A regi<strong>on</strong>al acti<strong>on</strong> programme was established in March 1998 to coordinate nati<strong>on</strong>al efforts. The<br />

Regi<strong>on</strong>al Implementati<strong>on</strong> Annex for Latin America and <strong>the</strong> Caribbean of <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong><br />

to Combat Desertificati<strong>on</strong> (UNCCD) was drawn up <strong>on</strong> <strong>the</strong> basis of <strong>the</strong> regi<strong>on</strong>’s particular characteristics:<br />

(i) <strong>the</strong> existence of broad expanses which have been severely affected by desertificati<strong>on</strong> and/or<br />

drought; this threatens <strong>on</strong>e of <strong>the</strong> largest resources of biological diversity in <strong>the</strong> world;<br />

(ii) <strong>the</strong> frequent use of un<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> <str<strong>on</strong>g>development</str<strong>on</strong>g> practices in affected areas;<br />

(iii) a sharp drop in <strong>the</strong> productivity of ecosystems, coupled with a decline in agricultural,<br />

livestock and forestry yields and a loss of biological diversity; <strong>from</strong> <strong>the</strong> social point of view,<br />

<strong>the</strong> results are impoverishment, migrati<strong>on</strong>, internal populati<strong>on</strong> movements, and deteriorati<strong>on</strong><br />

of <strong>the</strong> quality of life.<br />

The degra<strong>da</strong>ti<strong>on</strong> of lands in terms of <strong>the</strong>ir biological value or ec<strong>on</strong>omic productivity is fairly slow<br />

and largely invisible, if measured in terms of policy time frames. Even though <strong>the</strong> techniques, procedures<br />

and strategies for <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> land management are well known, <strong>the</strong> low priority assigned by <strong>the</strong> regi<strong>on</strong>’s<br />

Governments prevents <strong>the</strong> problem <strong>from</strong> being tackled with <strong>the</strong> required forcefulness.<br />

Ano<strong>the</strong>r reas<strong>on</strong> for <strong>the</strong> scant attenti<strong>on</strong> paid to <strong>the</strong> issue is insufficient statistical, cartographic and<br />

ec<strong>on</strong>omic informati<strong>on</strong> to disseminate present and future effects. It is hoped that <strong>the</strong> 10-year strategic plan<br />

and framework to enhance <strong>the</strong> implementati<strong>on</strong> of <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> to combat<br />

Desertificati<strong>on</strong> (<str<strong>on</strong>g>20</str<strong>on</strong>g>08–<str<strong>on</strong>g>20</str<strong>on</strong>g>18), which has revised <strong>the</strong> format and c<strong>on</strong>tent of nati<strong>on</strong>al reports <strong>on</strong> combating<br />

desertificati<strong>on</strong>, will help to improve this situati<strong>on</strong>. Since <str<strong>on</strong>g>20</str<strong>on</strong>g>10, Parties to <strong>the</strong> UNCCD have been required<br />

to quantify and deliver indicators of progress.<br />

Recent studies by ECLAC and <strong>the</strong> Global Mechanism of <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> to<br />

Combat Desertificati<strong>on</strong> 12 highlight <strong>the</strong> ec<strong>on</strong>omic impact of inacti<strong>on</strong>. According to preliminary l<strong>on</strong>g-term<br />

scenarios, in Central America, land area with six or more dry m<strong>on</strong>ths will double (<strong>from</strong> 9% in <str<strong>on</strong>g>20</str<strong>on</strong>g>10 to<br />

<str<strong>on</strong>g>20</str<strong>on</strong>g>% in 2100 under IPCC scenario A2). By way of example, it is estimated that, by 2100, a total of 92.5%<br />

of El Salvador will experience six or more dry m<strong>on</strong>ths (as compared with 39.8% in <str<strong>on</strong>g>20</str<strong>on</strong>g>10). H<strong>on</strong>duras will<br />

be <strong>the</strong> country to lose <strong>the</strong> most wetlands (44,632 km 2 ) by 2100. In percentage terms, between <str<strong>on</strong>g>20</str<strong>on</strong>g>10 and<br />

2100 Belize will lose 45.4% of its wetlands, El Salvador 45.6% and H<strong>on</strong>duras 48.4% (ECLAC/Global<br />

Mechanism, <str<strong>on</strong>g>20</str<strong>on</strong>g>11).<br />

Table II.6 below shows estimated productivity losses in some countries in <strong>the</strong> regi<strong>on</strong> under IPCC<br />

scenario A2, measured as a percentage of agricultural GDP.<br />

In <str<strong>on</strong>g>20</str<strong>on</strong>g>10, <strong>the</strong> sec<strong>on</strong>d Internati<strong>on</strong>al C<strong>on</strong>ference: Climate, Sustainability and Development in Semiarid<br />

Regi<strong>on</strong>s (ICID) was held as part of <strong>the</strong> preparatory process for <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>ference <strong>on</strong><br />

Sustainable Development (Rio+<str<strong>on</strong>g>20</str<strong>on</strong>g>). The c<strong>on</strong>ference issued <strong>the</strong> Declarati<strong>on</strong> of Fortaleza, which defines<br />

key issues for Rio+<str<strong>on</strong>g>20</str<strong>on</strong>g> relating to desertificati<strong>on</strong>, land degra<strong>da</strong>ti<strong>on</strong> and drought.<br />

The Global Mechanism was set up by Article 21 of <strong>the</strong> United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> to Combat Desertificati<strong>on</strong><br />

and came into operati<strong>on</strong> in October 1998. As a subsidiary body of <strong>the</strong> C<strong>on</strong>venti<strong>on</strong>, its man<strong>da</strong>te is to “increase <strong>the</strong><br />

effectiveness and efficiency of existing financial mechanisms” and to “promote acti<strong>on</strong>s leading to <strong>the</strong><br />

mobilizati<strong>on</strong> and channelling of substantial financial resources […] to affected developing country Parties”.
