TRAFFIC AND VEHICLE MANAGEMENT<br />
4. TRANSPORTATION SAFETY PROMOTION PROGRAM—Each facility must implement a program to<br />
education, train and implement safety practices designed to reduce or eliminate traffic related incidents<br />
for worker transportation both inside and outside the facility. Program should include provisions for:<br />
a. Seat belt and helmet usage.<br />
b. Pedestrian safety when entering and exiting the facility’s property.<br />
c. Speed control.<br />
d. Child restraint.<br />
e. Drinking and driving.<br />
f. Licensing and insurance.<br />
5. MEDICAL EVALUATION—All Powered Motor Vehicle operators must by physically able to operate<br />
powered motor vehicle in a safe manner.<br />
6. TRAINING—<br />
Powered motor vehicle certified driver: Employees must receive training and certification regarding the<br />
location’s powered motor vehicle program. All training and evaluation must be completed before an<br />
operator is permitted to use a PMV without continual and close supervision. Training must include the<br />
following:<br />
• Formal instruction and practical skills (demonstration by the trainer and performed by the<br />
trainee) for each type of PMV operated.<br />
• Site specific rules and procedures.<br />
• Inspection, repairs and maintenance.<br />
• Evaluation of the operator’s performance in the workplace.<br />
• Certification withdrawal policy for misuse and/or non compliance with noted<br />
requirements<br />
Refresher Training: Refresher training in relevant topics must be provided when any of the following occur:<br />
• <strong>The</strong> operator has been observed operating the vehicle in an unsafe manner.<br />
• <strong>The</strong> operator has been involved in an accident or near miss incident.<br />
• <strong>The</strong> operator has received an evaluation that reveals the operator is not operating the<br />
vehicle safely.<br />
• <strong>The</strong> operator is assigned to drive a different type of PMV.<br />
• Changes in policies, procedures or workplace conditions in a manner that could affect<br />
the safe operation of the PMV.<br />
• Once every 3 years, refresher training and an evaluation will be conducted of each PMV<br />
operator’s performance.<br />
