INFORMATION FOR DECISION-MAKING, AND CIVIL SOCIETY, PRIVATE SECTOR AND<br />

LOCAL GOVERNMENT PARTICIPATION FOR SUSTAINABLE DEVELOPMENT<br />

While <strong>the</strong> Rio Declarati<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment and Development highlights <strong>the</strong> crucial role of States in<br />

leading <strong>the</strong> transiti<strong>on</strong> to <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>, it also recognizes that <strong>the</strong> participati<strong>on</strong> of all social<br />

groups is key to achieving this objective. Principle 10 of <strong>the</strong> Declarati<strong>on</strong> states that envir<strong>on</strong>mental issues,<br />

a key comp<strong>on</strong>ent of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>, are best handled with <strong>the</strong> participati<strong>on</strong> of all citizens, and<br />

that States shall facilitate and encourage public participati<strong>on</strong> by making informati<strong>on</strong> widely available and<br />

by ensuring effective access to judicial and administrative proceedings. Principles <str<strong>on</strong>g>20</str<strong>on</strong>g> to 22 of <strong>the</strong><br />

Declarati<strong>on</strong> emphasize <strong>the</strong> importance of specific groups: women, youth and indigenous peoples and<br />

communities. High-quality official informati<strong>on</strong> <strong>on</strong> <strong>the</strong> envir<strong>on</strong>ment and tools for applying this to public<br />

policy analysis are essential, both for a society to exercise its rights, remain informed and participate<br />

actively in decisi<strong>on</strong>-making, and for <strong>the</strong> State to functi<strong>on</strong> effectively, in c<strong>on</strong>cert and c<strong>on</strong>sistently.<br />

PRINCIPLES OF THE RIO DECLARATION ON ENVIRONMENT AND DEVELOPMENT<br />

10 Envir<strong>on</strong>mental issues are best handled with <strong>the</strong> participati<strong>on</strong> of all c<strong>on</strong>cerned citizens, at <strong>the</strong> relevant level.<br />

At <strong>the</strong> nati<strong>on</strong>al level, each individual shall have appropriate access to informati<strong>on</strong> c<strong>on</strong>cerning <strong>the</strong><br />

envir<strong>on</strong>ment that is held by public authorities, including informati<strong>on</strong> <strong>on</strong> hazardous materials and activities in<br />

<strong>the</strong>ir communities, and <strong>the</strong> opportunity to participate in decisi<strong>on</strong>-making processes. States shall facilitate<br />

and encourage public awareness and participati<strong>on</strong> by making informati<strong>on</strong> widely available. Effective access<br />

to judicial and administrative proceedings, including redress and remedy, shall be provided.<br />

<str<strong>on</strong>g>20</str<strong>on</strong>g> Women have a vital role in envir<strong>on</strong>mental management and <str<strong>on</strong>g>development</str<strong>on</strong>g>. Their full participati<strong>on</strong> is<br />

<strong>the</strong>refore essential to achieve <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />

21 The creativity, ideals and courage of <strong>the</strong> youth of <strong>the</strong> world should be mobilized to forge a global<br />

partnership in order to achieve <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> and ensure a better future for all.<br />

22 Indigenous people and <strong>the</strong>ir communities and o<strong>the</strong>r local communities have a vital role in envir<strong>on</strong>mental<br />

management and <str<strong>on</strong>g>development</str<strong>on</strong>g> because of <strong>the</strong>ir knowledge and traditi<strong>on</strong>al practices. States should recognize<br />

and duly support <strong>the</strong>ir identity, culture and interests and enable <strong>the</strong>ir effective participati<strong>on</strong> in <strong>the</strong><br />

achievement of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g>.<br />

A. INFORMATION FOR DECISION-MAKING<br />

Access to envir<strong>on</strong>mental informati<strong>on</strong> includes two key elements: first, <strong>the</strong> producti<strong>on</strong> of informati<strong>on</strong> <strong>on</strong><br />

<strong>the</strong> envir<strong>on</strong>ment, and sec<strong>on</strong>d, <strong>the</strong> right of citizens to gain access to informati<strong>on</strong> held by <strong>the</strong> public<br />

authorities and c<strong>on</strong>sequently <strong>the</strong> obligati<strong>on</strong> of Governments to make informati<strong>on</strong> easily accessible and<br />

available to all. This secti<strong>on</strong> examines <strong>the</strong> first of <strong>the</strong>se elements, looking at (i) statistics and indicators;<br />

(ii) ways of measuring wealth and ec<strong>on</strong>omic growth that take into account <strong>the</strong> state of <strong>the</strong> envir<strong>on</strong>ment;<br />

and (iii) technological progress and informati<strong>on</strong>.
