MERCOSUR countries are implementing measures relating to <strong>the</strong> transport of hazardous products<br />
and have accorded priority to GHS implementati<strong>on</strong>. 19 The Andean Community has a draft regulati<strong>on</strong> under<br />
review. Countries have made progress in o<strong>the</strong>r areas too: raising awareness; training; setting stan<strong>da</strong>rds <strong>on</strong><br />
<strong>the</strong> submissi<strong>on</strong> of reports and certificati<strong>on</strong>; and c<strong>on</strong>ducting sectoral studies. Cooperati<strong>on</strong> between<br />
MERCOSUR and <strong>the</strong> European Uni<strong>on</strong> provides for assistance in implementing <strong>the</strong> GHS (Government of<br />
Argentina, <str<strong>on</strong>g>20</str<strong>on</strong>g>09). According to <strong>the</strong> Committee of Experts <strong>on</strong> <strong>the</strong> Transport of Dangerous Goods and <strong>on</strong> <strong>the</strong><br />
Globally Harm<strong>on</strong>ized System of Classificati<strong>on</strong> and Labelling of Chemicals, Nicaragua has worked <strong>on</strong> an<br />
instituti<strong>on</strong>al assessment of existing nati<strong>on</strong>al capabilities. With regard to GHS implementati<strong>on</strong> of pesticide<br />
certificati<strong>on</strong>, <strong>the</strong> process is in <strong>the</strong> early stages in <strong>the</strong> regi<strong>on</strong>, as in o<strong>the</strong>r developing regi<strong>on</strong>s.<br />
The gaps identified in GHS implementati<strong>on</strong> relate to informati<strong>on</strong> disseminati<strong>on</strong> about <strong>the</strong> GHS<br />
and training for government officials and various sectors involved in chemicals registrati<strong>on</strong>, c<strong>on</strong>trol,<br />
management and marketing.<br />

Heavy metals<br />
Countries in <strong>the</strong> regi<strong>on</strong> have taken measures to reduce mercury polluti<strong>on</strong> and, as stated<br />
previously, have succeeded in removing lead <strong>from</strong> petrol. <str<strong>on</strong>g>20</str<strong>on</strong>g> The challenge that now remains c<strong>on</strong>cerning<br />
lead is to c<strong>on</strong>sider its effects throughout <strong>the</strong> product life cycle and to substitute it with alternatives in<br />
products such as toys and paint. The use of lead in paint is a matter still to be resolved and <strong>the</strong><br />
Internati<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Chemicals Management signalled <strong>the</strong> need to form a global alliance to<br />
promote <strong>the</strong> phasing out of lead paint and invited UNEP and WHO to act as secretariat. There have been<br />
some noteworthy nati<strong>on</strong>al initiatives. For example, in <str<strong>on</strong>g>20</str<strong>on</strong>g>08, Brazil introduced legislati<strong>on</strong> setting<br />
maximum lead levels in paints and o<strong>the</strong>r coating materials used in c<strong>on</strong>structi<strong>on</strong> and in items for use by<br />
children and schools.<br />
An important first step towards mercury c<strong>on</strong>trol has been <strong>the</strong> creati<strong>on</strong> of inventories. Chile, Ecuador<br />
and Panama, with <strong>the</strong> support of <strong>the</strong> United States Envir<strong>on</strong>mental Protecti<strong>on</strong> Agency (EPA), UNEP and <strong>the</strong><br />
United Nati<strong>on</strong>s Institute for Training and Research (UNITAR), have developed pilot inventories with a risk<br />
management plan and have included mercury in <strong>the</strong> emissi<strong>on</strong>s inventory of PRTRs. These pilot inventories<br />
are now being replicated in Nicaragua and <strong>the</strong> Dominican Republic and future projects are also being<br />
evaluated. Countries in <strong>the</strong> regi<strong>on</strong> are also active participants in <strong>the</strong> preliminary discussi<strong>on</strong>s being held with<br />
a view to creating a legally binding global instrument <strong>on</strong> mercury.<br />
One of <strong>the</strong> main sources of mercury polluti<strong>on</strong> in <strong>the</strong> regi<strong>on</strong> is its use in gold mining, particularly<br />
in family and small-scale mining, and this has had a heavy impact <strong>on</strong> <strong>the</strong> Amaz<strong>on</strong> Basin, affecting human<br />
health through mercury ingesti<strong>on</strong> <strong>from</strong> eating fish (IOMC/UNEP, <str<strong>on</strong>g>20</str<strong>on</strong>g>02). Technical alternatives exist that<br />
call for outreach efforts. In developing its Nati<strong>on</strong>al Cleaner Producti<strong>on</strong> Policy, Colombia has promoted<br />
technologies for reducing or eliminating mercury use in mining. A number of projects have been carried<br />
out in cooperati<strong>on</strong> with UNEP and <strong>the</strong> United Nati<strong>on</strong>s Industrial Development Organizati<strong>on</strong> (UNIDO),<br />
under <strong>the</strong> Quickstart Programme of <strong>the</strong> Strategic Approach to Internati<strong>on</strong>al Chemicals Management.<br />
UNEP is currently developing a <strong>da</strong>tabase <strong>on</strong> mercury use in mining. O<strong>the</strong>r mercury-related issues are<br />
mercury use in products (including hospital products) and industrial processes, mercury storage and <strong>the</strong><br />
management of mercury waste and c<strong>on</strong>taminated sites.<br />
