Small-scale fisheries c<strong>on</strong>tinue to be important in <strong>the</strong> regi<strong>on</strong> in terms of providing food and<br />
employment to thousands of communities, both <strong>on</strong> <strong>the</strong> coast and in inland fisheries. Like o<strong>the</strong>r foodproducing<br />
sectors, fisheries and aquaculture are str<strong>on</strong>gly affected by climate change. Direct effects <strong>on</strong><br />
resources include changes in <strong>the</strong> physiology of organisms and in patterns of spatial and temporal<br />
distributi<strong>on</strong> and hence in <strong>the</strong>ir abun<strong>da</strong>nce, owing to changes in hydrographic or temperature patterns,<br />
rising mean sea levels, erosi<strong>on</strong> of beaches and disrupti<strong>on</strong> <strong>from</strong> wea<strong>the</strong>r phenomena such<br />
as acidificati<strong>on</strong>.<br />
Indirectly, climate change has had a significant impact <strong>on</strong> <strong>the</strong> producti<strong>on</strong> of various inputs for <strong>the</strong><br />
producti<strong>on</strong> of balanced feed, such as fishmeal, soy bean, sorghum and o<strong>the</strong>r grains. The upward trend in<br />
<strong>the</strong> price of <strong>the</strong>se products, as well as in energy prices, has undermined <strong>the</strong> competitiveness of small<br />
aquaculture producers, in many cases leading <strong>the</strong>m to aband<strong>on</strong> aquaculture altoge<strong>the</strong>r.<br />
9. Envir<strong>on</strong>mentally sound management of toxic chemicals<br />
As menti<strong>on</strong>ed in chapter I, chemicals producti<strong>on</strong> in <strong>the</strong> regi<strong>on</strong> and in developing countries generally is an<br />
activity that generates significant negative envir<strong>on</strong>mental and health-related externalities (IPCS, <str<strong>on</strong>g>20</str<strong>on</strong>g>10;<br />
WHO, <str<strong>on</strong>g>20</str<strong>on</strong>g>09b). Nei<strong>the</strong>r <strong>the</strong> industry nor users bear <strong>the</strong> costs of proper disposal of chemical waste.<br />
Instituti<strong>on</strong>al progress has been made, however, including new nati<strong>on</strong>al and internati<strong>on</strong>al<br />
regulati<strong>on</strong>s and improvements in risk assessment measures, as well as in <strong>the</strong> definiti<strong>on</strong> of indicators and<br />
metrics (WHO, <str<strong>on</strong>g>20</str<strong>on</strong>g>05, IPCS, <str<strong>on</strong>g>20</str<strong>on</strong>g>10). Most countries of <strong>the</strong> regi<strong>on</strong> have adopted strategies for management<br />
of chemical products and have ratified <strong>the</strong> relevant internati<strong>on</strong>al c<strong>on</strong>venti<strong>on</strong>s <strong>on</strong> chemicals as described<br />
below. As <strong>the</strong>re are significant problems in implementing <strong>the</strong>se c<strong>on</strong>venti<strong>on</strong>s, particularly in terms of<br />
financial, instituti<strong>on</strong>al and technical capacity, <strong>the</strong> synergies am<strong>on</strong>g <strong>the</strong> three c<strong>on</strong>venti<strong>on</strong>s and am<strong>on</strong>g<br />
countries need to be exploited more fully.<br />

C<strong>on</strong>trol of transboun<strong>da</strong>ry movements of hazardous wastes and <strong>the</strong>ir disposal<br />
(Basel C<strong>on</strong>venti<strong>on</strong>)<br />
Countries of <strong>the</strong> regi<strong>on</strong> have implemented <strong>the</strong> Basel C<strong>on</strong>venti<strong>on</strong> measures to varying degrees in<br />
accor<strong>da</strong>nce with <strong>the</strong>ir capabilities, characteristics and needs. Some of <strong>the</strong> issues of c<strong>on</strong>cern to <strong>the</strong> regi<strong>on</strong><br />
are smuggling of hazardous waste, training of customs officials and enforcement officers, raising <strong>the</strong><br />
awareness of judges, improving legislative and regulatory frameworks, waste management infrastructure<br />
(including m<strong>on</strong>itoring and analysis aspects) and financing, educating and raising <strong>the</strong> awareness of public<br />
and private sectors.<br />
Even though it has not yet come into force, nine countries in <strong>the</strong> regi<strong>on</strong> 15 and 71 in total<br />
(including <strong>the</strong> European Uni<strong>on</strong>) have signed <strong>the</strong> 1995 amendment to <strong>the</strong> Basel C<strong>on</strong>venti<strong>on</strong> prohibiting <strong>the</strong><br />
export of hazardous waste <strong>from</strong> developed to developing countries for final disposal, recovery or<br />
recycling. The Basel Protocol <strong>on</strong> Liability and Compensati<strong>on</strong> for Damage Resulting <strong>from</strong> Transboun<strong>da</strong>ry<br />
Movements of Hazardous Wastes and <strong>the</strong>ir Disposal was signed by <strong>on</strong>ly three countries in <strong>the</strong> regi<strong>on</strong>. 16<br />

The countries in <strong>the</strong> regi<strong>on</strong> that have ratified <strong>the</strong> Protocol are Argentina, Chile, Ecuador, Panama, Paraguay,<br />
