HSE MANAGEMENT SYSTEM<br />

STANDARD<br />

<strong>The</strong> contractor must protect human health and the environment by meeting applicable regulatory<br />

requirements including air emissions, solid/hazardous waste and water discharge. <strong>The</strong> contractor<br />

adopts reasonable measures to mitigate negative operational impacts on the environment and strives<br />

to continuously improve environmental performance.<br />

‣ Develop and implement Health, <strong>Safety</strong> and <strong>Environment</strong> (HSE) management system to<br />

eliminate or reduce risks associated with operations.<br />

RESPONSIBILITIES<br />

Location Manager<br />

a. Define roles, responsibilities, and authorities to maintain an effective HSE management system.<br />

b. Provide resources (including management representatives) required for an effective HSE<br />

management system.<br />

c. Ensure HSE management system is established, implemented and maintained.<br />

HSE Representative must establish, maintain and administer HSE management system.<br />

Managers and Supervisors must ensure that employees are trained and adhere to the requirements of<br />

the HSE management system.<br />

Employees must adhere to the requirements of the HSE management system.<br />

REQUIREMENTS<br />

1. POLICIES & PROCEDURES—Each facility must have a written HSE policy signed by the location manager.<br />

<strong>The</strong> policy must include as a minimum:<br />

a. Statement of intent.<br />

b. Commitment from senior management to comply with relevant HSE regulations and other<br />

applicable requirements.<br />

c. Commitment to continuous improvement.<br />

d. Framework for setting and measuring HSE goals.<br />

e. Policy must be documented, maintained and reviewed every two years.<br />

f. Communication to all employees and available to the public.<br />

g. Signed by the senior location or general manager.<br />

2. HEALTH, SAFETY AND ENVIRONMENT STRATEGY—Each facility must have a written HSE strategic plan<br />

which includes HSE objectives that are:<br />

a. Developed taking into consideration high risks (per risk assessment), legal and other<br />

requirements, technological options, financial, operational, and business requirements, and<br />

views of stakeholders.<br />
