3. Technology and envir<strong>on</strong>mental informati<strong>on</strong><br />

Technology <str<strong>on</strong>g>development</str<strong>on</strong>g>s are a significant factor to c<strong>on</strong>sider in comparing <strong>the</strong> envir<strong>on</strong>mental informati<strong>on</strong><br />

available now with <strong>the</strong> situati<strong>on</strong> in <strong>the</strong> early 1990s. Informati<strong>on</strong> and communicati<strong>on</strong> technologies (ICTs)<br />

have become key tools not <strong>on</strong>ly for providing access to existing informati<strong>on</strong> (see secti<strong>on</strong> B) but also for<br />

generating and analysing <strong>da</strong>ta.<br />

Thanks to advances in satellite technology, vulnerable areas such as <strong>the</strong> Amaz<strong>on</strong> can now be<br />

m<strong>on</strong>itored over shorter time lapses. Government agencies can provide a timely resp<strong>on</strong>se to crises and<br />

chart <strong>the</strong> course of l<strong>on</strong>g-term policies more effectively. In Brazil, advances in satellite technology and<br />

ICTs have made possible, principally since <str<strong>on</strong>g>20</str<strong>on</strong>g>03, real-time tracking; <strong>the</strong> blending of images <strong>from</strong><br />

different satellites or <strong>from</strong> <strong>the</strong> same satellite taken at different times in order to fill cloud gaps; digital<br />

processing; and <strong>the</strong> disseminati<strong>on</strong> of digital maps to different government bodies and research institutes.<br />

This informati<strong>on</strong> has played a key role in directing policies and projects in different spheres of<br />

government (ECLAC/GTZ/IPEA, <str<strong>on</strong>g>20</str<strong>on</strong>g>11). Never<strong>the</strong>less, much of <strong>the</strong> regi<strong>on</strong> currently has no access to<br />

<strong>the</strong>se technologies.<br />

Software <str<strong>on</strong>g>development</str<strong>on</strong>g> has also permitted <strong>the</strong> processing, analysis, storage and disseminati<strong>on</strong> of<br />

an unprecedented amount of informati<strong>on</strong>, faster. Tools such as geographic informati<strong>on</strong> systems (GIS)<br />

help manage and analyse such informati<strong>on</strong> for specific parts of <strong>the</strong> territory. System dynamics software is<br />

used to develop models for assessing inter-relati<strong>on</strong>s between different areas of <str<strong>on</strong>g>development</str<strong>on</strong>g> and <strong>the</strong> direct<br />

and indirect effects of policies or measures, in <strong>the</strong> short or l<strong>on</strong>g term, enhancing <str<strong>on</strong>g>development</str<strong>on</strong>g> planning<br />

exercises. One example is Threshold 21 (T21), developed by <strong>the</strong> Millennium Institute. 5<br />

Governments and civil society in <strong>the</strong> regi<strong>on</strong> need greater access to existing tools. The vast amount<br />

of <strong>da</strong>ta in <strong>the</strong> hands of private agents represents ano<strong>the</strong>r challenge. According to a study undertaken by<br />

The Access Initiative (<str<strong>on</strong>g>20</str<strong>on</strong>g>05), an associated challenge is to c<strong>on</strong>soli<strong>da</strong>te schemes and mechanisms for<br />

periodic reporting <strong>on</strong> <strong>the</strong> state of <strong>the</strong> envir<strong>on</strong>ment and <strong>the</strong> impact of industrial activities by both private<br />

and public enterprises. In particular, <strong>the</strong> assessment acknowledges that much remains to be d<strong>on</strong>e to ensure<br />

that <strong>the</strong> industrial sector takes resp<strong>on</strong>sibility for reporting <strong>on</strong> its emissi<strong>on</strong>s into <strong>the</strong> envir<strong>on</strong>ment.<br />

Initiatives such as <strong>the</strong> Carb<strong>on</strong> Disclosure Project, 6 which ga<strong>the</strong>rs stan<strong>da</strong>rdized informati<strong>on</strong> <strong>on</strong> <strong>the</strong><br />

envir<strong>on</strong>mental performance of cities and large companies, enable civil society actors to compare company<br />

polluti<strong>on</strong> levels and natural-resource intensity and track this performance over time. Each company’s<br />

commitment to <strong>the</strong> envir<strong>on</strong>ment can be measured based <strong>on</strong> reported greenhouse gas emissi<strong>on</strong>s, <strong>the</strong> water<br />

footprint of its products and <strong>the</strong> strategies implemented to combat climate change. This informati<strong>on</strong> is<br />

made available to a very wide audience, ranging <strong>from</strong> investors, corporati<strong>on</strong>s, politicians, public sector<br />

organizati<strong>on</strong>s and academics to <strong>the</strong> general public; each actor can <strong>the</strong>refore take <strong>the</strong> appropriate steps to<br />

exert pressure within his, her or its realm of influence and encourage <strong>the</strong> <str<strong>on</strong>g>development</str<strong>on</strong>g> of cleaner and<br />

more <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> producti<strong>on</strong> methods. This experience could be replicated at a country level, <strong>on</strong> a<br />

voluntary or regulated basis, so that civil society and public sector actors can learn about <strong>the</strong><br />

envir<strong>on</strong>mental impact of different companies.<br />
