries<br />
have appointed focal points and have elected a nati<strong>on</strong>al coordinating body to guide <strong>the</strong><br />
implementati<strong>on</strong> of <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> (United Nati<strong>on</strong>s, <str<strong>on</strong>g>20</str<strong>on</strong>g>02).<br />
(iv) Linkages and synergies with o<strong>the</strong>r c<strong>on</strong>venti<strong>on</strong>s and nati<strong>on</strong>al <str<strong>on</strong>g>development</str<strong>on</strong>g> strategies have<br />
been explored by Caribbean SIDS. An important initiative has been <strong>the</strong> identificati<strong>on</strong> of<br />
nati<strong>on</strong>al-level synergies between government agencies and departments <strong>on</strong> land degra<strong>da</strong>ti<strong>on</strong><br />
