The challenge remains to build democratic and pluricultural societies <strong>from</strong> which ethnic<br />
inequities have been eliminated and which give effective recogniti<strong>on</strong> to <strong>the</strong> c<strong>on</strong>tributi<strong>on</strong>s and worldview<br />
of <strong>the</strong> regi<strong>on</strong>’s indigenous peoples (ECLAC/UNFPA, <str<strong>on</strong>g>20</str<strong>on</strong>g>09).<br />
4. N<strong>on</strong>-governmental organizati<strong>on</strong>s<br />
Agen<strong>da</strong> 21, chapter 27, states that n<strong>on</strong>-governmental organizati<strong>on</strong>s play a vital role in <strong>the</strong> shaping and<br />
implementati<strong>on</strong> of participatory democracy. It goes <strong>on</strong> to say that <strong>the</strong> community of n<strong>on</strong>-governmental<br />
organizati<strong>on</strong>s offers a global network that should be tapped, enabled and streng<strong>the</strong>ned in support of<br />
efforts to achieve <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />
The opening and democratizati<strong>on</strong> seen in most countries in <strong>the</strong> regi<strong>on</strong> in <strong>the</strong> 1980s and 1990s<br />
enabled n<strong>on</strong>-governmental organizati<strong>on</strong>s (NGOs) to be set up with missi<strong>on</strong>s in different areas of<br />
<str<strong>on</strong>g>development</str<strong>on</strong>g>. In <strong>the</strong> envir<strong>on</strong>mental arena, this did not translate into broadening <strong>the</strong> social base of<br />
envir<strong>on</strong>mental organizati<strong>on</strong>s in <strong>the</strong> regi<strong>on</strong> but ra<strong>the</strong>r transnati<strong>on</strong>alizing many of <strong>the</strong>m through financial<br />
and programme links with NGOs in developed countries (UNEP, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). Despite this, over <strong>the</strong> past two<br />
decades, n<strong>on</strong>-governmental organizati<strong>on</strong>s in <strong>the</strong> regi<strong>on</strong> have matured and helped to advance <strong>the</strong> transiti<strong>on</strong><br />
to <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> by means of programmes and projects <strong>on</strong> a whole range of issues, such as<br />
informal envir<strong>on</strong>mental educati<strong>on</strong>, <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> resource management, support for local communities faced<br />
with socio-envir<strong>on</strong>mental c<strong>on</strong>flicts, and o<strong>the</strong>r initiatives.<br />
Since 1992, n<strong>on</strong>-governmental organizati<strong>on</strong>s in <strong>the</strong> regi<strong>on</strong> have also been actively involved in<br />
implementing projects and acti<strong>on</strong>s to fur<strong>the</strong>r full implementati<strong>on</strong> of Agen<strong>da</strong> 21. The World Summit <strong>on</strong><br />
Sustainable Development in Johannesburg promoted partnership-building between civil society and<br />
internati<strong>on</strong>al organizati<strong>on</strong>s and Governments to generate <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> acti<strong>on</strong>s. One such is <strong>the</strong><br />
Partnership for principle 10, which seeks to develop practical acti<strong>on</strong>s to ensure citizen access to<br />
informati<strong>on</strong>, participati<strong>on</strong> and justice in envir<strong>on</strong>mental matters. The members of this partnership are four<br />
Latin American and Caribbean Governments and 10 NGOs <strong>from</strong> <strong>the</strong> regi<strong>on</strong>.<br />
Funding is still a key issue for NGOs. To ensure <strong>the</strong> sustainability of <strong>the</strong>ir programmes and<br />
activities, NGOs are now expected to be more transparent and accountable for <strong>the</strong>ir acti<strong>on</strong>s.<br />
5. Local authorities<br />
Agen<strong>da</strong> 21, chapter 28, states that, because so many of <strong>the</strong> problems and soluti<strong>on</strong>s relating to <str<strong>on</strong>g>sustainable</str<strong>on</strong>g><br />
<str<strong>on</strong>g>development</str<strong>on</strong>g> have <strong>the</strong>ir roots in local activities, <strong>the</strong> participati<strong>on</strong> and cooperati<strong>on</strong> of local authorities will<br />
be a determining factor in fulfilling this objective.<br />
Local governments have called for greater inclusi<strong>on</strong> of stakeholders in internati<strong>on</strong>al negotiati<strong>on</strong><br />
processes and for greater recogniti<strong>on</strong> for <strong>the</strong>ir special status as governmental instituti<strong>on</strong>s. This special status<br />
was recognized by <strong>the</strong> United Nati<strong>on</strong>s Framework C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Climate Change (UNFCCC) at <strong>the</strong><br />
sixteenth sessi<strong>on</strong> of <strong>the</strong> C<strong>on</strong>ference of <strong>the</strong> Parties (COP 16), in Cancun, Mexico in December <str<strong>on</strong>g>20</str<strong>on</strong>g>10, where<br />
local governments were described as “governmental stakeholders” for <strong>the</strong> first time (ICLEI, <str<strong>on</strong>g>20</str<strong>on</strong>g>11a).
