m<strong>on</strong>itoring have been instrumental in guiding acti<strong>on</strong>s to combat deforestati<strong>on</strong>, as evidenced by Brazil’s<br />
experience with satellite m<strong>on</strong>itoring in <strong>the</strong> Amaz<strong>on</strong>. 8 In total, 18% of <strong>the</strong> regi<strong>on</strong>’s forests are located in<br />
protected areas (FAO, <str<strong>on</strong>g>20</str<strong>on</strong>g>11).<br />
At present, 26 countries in <strong>the</strong> regi<strong>on</strong> have forest policies and 31 have forest laws, many of which<br />
have been revised in <strong>the</strong> past <str<strong>on</strong>g>20</str<strong>on</strong>g> <str<strong>on</strong>g>years</str<strong>on</strong>g>. The earliest are in <strong>the</strong> Caribbean. Envir<strong>on</strong>mental policies and<br />
legislati<strong>on</strong> have been given an integrated approach to forest functi<strong>on</strong>s, services and values. Increasingly,<br />
envir<strong>on</strong>mental, social and ec<strong>on</strong>omic comp<strong>on</strong>ents are being incorporated into forest management, and<br />
command and c<strong>on</strong>trol acti<strong>on</strong>s are being combined with acti<strong>on</strong>s to transform <strong>the</strong> producti<strong>on</strong> patterns that<br />
lead to deforestati<strong>on</strong>. The Internati<strong>on</strong>al Tropical Timber Organizati<strong>on</strong> (ITTO) has highlighted <strong>the</strong> role of<br />
land tenure and <strong>the</strong> potential for tenure by local communities. Brazil’s experience with adopting an<br />
integrated approach to command and c<strong>on</strong>trol acti<strong>on</strong>s, land regularizati<strong>on</strong> and transformati<strong>on</strong> of <strong>the</strong><br />
producti<strong>on</strong> model serves as a benchmark (see box II.6) (FAO, <str<strong>on</strong>g>20</str<strong>on</strong>g>10a).<br />
As menti<strong>on</strong>ed in <strong>the</strong> previous secti<strong>on</strong>, much of <strong>the</strong> deforestati<strong>on</strong> in <strong>the</strong> regi<strong>on</strong> is due to large-scale<br />
agricultural and livestock activities (extensive in <strong>the</strong> case of livestock producti<strong>on</strong>). A major challenge in<br />
combating deforestati<strong>on</strong> is <strong>the</strong> fact that <strong>the</strong> profitability of <str<strong>on</strong>g>sustainable</str<strong>on</strong>g> activities is often compared<br />
unfavourably with activities such as livestock producti<strong>on</strong>, permanent cropping or un<str<strong>on</strong>g>sustainable</str<strong>on</strong>g> timber<br />
harvesting, as traditi<strong>on</strong>al measures of profitability are short-termist and ignore <strong>the</strong> positive externalities of<br />
standing forest and <strong>the</strong> negative externalities of activities resulting in deforestati<strong>on</strong>.<br />
In many countries <strong>the</strong>re have been efforts to develop n<strong>on</strong>-wood products or supply chains (see<br />
box II.7). In additi<strong>on</strong>, markets have begun to realize <strong>the</strong> value of some ecosystem services provided by<br />
forests, such as carb<strong>on</strong> sequestrati<strong>on</strong>. The regi<strong>on</strong>’s forests harbour a large proporti<strong>on</strong> of <strong>the</strong> world’s<br />
carb<strong>on</strong> stocks (see secti<strong>on</strong> II.b.1). Forest ecosystem services are still not evaluated comprehensively<br />
(water storage and recycling, soil fertility, pollinati<strong>on</strong> and seed dispersal, microclimate, support<br />
for biodiversity).<br />
With regard to <strong>the</strong> timber industry, in <str<strong>on</strong>g>20</str<strong>on</strong>g>05 wood removals marketed in <strong>the</strong> Latin American and<br />
Caribbean formal market were worth a total of US$ 6.8 billi<strong>on</strong>, accounting for 7% of global<br />
extracti<strong>on</strong>s. Although this figure represents <strong>on</strong>ly 5% of <strong>the</strong> global planted forest area (FAO, <str<strong>on</strong>g>20</str<strong>on</strong>g>11), <strong>the</strong><br />
regi<strong>on</strong> is emerging as a leader in high-productivity forest plantati<strong>on</strong>s, in many cases benefitting <strong>from</strong><br />
government policies. South America has become <strong>the</strong> foremost investment destinati<strong>on</strong> for pulp and<br />
paper producers <strong>from</strong> <strong>the</strong> regi<strong>on</strong> and <strong>the</strong> rest of <strong>the</strong> world, even though some of <strong>the</strong> c<strong>on</strong>sequences of<br />
this trend have been called into questi<strong>on</strong>. The forest area set aside for producti<strong>on</strong>, based <strong>on</strong> a<br />
management plan approved by <strong>the</strong> State, has increased <strong>from</strong> 73 milli<strong>on</strong> hectares in 1990 to just over 78<br />
milli<strong>on</strong> hectares in <str<strong>on</strong>g>20</str<strong>on</strong>g>00 and 83 milli<strong>on</strong> hectares in <str<strong>on</strong>g>20</str<strong>on</strong>g>10 (FAO, <str<strong>on</strong>g>20</str<strong>on</strong>g>11). The area assigned to certified<br />
forest producti<strong>on</strong> in <strong>the</strong> regi<strong>on</strong> grew <strong>from</strong> a little under 3.1 milli<strong>on</strong> hectares in <str<strong>on</strong>g>20</str<strong>on</strong>g>02 to nearly<br />
13.5 milli<strong>on</strong> hectares in <str<strong>on</strong>g>20</str<strong>on</strong>g>10, meaning that it increased by an annual average of just over 1.25 milli<strong>on</strong><br />
hectares. 9 Certificati<strong>on</strong> programmes in <strong>the</strong> forestry industry assess forest management systems,<br />
envir<strong>on</strong>mental impact and social and ec<strong>on</strong>omic factors. A certificati<strong>on</strong> seal guarantees global stan<strong>da</strong>rds<br />
of good management.<br />
