Additi<strong>on</strong>ally, envir<strong>on</strong>mental challenges, such as land degra<strong>da</strong>ti<strong>on</strong>, waste and polluti<strong>on</strong>, natural<br />
disasters and biodiversity management issues, am<strong>on</strong>g o<strong>the</strong>rs, have fur<strong>the</strong>r hindered implementati<strong>on</strong> of <strong>the</strong><br />
Mauritius Strategy and fur<strong>the</strong>r hinder progress towards <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> goals..<br />
The risk of disasters is very high in <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g> and envir<strong>on</strong>ment agen<strong>da</strong> of Caribbean<br />
countries. The recogniti<strong>on</strong> of <strong>the</strong> vulnerability of <strong>the</strong> regi<strong>on</strong> led to several initiatives at both nati<strong>on</strong>al and<br />
regi<strong>on</strong>al levels designed to reduce this vulnerability. These <strong>da</strong>te back to <strong>the</strong> 1980s and include <strong>the</strong><br />
establishment of regi<strong>on</strong>al and nati<strong>on</strong>al instituti<strong>on</strong>al and legislative frameworks as well as <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g><br />
of programmes.<br />
The Hyogo Framework for Acti<strong>on</strong> <str<strong>on</strong>g>20</str<strong>on</strong>g>05-<str<strong>on</strong>g>20</str<strong>on</strong>g>15 (HFA) provided a platform for <strong>the</strong> regi<strong>on</strong>al<br />
Comprehensive Disaster Management (CDM) strategy, to link <str<strong>on</strong>g>development</str<strong>on</strong>g> decisi<strong>on</strong>-making and<br />
planning initiatives to comprehensive disaster risk management within <strong>the</strong> c<strong>on</strong>text of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />
<str<strong>on</strong>g>development</str<strong>on</strong>g>. In line with this, <strong>the</strong> sixth Caribbean C<strong>on</strong>ference <strong>on</strong> Comprehensive Disaster Management,<br />
December <str<strong>on</strong>g>20</str<strong>on</strong>g>11, in Trini<strong>da</strong>d and Tobago, reflected <strong>on</strong> <strong>the</strong> achievements and less<strong>on</strong>s learned and <strong>the</strong><br />
commitment of Caribbean countries that will nurture an Enhanced Comprehensive Disaster Management<br />
Strategy bey<strong>on</strong>d <str<strong>on</strong>g>20</str<strong>on</strong>g>12.<br />
The following paragraphs outline <strong>the</strong> key aspects of implementati<strong>on</strong> by Caribbean SIDS of <strong>the</strong><br />
internati<strong>on</strong>al commitments <strong>on</strong> <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> which emanated <strong>from</strong> <strong>the</strong> Earth Summit in 1992.<br />
1. Nati<strong>on</strong>al <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> strategies (NSDS)<br />
In order to integrate envir<strong>on</strong>ment and <str<strong>on</strong>g>development</str<strong>on</strong>g> at <strong>the</strong> policy, planning and management levels,<br />
Chapter 8 of Agen<strong>da</strong> 21 calls <strong>on</strong> countries to c<strong>on</strong>duct nati<strong>on</strong>al reviews and adopt nati<strong>on</strong>al <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />
<str<strong>on</strong>g>development</str<strong>on</strong>g> strategies, aimed at harm<strong>on</strong>izing sectoral ec<strong>on</strong>omic, social and envir<strong>on</strong>mental policies and<br />
plans in each country. Caribbean SIDS have developed strategies in line with <strong>the</strong>se goals, as well as o<strong>the</strong>r<br />
integrated policies and planning tools for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />
Barbados has formally submitted its Nati<strong>on</strong>al Sustainable Development Strategy, which<br />
comprises <strong>the</strong> Nati<strong>on</strong>al Sustainable Development Policy (ratified by <strong>the</strong> Parliament in <str<strong>on</strong>g>20</str<strong>on</strong>g>04) and Acti<strong>on</strong><br />
Plan (UNDESA, <str<strong>on</strong>g>20</str<strong>on</strong>g>10b). The Policy includes <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> principles to orient a nati<strong>on</strong>al<br />
framework for decisi<strong>on</strong>-making and focuses <strong>on</strong> quality of life, c<strong>on</strong>servati<strong>on</strong> of resources and ec<strong>on</strong>omic<br />
efficiency and equity (Government of Barbados, <str<strong>on</strong>g>20</str<strong>on</strong>g>09). O<strong>the</strong>r countries have created strategies that can be<br />
c<strong>on</strong>sidered a nati<strong>on</strong>al <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> strategy, such as nati<strong>on</strong>al envir<strong>on</strong>mental management<br />
strategies or <strong>the</strong> adopti<strong>on</strong> of integrated <str<strong>on</strong>g>development</str<strong>on</strong>g> planning. Examples of implementati<strong>on</strong> of nati<strong>on</strong>al<br />
<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> strategies include those of Antigua and Barbu<strong>da</strong> (Nati<strong>on</strong>al Envir<strong>on</strong>mental<br />
Management Strategy), Cuba (Nati<strong>on</strong>al Envir<strong>on</strong>mental Strategy), Dominica (Growth and Poverty<br />
Strategy), Guyana (Low Carb<strong>on</strong> Development Strategy), Jamaica (Nati<strong>on</strong>al Development Plan, Visi<strong>on</strong><br />
<str<strong>on</strong>g>20</str<strong>on</strong>g>30-Jamaica), Saint Vincent and <strong>the</strong> Grenadines (Nati<strong>on</strong>al Ec<strong>on</strong>omic and Social Development Plan) and<br />
Trini<strong>da</strong>d and Tobago (Nati<strong>on</strong>al Strategic Development Plan, Visi<strong>on</strong> <str<strong>on</strong>g>20</str<strong>on</strong>g><str<strong>on</strong>g>20</str<strong>on</strong>g>). Am<strong>on</strong>g <strong>the</strong> <strong>the</strong>matic areas of<br />
<strong>the</strong> Mauritius Strategy that are also c<strong>on</strong>sistently included in <strong>the</strong>se strategies, plans and programmes are<br />
climate change, sea level rise, natural and envir<strong>on</strong>mental disasters, waste management, and energy and<br />
renewable energy sources (ECLAC, <str<strong>on</strong>g>20</str<strong>on</strong>g>10b).<br />
In general, <strong>the</strong> Caribbean SIDS face financial and technical challenges in implementing both <strong>the</strong><br />
Mauritius Strategy and <strong>the</strong>ir nati<strong>on</strong>al <str<strong>on</strong>g>development</str<strong>on</strong>g> strategies. Specific challenges include <strong>the</strong> need to<br />
intensify nati<strong>on</strong>al efforts by giving greater priority to <strong>the</strong> use of nati<strong>on</strong>al <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>
