HSE MANAGEMENT SYSTEM STANDARD The contractor must protect human health and the environment by meeting applicable regulatory requirements including air emissions, solid/hazardous waste and water discharge. The contractor adopts reasonable measures to mitigate negative operational impacts on the environment and strives to continuously improve environmental performance. ‣ Develop and implement Health, Safety and Environment (HSE) management system to eliminate or reduce risks associated with operations. RESPONSIBILITIES Location Manager a. Define roles, responsibilities, and authorities to maintain an effective HSE management system. b. Provide resources (including management representatives) required for an effective HSE management system. c. Ensure HSE management system is established, implemented and maintained. HSE Representative must establish, maintain and administer HSE management system. Managers and Supervisors must ensure that employees are trained and adhere to the requirements of the HSE management system. Employees must adhere to the requirements of the HSE management system. REQUIREMENTS 1. POLICIES & PROCEDURES—Each facility must have a written HSE policy signed by the location manager. The policy must include as a minimum: a. Statement of intent. b. Commitment from senior management to comply with relevant HSE regulations and other applicable requirements. c. Commitment to continuous improvement. d. Framework for setting and measuring HSE goals. e. Policy must be documented, maintained and reviewed every two years. f. Communication to all employees and available to the public. g. Signed by the senior location or general manager. 2. HEALTH, SAFETY AND ENVIRONMENT STRATEGY—Each facility must have a written HSE strategic plan which includes HSE objectives that are: a. Developed taking into consideration high risks (per risk assessment), legal and other requirements, technological options, financial, operational, and business requirements, and views of stakeholders. HSE MANAGEMENT SYSTEM b. SMART (Specific, measurable, achievable, realistic and time bound) objectives. Plan may be combined or separate from overall business plan for facility. c. Assigned an owner responsible for implementation. 3. DOCUMENT CONTROL—Each facility must have developed and implemented procedures to control all HSE related documents to ensure: a. Documents are legible with dates (of revision). b. Current revisions of documents can be located when needed. c. Documents are reviewed by authorized individuals at least every two years or when any significant changes occur. d. Obsolete documents are promptly removed from points of use to assure against unintended use. 4. AUDIT—Each facility must have implemented an audit process to evaluate all aspects of their HSE management system at a time interval dependent upon overall risk of facility. 5. NONCOMPLIANCE—Each facility must have developed and implemented procedures for identifying, prioritizing, investigating and resolving noncompliance with any aspect of the HSE System. Procedures must include at a minimum: a. Methods for assigning responsibility for activities. b. Description of actions required resolving and preventing noncompliance. c. Date actions must be completed by. d. Date of completion. 6. MANAGEMENT REVIEW—Each facility must have developed and implemented procedures for an annual review of the HSE management system. At a minimum, management review procedures must be conducted annually and include: a. Progress against HSE strategic plan. b. Roles and responsibilities. c. Implementation of processes and procedures. d. Review of the HSE policy (every two years). e. Review of any audit results, recommendations, noncompliances and corrective and preventive actions. f. Review of performance metrics. g. Evaluation of system suitability, adequacy and effectiveness. 7. COMMUNICATION—Each facility must properly inform employees about HSE.
