DORMITORY MANAGEMENT<br />
STANDARD<br />
<strong>The</strong> contractor provides a safe, hygienic and healthy workplace setting and takes necessary steps to<br />
prevent accidents and injury arising out of, linked with or occurring in the course of work or as result of<br />
the operation of contractor’s facilities. <strong>The</strong> contractor has systems to detect, avoid and respond to<br />
potential risks to the safety and health of all employees.<br />
‣ Develop and implement processes and procedures to reduce or eliminate risk of operating and<br />
maintaining dormitory facilities.<br />
RESPONSIBILITIES<br />
Location Manager must ensure that the dormitory management procedures are developed,<br />
implemented and followed.<br />
HSE Representative must establish, maintain and administer the dormitory management requirements.<br />
Managers and Supervisors must ensure that employees are trained and adhere to the requirements of<br />
the dormitory management requirements.<br />
Employees must adhere to the dormitory management requirements.<br />
DEFINITIONS<br />
• Dormitory is a housing arrangement in which a single room contains a number of single beds, often<br />
with little or no privacy: often with shared bath facilities.<br />
REQUIREMENTS<br />
1. RISK ASSESSMENT—Each facility must have a documented annual risk assessment performed prior to<br />
occupancy, which includes as a minimum:<br />
a. Identification of hazards associated with operating and maintaining dormitory facilities.<br />
b. Evaluation of risks associated with hazards.<br />
c. Identification of control measures to reduce risk (e.g., heating and cooling systems, fire<br />
protection, security, etc.).<br />
2. POLICIES & PROCEDURES—Each facility must have implemented procedures for dormitory<br />
management, which must cover as a minimum, the following:<br />
a. General:<br />
• Housing must be structurally sound, in good repair, clean, secure and provide safe<br />
protection to the occupants against the elements.<br />
• Housing must have appropriate response capabilities from local emergency response<br />
personnel including fire, medical and police agencies.<br />
• Each living area must provide for a minimum of 4 square meters of living space per<br />
occupant with provisions for private storage of personal effects for each individual held<br />
therein.<br />
