BRAZIL: ACTION PLAN FOR PREVENTION AND CONTROL OF DEFORESTATION<br />
IN THE LEGAL AMAZON<br />
The Amaz<strong>on</strong> rainforest plays a key role in <strong>the</strong> regi<strong>on</strong>’s climate system. High deforestati<strong>on</strong> rates in <strong>the</strong> Amaz<strong>on</strong> led<br />
<strong>the</strong> Government of Brazil to establish <strong>the</strong> Acti<strong>on</strong> Plan for Preventi<strong>on</strong> and C<strong>on</strong>trol of Deforestati<strong>on</strong> in <strong>the</strong> Legal<br />
Amaz<strong>on</strong> Plan (PPCDAM) in <str<strong>on</strong>g>20</str<strong>on</strong>g>03. PPCDAM is an unprecedented initiative in terms of instituti<strong>on</strong>al coordinati<strong>on</strong><br />
between government sectors (ministries) and levels (federal, State, municipal). The complexity of <strong>the</strong> deforestati<strong>on</strong><br />
issue required <strong>the</strong> plan to be implemented jointly by 13 ministries, under <strong>the</strong> coordinati<strong>on</strong> of <strong>the</strong> Civil House of <strong>the</strong><br />
Presidency of <strong>the</strong> Republic. PPCDAM has three main comp<strong>on</strong>ents: land use and issues relating to land ownership;<br />
envir<strong>on</strong>mental m<strong>on</strong>itoring and c<strong>on</strong>trol; and promoti<strong>on</strong> of producti<strong>on</strong> activities. Since <str<strong>on</strong>g>20</str<strong>on</strong>g>05, <strong>the</strong>re has been a marked<br />
decline in deforestati<strong>on</strong> rates (see <strong>the</strong> following figure).<br />

Some of <strong>the</strong> key measures have been auditing, <strong>the</strong> disseminati<strong>on</strong> of lists of municipalities where deforestati<strong>on</strong><br />
has reached critical levels and a decree preventing public-sector financial instituti<strong>on</strong>s <strong>from</strong> funding ec<strong>on</strong>omic agents<br />
with activities in deforested areas. Added to this has been growing market pressure to obtain guarantees c<strong>on</strong>cerning <strong>the</strong><br />
legal provenance of products (such as meat) and ec<strong>on</strong>omic acti<strong>on</strong> by <strong>the</strong> private sector and civil society (such as a<br />
moratorium <strong>on</strong> buying soy produced in deforested areas). The acti<strong>on</strong> plan has been re-evaluated and readjusted<br />
periodically in resp<strong>on</strong>se to less<strong>on</strong>s learned and changes in deforestati<strong>on</strong> patterns and causal factors.<br />
During <strong>the</strong> first quarter of <str<strong>on</strong>g>20</str<strong>on</strong>g>11, an increase in <strong>the</strong> deforestati<strong>on</strong> rate highlighted <strong>the</strong> structural fragility of<br />
<strong>the</strong>se achievements. This was caused by such factors as legal uncertainty arising <strong>from</strong> <strong>the</strong> parliamentary discussi<strong>on</strong>s<br />
<strong>on</strong> <strong>the</strong> Forest Code over reducing <strong>the</strong> compulsory percentage of forest area to be maintained within farms as legal<br />
forest reserves and permanent c<strong>on</strong>servati<strong>on</strong> areas and <strong>the</strong> resulting amnesty <strong>on</strong> illegal deforestati<strong>on</strong>.<br />
