8. The science and technology community<br />
Agen<strong>da</strong> 21, chapter 31, recognizes <strong>the</strong> role of <strong>the</strong> science and technology community in implementing<br />
<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>. The Johannesburg Plan of Implementati<strong>on</strong> takes a cross-cutting approach to<br />
science and technology as key factors in <strong>the</strong> implementati<strong>on</strong> of several aspects of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />
The situati<strong>on</strong> of <strong>the</strong> science and technology community across <strong>the</strong> regi<strong>on</strong> varies widely. In general, it has<br />
developed over <strong>the</strong> past <str<strong>on</strong>g>20</str<strong>on</strong>g> <str<strong>on</strong>g>years</str<strong>on</strong>g>, but <strong>the</strong>re are still marked lags in comparis<strong>on</strong> with o<strong>the</strong>r regi<strong>on</strong>s.<br />
In <str<strong>on</strong>g>20</str<strong>on</strong>g>07, researchers in Latin America and <strong>the</strong> Caribbean represented 3.5% of <strong>the</strong> world total, a<br />
proporti<strong>on</strong> which, while small, is significantly higher than in 1990, when <strong>the</strong>y represented <strong>on</strong>ly 1.5% of<br />
<strong>the</strong> world’s researchers (see figure III.1). The number of researchers and technologists in <strong>the</strong> regi<strong>on</strong> has<br />
doubled over <strong>the</strong> past decade, rising to a little over 250,000 in <str<strong>on</strong>g>20</str<strong>on</strong>g>07 (expressed as full-time equivalent<br />
units) (RICYT, <str<strong>on</strong>g>20</str<strong>on</strong>g>09). 17<br />

Growth in <strong>the</strong> number of researchers in <strong>the</strong> regi<strong>on</strong> also outstrips <strong>the</strong> global growth rate. However,<br />
Latin America and <strong>the</strong> Caribbean accounts for 8.6% of <strong>the</strong> world populati<strong>on</strong>, so at <strong>the</strong> current growth<br />
rates <strong>the</strong> regi<strong>on</strong>’s share of <strong>the</strong> world’s researchers would not equal its share of <strong>the</strong> world populati<strong>on</strong> until<br />
<str<strong>on</strong>g>20</str<strong>on</strong>g>30 (UNESCO, <str<strong>on</strong>g>20</str<strong>on</strong>g>10).<br />
