HSE COMMITTEE<br />

STANDARD<br />

<strong>The</strong> contractor provides a safe, hygienic and healthy workplace setting and takes necessary steps to<br />

prevent accidents and injury arising out of, linked with or occurring in the course of work or as result of<br />

the operation of contractor’s facilities. <strong>The</strong> contractor has systems to detect, avoid and respond to<br />

potential risks to the safety and health of all employees.<br />

‣ Develop and implement health, safety and environment (HSE) committee processes and<br />

procedures to improve health, safety and environment conditions in each facility.<br />

RESPONSIBILITIES<br />

Location Manager must ensure that there is an HSE committee established and that the HSE committee<br />

procedures are implemented and followed.<br />

HSE Representative must establish, maintain and administer the HSE committee procedures.<br />

Managers and Supervisors must ensure that employees are trained and adhere to the requirements of<br />

the HSE committee procedures.<br />

Employees must adhere to the requirements of the HSE committee procedures.<br />

DEFINITIONS<br />

Management representative represents senior (Top) management within the factory and could be the<br />

manager, supervisor, or a departmental position which manages, monitors, evaluates and coordinates<br />

factor operations.<br />

Worker representative is a non-managerial position typically responsible for the hands on labor of the<br />

manufactured product.<br />

REQUIREMENTS<br />

1. POLICIES & PROCEDURES—Each facility must have implemented procedures for HSE committees,<br />

which must cover as a minimum, the following:<br />

a. HSE committee must be established at each facility.<br />

b. Committee must be comprised of at least 2 members if the location has 20 people or less and at<br />

least 4 members if the location has more than 20 people.<br />

c. Comprised of approximately an equal number of management and worker representatives.<br />

d. Committee members must be representative of the major work activities.<br />

e. Must elect chairperson.<br />

f. Committee Representatives must serve a continuous term of at least one year.<br />

g. Committee meetings must be conducted each month except months when quarterly<br />

inspections are conducted.<br />
